Awang Tengah: Cost to develop rural areas unbelievable

Second Minister of Planning and Resource Management Datuk Amar Awang Tengah Ali Hassan, who said that a similar connection in the peninsula would only cost RM2,000, pointed out that the tough geographical terrain and scattered population were the key reasons why it was tough to develop infrastructure in the rural areas.

“That is why even the RM30 million allocation is still not enough for Limbang,” he said when officiating at the completion of the RM5 million rural electrification programme (BELB)-cum-land compensation at Kampung Meritam here on Friday.

The RM30 million which he mentioned was the allocation given to Limbang district between 2009 and 2011 for BELB purposes.

Awang Tengah told those present that both the federal and state governments were fully aware of the need to provide more basic infrastructure and amenities such as water supply and roads to the rural areas but their efforts had been hampered by financial constraints.

“The vast and tough geographical terrain and sparsely populated areas is a typical scenario in the Limbang parliamentary constituency, which covers the Bukit Kota and Batu Danau state constituencies.

“As such, we have to carry them out in stages because of financial limitations and other priorities. We know that we have much to do as there are many requests throughout the state. Your elected representatives have been pestering me non-stop but we have to be fair to the others as well,” he explained.

Awang Tengah, who is also Public Utilities Minister, called on the people not to believe the slander and lies spewed by the opposition because only the Barisan Nasional (BN) government talked and acted based on reality.

“The opposition can say all kinds of things but at the end of the day it is the BN government which delivers the goods, as you can see for yourself in Kampung Meritam here. This village was in such in a depressed state that I had to bring former Prime Minister Pak Lah to visit here a few years ago,” he said.

The visit by Tun Abdullah Ahmad Badawi led to the construction of a 14km road to this previously isolated village, electricity supply and better school facilities here.

This helped open up more economic opportunities.

Awang Tengah later presented land compensation to 66 of the 117 recipients affected by three land acquisition projects for the construction of roads in the area.

A total of RM483,149 compensation was given out for Pengkalan Rejab/Bong Abai/Telahak/Meritam (Phase 1), Meritam/Bong Abai Road and Batu Danau/Pengkalan Jawa, Bawang Obor road.

Tengah said the government would consider a request for the inclusion of another 59 individuals for compensation.

Also present at the function were State Development Office director Datuk Kamal Hussin, Batu Danau state assemblyman Paulus Palu Gumbang, Limbang Resident Maria Hasman, Limbang Divisional Land and Survey Department Superintendent Ahmad Raslan and local community leaders.

RM1 bln stimulus projects on track – Awg Tengah

LAWAS: All approved projects under the RM1 billion special federal allocation for Sarawak as part of the economic stimulus are expected to be completed on schedule, except for a few facing technical problems.

Projects under the national key results areas (NKRAs) funded by over RM 4 billion federal allocation for the period 2010-2012 will be buzzing from next year although some projects had already taken off this year.

Second Minister of Planning and Resource Management Datuk Amar Awang Tengah Ali Hassan said these at his Hari Raya Open house here yesterday.

He said the state government is closely monitoring implementation of all the projects under the special stimulus allocation which must be spent by this year end for improvement of basic infrastructure and amenities throughout the state.

“I am happy with the progress as most are on track and only a few are delayed due to technical problems faced, and we are working towards continuing them next year,” he said.

The funds were already allocated to the state.

This category caters for projects already ear-marked for implementation by the state government such as rural village roads, alternative water supply and others amenities. Most are already in different stages of completion.

Awang Tengah said deadline for NKRAs projects is 2012, and the preliminaries involving planning and tenders for these projects were already in earnest, with some being implemented.

Under the (NKRAs) outlined by Prime Minister Datuk Seri Najib Tun Razak, Sarawak was allocated RM 1.76 billion for rural electrification scheme, (RES), RM 2 billion for rural roads and RM 1.5 billion for rural water supply.

These projects will be on a roll from now towards the end of 2012 as implementation picks up steam in the next two years.

“Some are already implemented and I am confident that we could implement them all by 2012,” he said.

On Hari Raya Aidilfitri celebrations in northern Sarawak, he said it was a celebration of all communities, irrespective of whether they are Muslims or non-Muslims, which further strengthened the social fabric and harmony.

The Iban and Chinese communities were among the thousands who came to his Raya Open House, adding ngajat and lion dance performances, with Raya songs filling the air.

The visitors included Consul General of Brunei Darussalam to Sarawak Kamani Noordin, Lawas MP Datuk Henry Sum Agong and his Limbang counterpart Hasbi Habibolah, assemblymen Nelson Balang Rining ( Ba Kelalan), Dr Abdul Rahman Ismail (Bukit Kota) and Paulus Palu Gumbang (Batu Danau), Temengong Ang Kheng Su, Temengong Paris Kaya and Temengong Sabli Hamid.

“This spirit of harmony, solidarity, co-operation and unity must remain strong for us in Malaysia to move forward,” he said.

TYT in Limbang for Raya Visit

LIMBANG: Yang di-Pertua Negeri Tun Datuk Patinggi Abang Haji Muhammad Salahuddin and wife Toh Puan Datuk Patinggi Hajah Norkiah arrived here yesterday for a short visit.

Heading the delegation who were on hand to receive Their Excellencies were Second Minister of Planning and Natural Resources, Datuk Amar Awang Tengah Ali Hassan, Assistant Minister in Chief Minister’s Depa r tment (Ent repreneur Development) Mohd Naroden Bin Hj Majais, state assemblymen, heads of government departments and community leaders.

Tun Salahuddin and Toh Puan Norkiah then proceeded to the Dewan Suarah here to grace the Majlis Ramah-tamah Aidilfitri and celebrate Hari Raya with members of the local community from the various ethnic groups. Their Excellencies later also presented Hari Raya Aidilfitri gifts to orphans.

At the conclusion of the event, Their Excellencies left for Miri to attend a Hari Raya Aidilfitri function with the residents of Miri Divison.

Racing against time

With increasing demand and approval for perimeter surveys, the Limbang Land and Survey Department has to work double-time to beat the 2015 deadline

WHILE the New NCR Initative has the approval of the Prime Minister as well as an allocated budget under the Tenth Malaysia Plan (2011-2015), carrying out this initiative is harder than first projected.

Recently, thesundaypost Miri had the opportunity to join the Land and Survey staff to Lumut Sakai, one of the areas surveyed under the initiative in Lawas.

Among the challenges Limbang Land and Survey Department faced were rough terrain, unpredictable weather along with the need to balance New NCR Initiative survey work with other projects like NKRA.

Former Limbang superintendent Awang Zamhari Awang Mahmood said that their biggest challenge was shortage of manpower.

“With an increasing demand of perimeter surveys, our biggest hurdle is how to arrange the manpower so that we can achieve the target date of completion by 2015.”



Survey progress in Limbang

Three areas were surveyed last year, covering 1,372.3 ha which included two areas in Lawas – Sungai Banganga and Sahabat Baru, as well as Telahak/Binjai/Ulak/Meritam in Limbang.

This year, survey work will begin in 16 areas spanning a total 5,321.96 ha.

The eight in Lawas are Batu Dua, Kampong Pangi, Punang Berayong, Simpang Jalan Trusan/Sundar, Long Sukang, Lumut/Sakai, Sungai Melusok and Sungai Kenalian while those in Limbang are Paya Lakap, Kampung Bakol, Meritam, Benuas, Kampung Sayung/Sembiling/Batu Lapan, Kampung Pengkalan Rejab/Kelapa Mawar, Kampung Palas and Tadu/Sungai Cina/Pundut.

“First, we need to determine the area that needs to be surveyed which takes about one month for us to do so to ensure every information required for approval is complete.

“After that it is beyond our control. If HQ processes the requests quickly, then we proceed with the survey work. Typically HQ takes about two to three months because it has to cater for cases throughout the state and the applications keep on coming while the manpower and resources are still the same,” he said.



Ongoing disputes delay surveys



Other problems that arise even after the survey has been approved by HQ is when claimants continue to dispute about the boundaries, adding that of the 19 areas approved, three areas faced such problems.

The areas having community disputes are: Batu Dua (209 ha) and Kampong Sungai Melusok (510 ha), Lawas and Sungai Tadu/Sungai Cina/Pundut (149 ha) in Limbang.

He said if the disputes could be resolved, survey work could be completed for Batu Dua within 20 days, Melusok, 69 days and Tadu/Sungai Cina/Pundut in 29 days.

“For Batu Dua, perimeter surveys were carried out at the beginning of the year and in Melusok we have almost completed 70 per cent of the perimeter survey but had to stop due to the disputes,” he said.

Awang Zamhari said in addition to implementing the New NCR Initiative, his staff have to ensure the success of other projects such as the National Key Results Areas (NKRAs) projects and those under the tenth Malaysia Plan.

He said that the Limbang Division has one of the most projects under NKRA which also has seven kampung traditional lots to be surveyed this year.

The kampungs involved include Kampung Pangi, Kampung Bukit Manang, Kampung Temanggis, all in Lawas and in Limbang, Kampung Ulak, Kampung Lubok Piasau, Kampung Buang Abai, and Kampung Kelapa Mawar.

“We also have to complete them within this year, and there are more than 400 lots. Pangi alone has more than 100 lots.” So far they have completed Kampung Pangi and Ulak. The rest are still ongoing and will be carried out this year.

Awang Zamhari requested the villagers’ full cooperation so that they could carry out the perimeter surveys smoothly and keep the surveys on schedule.

“We greatly need to have clear-cut boundaries even before they apply for their land to be surveyed: it will be lot easier for the surveyors to carry out their work.”

He assured the landowners that after the completion of survey work, the land will be gazetted as Native Communal Reserve under Section 6 of the Sarawak Land Code.

The gazette will be kept at the Land and Survey Department as well as the District Office. A copy will also be extended to the community head.

“The gazette itself is legal proof that their lands have been surveyed and rightfully belongs to the community here.” he stated.



Challenges during surveying



Meanwhile, head surveyor of the team designated to Lumut Sakai area in Lawas, Chia Kim Tu, 49, said that although survey work was nothing new to him, the implementation of the New NCR Initiative posed a great challenge.

Apart from having to complete the work on schedule, they faced a host of other challenges like difficult terrain and unpredictable weather conditions.

“We need to traverse difficult terrain which can range from hilly, to mountainous and swampy areas,” he said, adding that they would have to walk an average three hours a day to reach the sites. “Of course, the other challenges in the jungles are wild animals.”

At times they have had to stay in the jungle for an average five days before going out to find rations. “Then we would have to stay another five days before replenishing our rations again. We get no comfort or luxury,” he explained.

Chia and his surveying team are currently doing survey work at Lumut Sakai which include six predominantly Malay and Kedayan villages : Kampung Pangi, Kampung Punang, Kampung Punang Jaya, Kampung Sualai, Kampung Bukit Naga and Kampung Siang-Siang Laut.

The perimeter survey of 36.2 kilometres for the 760 ha of NCR land in six villages began July 5 and is expected to be completed within 91 days.

Meanwhile, several community leaders from Lumut Sakai interviewed recently were full of praise for the commitment of the government and Land and Survey Department in carrying out the perimeter survey.



Far-reaching impact



Kampung Punang penghulu Reduan Tahir said the perimeter survey would have a far reaching impact for the landowners. “ More capitalists would like to have joint-ventures in developing our idle lands for commercial agriculture which could further improve our quality of life.”

Village heads Bahar Nasir, 60, of Kampung Siang-Siang Laut and Pini Idris of Kampung Bukit Naga assured their support to the surveyors in carrying out their work.

“It is a very commendable effort as the land titles guarantee us and our future generations a future and we can develop our lands without fear of them being taken or claimed by others parties,” said Bahar.

Pini hoped that more areas could be surveyed so that more landowners could benefit.

Lumut Sakai is about a 15-minute boat ride from Kampung Punang, one of the major producers of ‘Ikan Tahai’ (smoked fish) in Lawas.

‘Historic’ Limbang-Brunei bridge to open

The 20-metre bridge over Sg Pandaruan will also connect the Borneo Pan trunk road from Kuching, Sarawak to Tawau, Sabah, said Limbang MP Hasbi Habibollah.
LIMBANG: The nightmare of a queue lasting more than five hours for motorists to cross the 20-metre wide Sungai Pandaruan which separates the Malaysian border town of Limbang in Sarawak and Temburong district in Brunei during the holiday season will soon come to an end.
Limbang MP Hasbi Habibollah said with the completion of the RM20.8 million toll-free bridge, approach roads to the bridge are also in the final stage of completion.
“The opening of the bridge at the end of this month or early next month, is expected to be a grand affair,” he said.
He said Prime Minister Najib Tun Razak and Sultan of Brunei, Sultan Hassanal Bolkiah were scheduled to open the bridge but the exact date had yet to be confirmed.
“It will be a historic event as we have been waiting for 50 years for this, and now we can connect the vital missing link of Borneo Pan trunk road from Kuching, Sarawak to Tawau, Sabah, added Hasbi.
He also confirmed that no toll would be imposed for motorists crossing the five-metre high, 14-metre wide and 200-metre long bridge.
“It is free of charge to cross the bridge. The coming school holidays and festive seasons will be stress-free, beginning this year,” he said.
The bridge has been a dream come true for frequent travellers commuting in Sarawak, Sabah and Brunei as it took a painstaking more than five hours to queue for ferry services just to cross Sungai Pandaruan which took less than five minutes to reach each destination.
Currently, two companies operate the ferry services on rotation basis, with each ferry accomodating a maximum load of 10 sedan/compact cars and up to eight for bigger vehicles like lorries and four-wheel drive vehicles.
Besides the construction of the bridge, a 700-metre road from the Pandaruan Bridge to the Pandaruan Immigration Depot was also being upgraded at a cost of RM22.8 million.
The construction of the bridge which began in June 2011, Najib had said “will bring Malaysia-Brunei closer”. He said this during his visit to the sultanate,in conjunction with the 15th Malaysia-Brunei Annual Consultation in Bandar Seri Begawan in 2011.
Meanwhile, Hasbi said the name of the bridge had not been decided.

All I can say Sarawak as a state tried to spread out the development across the state and that is natural to do because one is the government's duty & 2 is to not be an issue for political use. Road infrastructure projects are under government and something they can control directly (unlike buildings) and its a statement piece because its obvious smack in your face. The third other reason also is to accomodate for mainly Bruneians whether tourist or expats (and also locals) to smoothly move around that region which in return will benefit local economy even better. The fourth is I think the northern area after Brunei is generally more neglected than Kuching to Miri stretch all these years. So, its deserving for these regions to grow together as a state and Kuching in this sense isn't selfish but sharing with the whole state. As Kuching grow even bigger, there will be more road projects, its unavoidable to cater for all that population movement.

Study: Proposed deep-sea port in Lawas able to tap prospects from BIMP-EAGA - Borneo Post Online
LAWAS (Aug 16): The proposed location for Lawas deep-sea port is strategically located in an active economic zone within the East Asean Growth Area-Brunei-Indonesia-Malaysia-Philippines (BIMP-EAGA).
In highlighting this, Maritime Institute of Malaysia (Mima) director-general Datuk Dr Sabirin Ja’afar said the findings from a preliminary study conducted by the institute indicated that the proposed location of the port in Lawas was ‘strategic, in view of it having the suitable natural depth and being in a viable geographical position’.
Sabirin said another ‘plus factor’ for the proposal was the location itself, being relatively near to the area in Kalimantan where Indonesia’s new capital would be established.

We hand over the proposed New Bandar Lawas Bridge project today for construction work to begin. A 640-metre balanced cantilever bridge will be constructed over Batang Lawas at the eastern side of Lawas town. Site clearance and earthworks are expected to begin soon, before piling works can be carried out for the reinforced concrete base. The infrastructure project, implemented by the Northern Region Development Agency (NRDA) under RECODA is expected to be completed by 2025.
