As Startup Village, the country’s first public-private-partnership-model telecom incubator, migrates to the virtual platform, questions are being raised whether the poster child of the State government’s entrepreneurship development programmes lived up to the hype.

Set up jointly by Mobme Wireless, a mobile technology company, and Technopark TBI (now, Kerala Startup Mission) with the Department of Science and Technology’s (DST) financial assistance of Rs.2.50 crore in 2011, the Startup Village now shifts to the virtual world, claiming that it has exceeded the target of 48 start-ups well before time and to overcome space constraints.

But not all within the industry and the government are impressed. Joseph C. Mathew, IT Advisor to former chief minister V.S. Achuthanandan, has called for a white paper on the Startup Village.

He considers the shift to the virtual space a bailout after leveraging government funds and space. “They haven’t even achieved what Technopark managed in incubating successful companies. They did try to get hold of government land during the previous Left Democratic Front government’s term but was turned away,” he said.

Mr. Mathew also challenged Mobme to come clean on their IPO plans and challenged them to make public the result of the evaluation done as a prelude to going public.

Pranav Kumar Suresh, CEO of Startup Village, said the IPO plans were shelved after the company managed to mobilise private funds.

Another industry player, who did not want to be named, wondered how Mobme was selected for the DST project and why Technopark TBI partnered it. He said the DST approval was secured on the strength of incubating experience and the assets of Technopark TBI.

‘Not a sustainable model’

A senior government official said the Startup Village failed to put in place a sustainable model. “They had a pretty lenient screening process, which helped them show greater numbers, but at the cost of sustainability, making further progress difficult,” he said. The official said virtual incubation could be effective only up to a point, after which entrepreneurs need real space for working out ideas.

Mr. Suresh claimed that the emergence of globally acclaimed products from Startup Village-based enterprises was testimony of its success in popularising entrepreneurship in the State.

No body does any business for charity. Here the problem is that we have over-suspicious with every corporate who approaches with innovative idea, just like what Eastern Group MD said recently in a development meet.

SV of Mobme has not taken any resource of the govt for itself. If so, the funds of Govt of India (DST) is being audited by CAG and we had a wonderful person like Vinod Rai as Auditor in 2012, 2013 period. No major references being made so far against it. If so, such references need to be investigated properly.

SV of Mobme has only the brand as ownership. Rest all, be it funds, be it structure, be it land, be it infrastructure etc belongs to Govt and still continue with govt. They only promoted, operated and mentored the Start-ups and effectively they achieved their 2 years target. You cannot compare govt owned Technopark with a private organization SV. How can you say, SV has to permanently incubate forever. They are only here for a specific time and did their duty.

Their returns is now the brand- SV, which has now a strong value. They are now selling the brand which they created and nutured. The Govt continues to own the physical premises and all its resources. SV has even assured to continue their mentorship, but the brand SV will no more available for the premises.

The problem is that, we have certain nutured values that if we start a business, its forever. All gains made out of business, belongs to the entity etc….Brand management is something, which Kerala have never taken it seriously and still unknown the value of brand plays. Mobme is one such firm, which made a huge stake on brand aspect. SV brand is indeed something they developed. They are going to monetize the brand they created, not the physical premises which doesn’t belong to them..

Yes, a white paper is a good way. But it shouldn’t be prepared by traditional planning commission officials, rather must include management experts from eminent institutes like IIM etc…

Asked about the future growth of Infopark with the land at its disposal set to be exhausted with the second phase, Mr. Nair said that would either necessitates a fresh land acquisition or the government would have to part with its available land. “That makes the development of our spokes at Cherthala and Koratty all the more important,” he said. Infopark has developed over 200 acres out of the 363 acres at its disposal. Infopark is also going ahead with its support for start-ups, as its twin incubators - Technology Business Centre in Kaloor and Smart Business Centre at Kakkanad, are presently engaged in incubating over 60 start-ups.

Its an easy development model rite..Just Build IT space and that will automatically translate into job creation !
Hope we hit the employment targets by 2030 atleast!

Negative is ,basic pay is now 5000 rs for a fresher atleast in some companies ,due to this mushrooming .now some IT companies existing only because of outsourcing and side works include Medical Coding ,transcription etc..

I dont think Calicutians are eagerly waiting for any malls,we have functioning malls from 2007 onwards,not big,no investment from US,but 3 of them are functional there.....................may be by 2017 few more may come up..no one in calicut is fascinated about anymore malls..some other cities are very desperate though

About IT park,yes Calicut has to wait for its turn and try its luck with the ongoing two IT parks...

I believe the information regarding the tenants response was from the lion's mouth itself, not from any sort of media crooks wild imagination. And unlike some other much hyped cities, this signature project scaled up its initially planned project size. Do we failed to find a reason behind it?
