6 months after your post you finally get an answer!

I work close to the site and have been keeping an eye on progress. The core of the building was completed in the autumn and the distinctive "chessboard" panels and glass seem to be all in place. I guess the remainder of the fit out will take a good few more months but I expect it will open sometime in 2008. It forms the north side a new square designed by American landscape architect, Martha Schwartz which was completed last summer. The eastern boundary is the canal harbour and the southern side an office building. The western side is to be formed by a Daniel Liebeskind-desinged theatre (http://www.daniel-libeskind.com/proj...-and-galleria/) though there is no sign of construction commencing.
