Such proposals come up from time to time but they're very unlikely to be supported. Besides typical problems with projects like that there is a specific one: not only the belltower wasn't built but the cathedral was built by a slightly different (and better) project. So if we want to build the belltower we should rebuild the cathedral to make it blend with the tower. And that's utterly absurd.

Why better? I don't know about the interior, but the exterior just looks like a watered down neoclassical version of what should've been a Baroque masterpiece. Yet again, Rastrelli is my favourite Baroque architect, so I may be a little too subjective...
As you say it, I understand why it would be controversial to mess with an already finished Cathedral that has become one of city's landmarks, but at least it should be considered as the city can actually get a much more noticeable and valuable landmark.

There is not much worth knowing about. It was never completed and what has been done in the 19th century in a modest neoclassic style was partially destroyed in Soviet times. Now there are mostly plain white walls inside.

Not quite. I's not only absence of gilding that was altered. In the actual version of the cathedral four smaller towers with cupolas stand close to the main cupola making a harmonious group while by the initial project they were to stand a little bit aside what looked rather awkward as a whole.

Interestingly some of the most recent "traditional" new builds in Russia have been better designed than those of 5/10 years ago so maybe there is a trend to a more informed design. I don't think this example is actually "kitsch" as I associate this word with over-the-top, overtly decorated in bad taste. My main objection would be the very weak base which is disproportionate to the size of the facade.

Certainly,what it is now is also beautiful,however,I think navel cathedral should not have been changed its color.
