Rights panel visits Steel Industries Kerala Ltd unit, records residents' statements


KANNUR: Amid charges that the ship breaking and building unit of Steel Industries Kerala Ltd (SILK), a public sector undertaking in Azhikkal, has been generating hazardous pollutants, the State Human Rights Commission (SHRC) visited the unit and recorded people's complaints on Thursday.

According to commission member K E Gangadharan, who visited the site, the concerns seem to be genuine. But the management of SILK has been ignoring the issue.

"Many have complained of itching and inflammation in their eyes. Lack of immediate action might lead to serious issues," said Gangadharan, adding that a study is required to assess the gravity of the situation. "Despite examples like the Kasaragod endosulfan tragedy, we pay no heed to such issues."

He said the management of SILK apparently have little interest in running the unit as per rules and that there seem to be gross violations. "In the wake of our findings, we will submit a report to the government and recommend proper action," he said, adding that the unit does not even have a licence from the panchayat.

However, the management of SILK said they have taken all safety measures and that efforts are on to get a licence from Azhikode panchayat. "At a recent meeting called by the district collector, we were given guidelines and we are trying to implement them. Efforts are also on to get a licence from the panchayat after renewing the certificate from the pollution control board (PCB)," said the unit's manager P Manoharan.

However, the management has no answer as to why it failed to get licence from the panchayat though the unit was established in 1984. Incidentally, the collector has given them an ultimatum to obtain all licences and environmental clearance by July 21, failing which they will be asked to close down.

The management has been trying to obtain the licence only since receiving the ultimatum, according to Azhikode panchayat. "Earlier this week, we got an application from SILK for the licence. But they have no PCB certificate, without which licence can't be issued," said panchayat president Pavithran K, pointing towards the delay on the part of the management to obtain clearance.

Coorg coffee to sail from Azhikkal port

Coffee exporters from Coorg are looking up to the newly-commissioned Azhikkal port to route their consignments as it offers savings in time and transportation costs.
“At present, we use Mangalore port for our exports, mainly to the European destinations,” said S.L.N. Vishwanath, the managing director of SVL Coffee Pvt Ltd, a major exporter from Kushal Nagar.
“Kannur port will help us cut costs as it is closer to the coffee-growing areas. We are also looking for easier transaction of business as the new port will be less congested, and hence we are keen on it,” he said.
Mr Vishwanath, along with ITC, exports 35,000 tonne of the total exports of 60,000 tonne from the region. “The port officials had contacted us with their proposal earlier and we had asked them to come back with solid proposals. If they can offer us better rates and efficiency of service, we will route our exports through Kannur.”
Kushal Nagar alone exports close to 4,000 containers of coffee and the major destinations are the European countries and the Gulf.
The exporters, however, demand that the port put in place infrastructure facilities such as electronic data interface which would facilitate seamless movement of cargo across ports.
Exporters in Kannur are also keen on the development as it would ensure that the port scale up its activities. The Kannur port, which the Central government had selected for development under the National Maritime Development Plan, received its first vessel on October 31 this year.

It is great to know that Kannur Port is also becoming active like Kollam Port in the recent time.

We need to have all the other non-operative ports (Alleppy, Ponnani, etc..) also be active and need atleast 7 to 8 decent ports across the 550 Km stretch of Kerala.

That means Great Sea Vembanad is carrying Cargo from Kochi to Kollam and Kochi to Kannur as well. This is as part of Coastal shipping and it is great that Kollam and Kannur Ports joined the bandwagon. Lets hope ports such as Ponnani, Alleppy etc will join the coastal shipping soon.

Great news that Kannur Azheekkal Port also joining the Coatal Shipping bandwagon! We need atleast 8-10 decent port on our 550 Kms Kerala coast to capitalize the coastal shipping system for the benefit of the entire state!

Now, good developments happening regarding Cargo movement @ Kollam, Azheekkal, and Beypore ports. Ponnani, Kodungalloor ports are getting ready. We need to develop Alappuzha and Kasargod ports as well!

One of the reach stacker was meant for beypore port and it went to kollam port. Crane purchase was put on tender for beypore and azhikal long back and it arrived in kollam!

This again shows the will of the leaders. Being an LDF MLA, PK Gurudasan was able to bring the REACH Staker to Kollam! I do not support taking away the infrastructure of one port to another port. It all depends on the effort of the concerned MLAs and MPs and the government ultimately! Being an LDF MLA at the LDF fort of Kollam, PKG was able to do wonders during UDF tenure for Kollam Port purely due to his persistence and ultimate passion towards developing Kollam Port. I salute him for his valiant efforts despite facing many challenges from lobbies, fisher folks, and the diocee overcoming their various tactics to take the port to the current level where it comfortablly receives a foreign ship of 120 metres long and 7.8 metres draft. Even Adani is impressed by the port basics and selects it as a hub to unload the dredging machines as well as construction materials bound for Vizhinjam port during its construction phase!

I pity on the MLAs/MPs concerned at the other ports as they are not doing their homeworks or are not interested about their ports prospects! In Kollam, some of the dedicated leaders with their dedicated bureaucratic team are doing wonders though the district is always a neglected one during UDF rule (complete negligence) and LDF rule (do something without vision just for vote banks). But some of the current leaders such as S Jayamohan (District Panchayth President), his committed district panchayath team comprising LDF and UDF members along with the bureaucratic team, the Kollam MLA PKG are doing wonders regarding execution and they are above politics in developmental affairs of Kollam.

This reflects in the current development of Kollam Port and Kollam achieving the best district panchayath award in India and in the state. They are on course for many more laurels this year as well! I salute these leaders and we need these kind of leaders in all districts who do the basics first than giving tall talks about unachievable things!

Personally, I would like to see the development of all the ports in Kerala including Alappuzha and one in Kasargod as well! We need atleast 8 to 10 ports in our Kerala scenario where our future road development and widening is bleak! Atleast we can take away the trucks and lorries off the main roads if an efficient coastal shipping system is in place connecting all the 8 - 10 ports in the state.

To achieve this, Beypore, Azheekkal, Ponnani, Kodungalloor, Alappuzha, Kollam, and Kasargod cargo/feeder ports should also be developed along with Vizhinjam and Vallarpadom transhipment ports!

The State government has been urged to appoint a special officer for the proposed development of the Azhikkal port here as a major port.

A memorandum with this plea was submitted by the Developing Infrastructure Scientifically and Aesthetically (DISA), an initiative of a group of business people here, to Chief Minister Oommen Chandy during his visit here on February 29.

DISA noted that the announcement in the State budget that the Azhikkal port would be upgraded to major port was a major decision after the Central government’s decision in 2005 that the port would be developed under the National Maritime Scheme.

In the memorandum, C. Jayachandran of DISA urged the government to notify the Azhikkal port area. Steps should be taken to hand over Revenue land to the port. All the 13 studies proposed to be conducted before the port’s development should be completed at the earliest, he said. He also reminded the Chief Minister that the Azhikkal port development project had been raised by the industrialists here since 1960s.

(a)to(b): Yes, Madam. A suggestion for taking up Azhikkal Port for development with central assistance under Sagarmala Programme was received from Government of Kerala vide letter no.16287/E1/2014/F7PD dated 24.11.2014. Since the breakwaters, approach channel, basin, wharf with stack yard have already been developed by Government of kerala and as Azhikal Port is under administrative control of Government of Kerala, there is no proposal for development of Azhikkal Port under Sagarmala programme at present.

(c) Ministry of Shipping has no proposal for creation and development of LPG Terminals at Azhikkal Port
