Road renovation: CPM bats for private investment

THIRUVANATHAPURAM: It's official: The CPM welcomes private investment in road development.

One of the major decisions taken by the third International Congress on Kerala Studies was the clarification of position of the CPM with regard to major infrastructure projects such as national highways and water transport network.

"Huge investment is required for the renovation of road and water transport networks in the State,'' said Finance Minister Thomas Isaac, who was also the academic committee secretary of the study congress, while summing up the three-day deliberations.

The vision document prepared by the Congress says private investment can be accepted for developing National and State Highways and north-south express rail corridor. This is an endorsement of the Union Surface Transport Ministry's stand that National Highways can be developed only under BOT basis. The projects for developing NH17 and NH47 in the State still remain on the paper as the CPM-led government didn't show the political will to undertake the mission.

At first, the government wanted only 30-metre-wide National Highways in the State. But, when the Centre refused to accept this, the government approved the 45metre plan. But, the work could not be started as the government still doesn't have any idea on how to go ahead with the rehabilitation programme for the evictees.

A state-of-theart road network is conceived by the vision document on a par with the major industrial projects on the anvil in the State. It equates the four-laning of National Highways and State highways with Vizhinjam harbour, Vallarpadom container transshipment terminal and LNG terminal projects.

The vision document makes it clear that private investment in roads should be confined to the NH and State highways. "It is the responsibility of the State government to find investment for renovating village, block and district roads in the State. For this, we need to spend `10,000 crore in the next five years,'' said the document.

For raising this much money, taking loan is the only option, said Isaac.

"The Union Government should shed its orthodox finance policy and let the State take this much money as loan,'' said Isaac. According to him, the growth rate of Kerala's economy and its record in revenue management make it eligible for availing of more loans. He said that if permitted, the State would raise the money from cooperatives, NRIs and the public.

  • Central Govt.approves Phase II of Kerala State Transport Project (KSTP).
  • This phase will be executed at a cost of 1376 crores.
  • The six roads included in this phase are :
  1. Chengannur-Ettumanoor-Muvattupuzha
  2. Kanjangad-Kasargod
  3. Pilathara-Pappinissery
  4. Punalur-Ponkunnam-Thodupuzha
  5. Perumpilavu-Pattambi-Perinthalmanna
  6. Thaliparambu-Iritty

Thats great news. But why Thalassery-Valavupara is not mentioned? That was also under KSTP phase II. May be yet another error by Mathrubhumi.

Kamalnath on Kerala regarding Road Development.

  • As far as road development is concerned Kerala is a problematic state.

Nice tactic. The huge financial burden of rehabilitation will fall into the shoulder of next government. At the same time opposition can't oppose this too.

NH dvpt: State gives green signal to 45-metre norm

Thiruvananthapuram: The all party meet convened by Chief Minister VS Achuthanandan has decided to give approval to the Centre's instruction to fix national highway (NH) width to 45 metres in the State. The meet has also decided to give approval for the compensation package declared for the traders who would lose their shops during the land acquisition. The meet also reached in an agreement to bear the excess expenses which comes after spending the fund provided by the Centre for rehabilitation. V S Achuthanandan informed that the cabinet would discuss the decisions soon. In the old package, the state had demanded that the centre should bear the expenses of rehabilitation.

Other demands by the state included giving the market price for the land acquired for the project, to construct house and building for those who lost the same during acquisition and those who are running their shops in rented building should be given parallel systems. But the centre had disapproved this. The meeting was again convened as later the centre extended a favorable approach. UDF leaders did not attended the meeting as they were participating in the Kerala Mochanca Yathra lead by Oommen Chandy.

Rehab package for encroachers courtesy KVYES. This will get paid out. Civil Servants and KVYES live in "Gods own country".

Not all are encroachers. There are thousands who will be affected by NH development. Development should not be at the cost of someone's life and livelihood. Those who loss their land, house or business need to be properly rehabilitated.

The problem (encroachments & genuine land holders) can easily be sorted out.But to implement oralpam "Nattellu" venam.Along the NH,the list of encroachments and poramboke should be published.(This is already announced in the case of Karamana-Kaliyikkavila stretch of NH-47).As of now the 80% of the problem creators comes under this category esp the KVVES..There is no question about the compensation and should be given ONLY to the genuine land owners.Here,the encroachers are trying to gain by putting these genuine owners as their shield.This should be exposed.
