Auckland Regional Council Chairman Michael Lee said today that the ARC's Regional Plan: Coastal changes for the Auckland waterfront Wynyard Quarter redevelopment is 'ready to go'.
"My Council signed off the final coastal plan changes back in September, to complement the expected Auckland City Council District Plan change.
"We are ready to go."
The Auckland Regional Plan: Coastal provides the framework for managing the use and development of the coastal marine area.Under the Resource Management Act, development of land is managed under district plans while the area below mean high water springs is managed through coastal plans.
"The ARC would like to notify the plan change in conjunction with the Auckland District Plan change, which we hope to do as soon as possibe,"Mr Lee says.
Activities controlled by the coastal plan include reclamations, dredging, discharges, construction of new structures, as well as developments on wharves. The plan contains objectives, policies and rules which establish the framework within which certain uses are permitted, and proposals for development can be assessed through the resource consent process.
The coastal plan was first notified in 1995 and became operative in part in 2004 after a process of submissions, hearings and appeals.
The draft plan change for the Wynyard Quarter area (known as the Western Reclamation, Wynyard Point or Tank Farm) has been developed to integrate management of the waterspace and wharves with expected changes on the adjacent land.The plan change provides for:
* A new policy supporting a bridge ('Te Wero bridge') between eastern Viaduct Harbour and Wynyard Quarter, listing issues that need to be addressed for its design and operation
* A marine events centre on Halsey Street Extension Wharf, Western Viaduct Wharf and the adjacent water space. This may be required for a defence of the America's Cup in Auckland as early as 2010
* Appropriate use and development of North Wharf (along Jellicoe Street)
* Future development and use of Wynyard Wharf for port, commercial, entertainment and public use and enjoyment
* New policies and criteria relating to buildings on wharves and public sculptures and artworks
* Other future uses and development of the water area around Wynyard Quarter.
When the plan change is publicly notified, there will be a submission period of at least 20 working days, followed by cross-submissions, hearings and opportunity for appeals to the environment court.
