Cement terminal project to get nod


Ports Minister K. Babu has said that the State government will give its consent to a private group to develop a cement terminal at the Azhikkal port here.

The Mumbai-based ABG Group was the sole participant in a bid held in 2011 to develop the terminal. At a function here on Tuesday, the Minister said the next Cabinet meeting would take a decision on the project.

He said two hectares of land had been acquired for the development of the port in five sections, the first being the development of the cement terminal.

Five marina ports to be established


Ports Minister K. Babu has said that marina ports will be established at Thalassery, Kozhikode, Kovalam, Alappuzha and Kodungalloor.

Inaugurating the renovation of the Chalil Gopalpetta fishing harbour on Tuesday, Mr. Babu said the projects would be in private-public partnership mode.

SILK gets yet another vessel for breaking


KANNUR: The ship-breaking-building unit of the public sector enterprise Steel Industries Kerala Ltd (SILK) at Azhikkal in Kannur has got yet another vessel for breaking. The new vessel, a barge from Maldives, reached here on Monday after custom clearance, said SILK officials.

The barge, mv Secure Bag 104, which was used for domestic cargo transportation in Maldives, was made in 1972 in Japan, and it was given for breaking after it was decommissioned in March, said the officials. It is 42.05 metres long and 15 metres wide, and weighs 627 tonnes. It is expected that the breaking will be complete within three months. It was a Kozhikode-based businessman who took it for breaking and gave it to SILK for the same. The work will start in the next few days, as the custom clearance is over.


This is for the second time in the last four months that the ship breaking unit gets a vessel for breaking. Lakshadweep administration's iconic passenger ship MV Tipu Sultan had reached here in the first week of March for the same purpose and the work is still going on.

The SILK unit in Kannur is the only ship breaking unit in India where ships can be broken near the shore in all climates, said the officials.

Azhikkal port back to square one

KANNUR: The much talked about project to develop Azhikkal port in Kannur has once again hit a stumbling block with the state government rejecting the proposal of ABG Group, the sole bidder, to develop a cement terminal there.

According to sources, the government decided at a high level meeting on Monday to reject the bid of ABG Group, which came forward to develop the terminal at a cost of Rs 120 crore. The rejection was on certain technical grounds including disagreement on the revenue share offered by the company. The argument is that the offer made by the bidder to give Rs 9 per metric tonne of the consignment coming to Azhikkal will be negligible over the years and hence it is better to go for fresh bidding.

Though there is concern about the lack of enthusiasm on the part of bidders to come forward, the opinion among some officials is that bidders will definitely come if more publicity is given. However, it is tough to take this argument for granted, because, even though tender for the project was floated twice, ABG Group was the only bidder both times. Industries minister P K Kunhalikutty said last month that in all possibility the cabinet will allow the group to go ahead.

Incidentally, in 2010 a tender was floated for a multipurpose terminal here based on the feasibility report prepared by Deloitte Touche Tohmatsu India Pvt Ltd. Though another company had won the bid, it later backed out after the prospects of bringing coal through the port diminished after the thermal power plant project in Kasaragod failed to take off.

Expressing shock over the government decision, ABG Group's representative in Kerala, Alex Antony said the company literally felt disappointed. "We were the sole bidders during the two times the tender was floated. After many levels of negotiation, the government has finally said no, for which there can be no justification," he told TOI. The ABG representative said if their cement terminal had come up, it would have brought down the price of cement by nearly 10% in addition to providing huge employment opportunities.

Though Deloitte had projected that Azhikkal has great potential, such developments will literally affect the future of the port, opined some officials who feel that the need of the hour is to set an example through Azhikkal port which could attract investors for other projects.

"As of now, there are no takers for the multipurpose terminal project at Azhikkal and if we also deny the bidders to start a cement terminal on silly technical grounds, we will never be able to open up the port," said an official who did not want to be named.

Didn't I tell you sometime ago about the meeting with a senior politician (ex-minister) that this third rate govt. has no interest in developing Azhikkal or Vizhinjam or any other port for that matter

They were waiting for bribes obviously. Those guys didn't give so going for re-tender. How many times would they repeat this drama?

​Decision to retender Azhikkal terminal project draws flak


KANNUR: The state government's decision to retender the bulk cement terminal project at Azhikkal for the third time has come as a shock for many, who had lobbied for it and they feel the delay might result in the project being abandoned.

"The move to retender the project is ridiculous because ministers P K Kunhalikutty and K Babu had repeatedly said that this time the tender would be approved though there was only one bidder. If they backtrack from it, that would affect the people's faith in our ministers," said K Vinod Narayanan, president of the North Malabar Chamber of Commerce, while responding to the TOI report that the government is retendering the project.

According to official sources, the reason behind the decision not to accept the tender of the sole bidder, ABG Group, was the fear of any allegations in future. എന്ത് നല്ല കുഞ്ഞാടുകള്

"If that is the case why did the government come for renegotiation on revenue sharing," asked Alex Antony, senior adviser - ports, ABG Cements Ltd, which is part of ABG Group. "As per the negotiation with the directorate of ports, we had agreed to pay a monthly rent of Rs 6,000 per acre apart from the pilotage charges and port dues as per the Kerala state port department's schedules. Moreover, we were also willing to pay the berth charges even though the berth would be built by us," he said.

"Even after the company agreed to all the terms and conditions of the government, when they backtrack, we are compelled to believe that some cement lobbies are also playing behind the screen, because they are afraid that if our cement reaches Kerala that will affect their business," he added.

Though the latest development is a sad one, the government has promised that all steps would be taken to expedite the project, said Azhikkode MLA K M Shaji, who had campaigned for the project.

"Though the move is against the earlier decision in favour of the bidder, chief minister Oommen Chandy has promised me that there would not be any delay and the competitive bidders would identified using the 'Swiss challenge approach' after making public the bid of ABG and inviting bids from others," he said.

This way, the authorities can avoid the time consuming process of going for a fresh bid, which might take more than six months, the MLA said, adding that in all possibility the bidder will be finalized in the next couple of months.

Then how about this rajkrish ? Government is doing great things for the state ( Vizhinjam Port , Kochi Metro , Trivandrum & Calicut Monorail , KSTP Phase -2, Rs.10,000-crore road project being some ). But controversies come up & group in-fights and third rate accusations from opposition create hurdles for the speedy implementation of projects.

The work of Ponnani cargo port project will begin within two weeks. It is expected to act as a big stimulus to the proposed Coimbatore-Palakkad industrial belt and will speed up all-round development of Malabar region.

Malabar Ports Private Limited (MPPL), the Chennai-based construction agency has received the clearance for the construction of the port from the ministry of environment and forest (MoEF) two days ago and it has applied for the final 'Consent for Establishment' to the state.

S Venkattaraman of MPPL said the special committee appointed by the ministry recommended to grant approval for the port. The construction of the multi-crore project has been delayed for last several months, as the ministry has not officially sanctioned the project.

"We have to approach the state once again for the 'Consent for Establishment' of the port and expect that it would be granted by a special committee for the environmental clearance under the state government, within days," he said, adding that, there are no issues for starting construction during monsoon.

The port is being set up in 350 acres. In addition to the land owned by port department, 28.8 acres, which is owned by revenue department, has been handed over to ports department. It was after an environmental impact study, the special committee under ministry of environment recommended for the final approval for the project.

The deputy director of ports department Hari Varrier said MPPL will announce the date of the inauguration of the construction soon.In September 2012, state signed an agreement with MPPL for the construction of the port at an estimated outlay of Rs 763 crore for the initial phase. The port is proposed to be developed as an all-weather port. It will have both rail and road connectivity between Thirunnavaya and Ponnani for the smooth movement of cargo to hinterland destinations.

Steel Industries Kerala Ltd thinks offbeat to stay afloat

Times of India reported that the ship breaking and building unit of Steel Industries Kerala Ltd, the public sector undertaking in Azhikkal here is exploring the possibility of diversification to ensure long-term survival.

Mr A Abid MD of SILK said that "Though we have started making profit and have sufficient orders, it is difficult to expand further with limited landed property. We need to diversify to take up new projects within the limited space of 5.5 acres here."

A profitable business, ship breaking needs huge space with water front but in a thickly populated place like Azhikkal, it is difficult to get land. Since only 600 metres waterfront is available here, there is not enough space to break many bigger vessels together. But vessel making has more scope. However, to make conventional vessels, space requirement is huge.

He said that "We have passenger-boat making contract only with the water transport department and their requirement is on the verge of saturation, SILK will explore the possibility of getting contracts from private agencies too.”

Mr Abid said that “Since tourism is a major industry, there is much scope in building boats for tourism purposes. As the first step, we have started making pedal boats at our Beypore unit on an experimental basis."

However, to make larger vessels for tourism industry, it requires further improvement on the design front, besides tie-ups with players in the field to ensure sufficient orders.

Despite space constraints, the unit which was started in 1984, has broken 25 vessels to scrap and built 63 small vessels for government and private agencies.

Now, with the state government sanctioning INR 6 crore to the unit, they are building a slipway to take the vessels into the sea and also plan to purchase a generator to ensure that work is not affected even during power outage.

Mr Abid said that "To tap the immense potential of this industry, we have think different and use aggressive marketing, which we plan to undertake soon."

Kerala to re-tender Azhikkal port project
October 08, 2013
The Kerala government is delaying work on the Azhikkal Port in Kannur district as it did not receive sufficient bids for the work. The Kerala State Planning Board and the Finance Department is not ready to give its nod to the project without sufficient bidders. Now the government has decided to re-tender the project. Kerala Minister for Ports K Babu said this and added that the Planning Board and the Finance Department had raised their objections as the ABG Group was the only bidder. The dredging of the basin of the Mappila Bay fishing harbour in Kannur secured the nod from the Department of Finance of the Central government, the Minister said. The fishing harbour was being affected by certain design flaws. The Minister added that the Pune-based Central Water and Power Research Station had conducted a study on the harbor. A project report would be made on the basis of the study. Kerala government had approved Rs 15 crore for the Kannur-Muzhappilangad road and the tender process would begin shortly, he added.

Technical panel clears Azhikkal, Tadadi port projects


BANGALORE, NOV. 16:
The Shipping Ministry as on date has awarded 12 projects entailing Rs 3,800 crore, said Union Minister of Shipping G. K. Vasan.

Addressing reporters on the sidelines of the 15th Maritime States Development Council meeting, Vasan said: “For the current year, we have set ourselves a target of 30 projects involving capacity addition of about 284 million tonnes per annum (mmtpa) with an estimated investment of more than Rs 26,000 crore.”

In 2012-13, the Ministry had awarded 32 projects entailing estimated investment of around Rs 6,700 crore.

Vasan said: “The Shipping Ministry has adopted a conscious policy of inviting investment through public-private-partnership mode to meet the increasing demand of the country’s maritime infrastructure.”

The capacity of India’s ports, both major and minor, has crossed 1,300 mmtpa . “It is our vision to increase the capacity to 3,200 mmtpa by 2020.”

2 NEW PORTS

The Government is planning to build two new ports — one at Sagar Island in West Bengal and the other at Durgarajpatnam in Andhra Pradesh. Work is in progress and phase I will be ready by 2017-18.

“In respect to ports in other states, the technical committee has cleared the port project at Azhikkal in Kerala and Tadadi in Karnataka,” said Vasan. “At present, we have submitted the reports to the State Governments for their consideration,” he added.

15TH Meeting of the Maritime State Development Council


New central schemes to support State Maritime Boards and the State Governments to combat oil spills, are nearing finalization. Stating this at the 15th Meeting of the Maritime State Development Council at Bengaluru today, the Union Minister of Shipping Shri G.K. Vasan said that the Ministry will soon issue guidelines to streamline the process of collection of Oil Cess which can be then used to assist ports to equip themselves for pollution mitigation. He said, steps are also being taken to delegate powers to State Authorities for registration, survey and certification of fishing vessels. He said, the notification to delegate powers to State Maritime Boards to receive wrecks have been prepared and it will be issued soon. Assistance is also proposed to be provided in respect of capital dredging projects, the minister added.

Shri Vasan said that a recent important development is that the River sea vessels Rules have been amended to allow seamless movement of coastal vessels and powers have been delegated to the State Governments. The Director General of Lighthouses and Lightships has formulated a scheme to install VTMS in state-owned Non-Major Ports which handle substantial cargo. These two developments, he said are expected to boost Coastal trade and Coastal Shipping in the country.

The efforts of the Government to establish two new Major Ports – one at Sagar Island in West Bengal and the other at Dugarajpatnam in Andhra Pradesh are progressing well. In respect of establishment of Major Ports in other states, Shri Vasan said that a technical committee of the Ministry had studied the proposed locations in Kerala and Karnataka that is Azhikkal and Tadadi respectively and submitted its report to the State Governments for their consideration.
