It was a very utilitarian military structure in the middle of nowhere. I don't think aesthetic style was being considered when it was designed and built.

The word brutalism comes from 'beton brut' which means raw concrete, not 'brutal'. Unfortunately the person who coined the term didn't think it through properly and we're stuck with this terrible name that easily confuses people.

Brutalism, in essence, has a raw architectural concrete finish, most often with rectilinear and angular forms that was in style thoughout the Mid Century.

While it is an imposing building, the Pentagon has a neoclassical facade meant to emulate traditional government buildings. It has no real traits of brutalism.
