Put All RoBs, RuBs on Fast Track: CM

BENGALURU: Chief Minister Siddaramaiah has urged railway and state government officials to put all the road overbridges (RoBs) and road underbridges (RuBs) on fast track and complete the projects as early as possible.

Information and Infrastructure Minister Roshan Baig told reporters that Siddaramaiah reviewed the progress of all the railway projects taken up on a cost-sharing basis, including that of bridges and new lines. The chief minister was, however, disappointed over the delay in completion of works, which was obstructing flow of traffic, Baig added.

He said 15 projects, including RoBs and RuBs, were far from completion due to various reasons including land acquisition and fund crunches. “Thanks to the intervention of the chief minister, all these projects will be put on fast track,” he added.
The tardy progress in the implementation of RuBs and RoBs taken up at Baiyappanahalli, Jakkur, Kengeri, Allalasandra, Kodigehalli, Muthyalammanagar and other locations, are causing regular traffic snarls.

“Taking note of the importance of completion of projects, the chief minister directed the state officials to release Rs 26 crore to the Indian Railway authorities immediately,” he said.

Referring to the delay in Baiyappanahalli RoB work, he said it was due to a problem in transferring defence land and releasing funds.

Referring to Allalasandara RoB work, he said, “Over 90 per cent of the work is complete. The work has been temporarily stopped for want of acquisition of about 1,761 sq metres of land. The state would release `8.26 crore to hasten the project.”
The work at Muthyalammanagar RoB is also facing a similar problem of land acquisition. It needs about 3,639 sq metres and the state government would release about `9.10 crore shortly for the purpose, he said.

A South Western Railways (SWR) release said the chief minister promised to provide all the necessary assistance for the early completion of Bengaluru-Mysuru doubling project as well as Hassan-Bengaluru new line project within a year.
‘2.5k Acres Needed for Rlys’

Bengaluru: The state government, which needs to acquire land for various projects, is uncertain whether it should invoke the central Land Acquisition Act.
Infrastructure Minister Roshan Baig told reporters here on Wednesday that the state needs to acquire over 2,500 acres to complete 15 railway projects, including Bengaluru-Hassan, Bidar-Kalaburagi and Bengaluru-Mysuru track doubling works.

“We are yet to decide whether to invoke the KIADB Act or the central Act to acquire land,” he said adding that land was also required for the 252-km Gadag-Wadi railway

line.

While the long-pending Hubballi-Ankola railway project is facing environmental issues, the Marikuppam-Kuppam project is delayed due to problems in acquiring land.
Other projects facing land acquisition problems are Bidar-Kalaburagi, Bagalkot-Kuduchi, and Bengaluru-Hassan (via Shravanabelagola), he added.

The 252-km Gadag-Wadi Railway Line

Wadi-Gadag railway line has been taken up at an estimated cost of Rs 1,922 crore (Construction Cost 7.63 Crore Per KM) on a 50:50 cost sharing basis with the state government providing land free of cost.

State government has decided to acquire 2,500 acres for the 252-km Gadag-Wadi railway line in the first phase.

There is a already Railway Line between Gadag-Almatti 130 Km. from Almatti to Wadi distance is 140 KM. the construction cost will be 1,068 (Construction Cost 7.63 Crore Per KM) So why state govt. are not going to build Almatti - Wadi railway line. instead of Wadi-Gadag railway line.

Govt. can save more than 854 Crore and also save around 1100 Acre Fertile Land. if they go for Almatti - Wadi railway line.

Its not about connecting wadi from any place which has an operating line, rather the social obligation is intention to connect rail-less taluks of Gadag,Koppal,Raichur districts to the mainlines.
The main ROI/ROE on this project will be transportation of cement from Kalaburagi-Yadagiri and hence the cost sharing by GoK to increase financial return

Ashwin I did had a word with station master, Tumkur. He told me that the present platform no 2 and 3 is being widened and another new platform 4 is being added at the present goods shed. All the new platforms are being taken up with a capacity of 26 coaches train. Sadly, huge land has been encroached upon which at this stage cannot be taken back by railways as huge place of worship has come up. so another platform has been planned next to platform 1, exact replica of bangalore Cantt platforms 4 and 5. So , Tumkur station will have totally 5 platforms.

Very well said.... Its a waste project instead of that they could have built either Wadi-Almatti 140kms or Shahbad-Bijapur which is about 120Kms (it could have helped Bijapur pax in short distance)....

Wadi-Almatti could have gone via Shahpur-Surpur, Bijapur-Shahbad via jewargi Sindagi... I dont know how they plan simply wasting resources as the gadag-Wadi line goes parallel with Raichur-Ginigera (via Gangavathi etc)....

Thanks Mukund for the reply, even I thought there will be a new platform on Shanti nagar side, but never thought there will be one more platform on Vidyaniketan side.. That's awesome news & also I feel they should build one more foot over platform bridge some where in the middle, so that every body can utilise it properly. FYI Shanti nagar railway Gate will be permanently closed... IR main objective is to remove all level crossing. Couple of months back I had been to Raydurga, they have already started the work, they have laid track till Kalyandurg. We do have land in Oorkere, Tumkur, they have laid a SWR yellow stone for Aquisition but haven't got any notice from Kiadb,

SWR launches outreach programme in Hubballi

May 28, 2015, 12.22PM IST TNN

HUBBALLI: The Hubli division of South Western Railway inaugurated its fortnight-long programme "Rail Yatri/ Upbhokta Pakhwada" at Hubli railway station on Tuesday.

The fortnight is meant for improving passenger amenities, customer facilitation and creating awareness about achievements of Indian Railways last year. The division has lined up a host of activities, which include customer interaction, inauguration of completed rail projects, upgrading passenger amenities at identified stations, health check-up camps, intensive drives to check catering services, ticketless travel and drive against touts.

Sanjeev Mittal, divisional railway manager, Hubli division, said the underlining theme is to make rail travel more comfortable and useful to passengers. He also said that during the programme, officers will extensively travel throughout the division and interact with passengers.

Mittal urged passengers and staff to provide full cooperation to make the outreach initiative a success. A skit, highlighting the importance of cleanliness of railway station and premises, was performed by volunteers of Bharat Scouts&Guides at the railway station. Mittal and branch officers of the Hubli division also interacted with passengers at Hubli railway station.

Acquire land for rail projects under KIADB Act: CM

Bangalore (SBC): Chief Minister Siddaramaiah is understood to have, on Wednesday, directed the officials to explore the possibility of acquiring land for new railway projects under the KIADB Act by paying four times the market value.

The chief minister, who reviewed the progress of railway projects with senior officials of South Western Railways and the State government, directed the Industries and Commerce Department officials to explore the possibility of acquiring lands for new, cost-sharing projects of Gadag-Wadi and Kanakapura-Chamarajnagar under the KIADB Act.

The two projects, cleared by the Centre in 2013, have failed to take off due to inaction on the State government’s part to acquire land: It has neither finalised the rules for implementing the 2013 Land Acquisition Act (Land Acquisition, Rehabilitation and Resettlement Act 2013) nor is it willing to adopt the new 2015 ordinance. The government has agreed to give land free of cost for these railways projects, besides sharing 50 per of their cost.

The Gadag-Wadi is a long-pending project, and it requires about 2,500 acres land. The project envisages providing direct railway connectivity between Hyderabad Karnataka and Mumbai Karnataka. Gadag-Wadi project is estimated to cost Rs 1,900 crore, while Kanakapura-Chamarajnagar project is estimated to cost Rs 1,300 crore.

Further, the Revenue Department officials informed the chief minister that the acquisition process under the 2013 Act involved social and environmental impact studies and implementing rehabilitation and resettlement package for the land losers. Officials of the Law Department also appraised the chief minister of the various facets of the legislation.

Later speaking to reporters, Minister for Infrastructure Development Roshan Baig said the issue of land acquisition was discussed at length in the meeting. Land acquisition is important for taking up many railway projects. The chief minister will soon take an appropriate decision in this regard, he said.

He said the non-cost-sharing project of Hubli-Ankola railway line had been delayed due to the land acquisition problem. The project has been waiting environment clearance from the Centre.

Marikuppam-Kuppam and Yelahanka-Channasandra projects, too, have been delayed due to land issues. Directions have been issued to the officials to expedite the acquisition process, he said.

Delay in the completion of cost-sharing railway projects has become a big burden on the State government.

This is because delay in project implementation results in cost escalation. So, the chief minister has urged the Railways to implement all 12 cost-sharing projects speedily, he said.

Dilemma prevails over land acquisition for Rail projects

The Karnataka government is in a dilemma over acquiring land for railway projects. It is yet to decide on whether to acquire land in accordance with the Land Acquisition (Amendment Bill) or the Act passed in 2013 by the Congress-led United Progressive Alliance government or the new ordinance passed by the NDA Government.

Though the State government has decided to acquire 2,500 acres for the 252-km Gadag-Wadi railway line in the first phase, no decision has been taken on the mode of acquisition in view of the prevailing “confusion” at a meeting of senior railway and State government officials, headed by the Chief Minister Siddarmaiah, on Wednesday.

Minister for Infrastructure Roshan Baig said the government would arrive at a conclusion after consulting legal experts soon

Rly minister had announced in the budget that "new trains would be introduced in due course in consultation with the zonal GMs". I am sure they have still not taken a decision and that is why they are postponing the launch of the new TT.

Hope something positive comes out despite the delay.

May 29 2015 : The Economic Times (Bangalore)
US Co to Move 18th-C Tipu Armoury in Single Piece
Bharath Joshi
Bengaluru:

Shifting will clear obstacle for doubling of B'luru-Mysuru rail track

Wolfe House Movers, a US company specialising in relocating structures, will move Tipu Sultan's 18th century armoury in Srirangapatna beginning September this year. This heritage structure is located along the Bengaluru-Mysuru rail track and cited as the reason for the delay in doubling the line.
Having two tracks will bring down travel time between the two cities by half an hour. The 136-km track-doubling, taken up in 2007, is 29 km short of completion.

The shifting of the monument -which the erstwhile Mysuru ruler used for storing gunpowder and weapons -is slated to begin this September at a cost of `13.87 crore. The South Western Railway tendered the task to PSL Engineering, a subsidiary of New Delhi-based Fedders Lloyd Corporation, which has entered into a joint venture with Wolfe House Movers from the US, a company specialising in moving heavy structures with special equipment it has developed.

“This will be a challenging assignment. We've had to do a lot of chasing behind the Archaeological Survey of India to get clearances,“ SWR Chief Administrative Officer (Constructions) Ashok Gupta said.

Wolfe House Movers will use a “unified jacking system“ to relocate the 900-tonne structure to its new location 100 metres away . “The armoury area is about 50x80 sqft and it is ten feet below ground level. We will dig 12 feet, drill girders to support the structure, lift it with remotecontrolled hydraulic jacks and place it on a dolly . Then, the structure will be rolled to its new location on a concrete path,“ explained ND Jain, whole-time director, Fedders Lloyd Corporation.

The distance between the armoury and the existing rail track is 15 metres, which is a challenge. “We have to be careful to ensure we don't disturb the track,“ Jain said. “But success here would result in transformation for Indian infrastructure projects because many of them face similar obstacles.“

Renowned civil engineer RN Iyengar, who told ET that he is familiar with the unified jacking system, believes it can be pulled off. “From an engineering solution, it is feasible. It is quite dangerous but not impossible.“

The Department of Archaeology, Museums and Heritage has asked PSLWolfe to get its designs vetted by the Indian Institute of Science. “There have been instances where structures have been moved in parts. As far as my knowledge goes, this may be the first attempt in the country to move a structure in one piece,“ said IISc civil engineering professor JM Chandra Kishen.
