Seems this is bound to happen. Look at this photo of Eilot: https://en.wikipedia.org/wiki/Eilot#...nd_the_bay.JPG

Eilat is already on the verge of encroaching on it. I'm guessing in another 10-20 years it'll be swallowed by development.

Eilat Municipality promotes construction of an underwater hotel and the Greens warn of irreversible damage to the Gulf.
New and unusual hotel is planed in the northern beach of Eilat on the ruins of Sea Star restraunt that has been closed many years ago.
Alon Group is planning to build boutique hotel right in the sea. Construction of the hotel is estimated in 200 million Shekels, 10 million of that for rehabilitation of the sea around the project.

The hotel will have 110 rooms, some of them underwater with panoramic glass. 70 rooms of 110 will be on artifical islands.
The entrepreneurs are already having negotiations with major international hotel brands.

New hotel coming to Eilat, 13 stories:

Fattal to build new Eilat hotel

The 13-floor hotel will be adjacent to the north beach's Herods Palace hotel.

The new 182-room hotel will be a fourth high-rise hotel in the north beach block adjacent to Herods Palace hotel. The hotel will have 13 floors totaling 13,000 square meters. The total investment for building the hotel will be NIS 140 million.

The hotel will also have a large 1,200 square meter conference center, which could be converted into a casino if Minister of Tourism Yariv Levin's plan to allow gambling in Eilat is implemented - something which seems unlikely at present.

The is the second new hotel in Eilat announced this month. At the start of November, the cornerstone was laid in Eilat for the 400-room Astral Lite hotel, the first budget priced hotel to be built in the Red Sea resort for 15 years.

Note the new Astral Lite Hotel will still be $100 a night minus extras, so it is more like 'medium luxury' than 'low cost':

This is the perfect solution for the new breed of “low-cost travelers,” who want to see the world on minimum expense. This hotel will for the first time position Eilat as a destination for these travelers, and will be the first of many more such hotels to come.”

$100 a night for a modern hotel experience. However, the prices are still not competitive in the low-cost segment of the regional market. In the cheap Turkish resorts, people usually pay about $30 a night or less.

Eilat is attracting tourists with the cheap air-fares, and then scaring them away again with the comparatively (by regional standards) expensive hotel rooms.
