Thats because the number of high rises built in Tampa compared to Miami aren't even comparable, very small number vs large number.

Not only that but the dt residential towers built recently are the only ones we've got. Miami has dozens of them if not hundreds in dt and brickell alone.

I have a question, what is the rental policy for owners?
I would like to buy one unit as an investment, is there any restriction to rent it out?

They have pretty severe restrictions on 75% of the units, and basically none on the 25% that were investor owned units. So if you buy one yourself you can't rent it out with special dispensation (or hardship) from the board. They aren't giving new hardships out and they require approval of the tenant, and do not allow things like Dogs etc. from tenants. I wouldn't buy in Skypoint unless you plan on living in the unit no matter what for the next decade.
