KOCHI: BEML Ltd., a public sector undertaking, will set up a new unit at the Kinfra Integrated Industrial Park at Kanjikode in Palakkad.

The new unit will manufacture defence products and parts for Railways.

Chief Minister V.S. Achuthanandan will lay the foundations for the new unit at Kanjikode on January 18. Defence Minister A.K. Antony will preside.

Industries Minister Elamaram Karim, Electricity Minister A.K. Balan, Leader of the Opposition Oommen Chandy, Principal Secretary to the Prime Minister T.K.A. Nair, and Industries Principal Secretary T. Balakrishnan will participate.

The first phase of the factory will come up on 161.87 hectares of land provided on a long-term lease by the Kerala Industrial Infrastructure Development Corporation (Kinfra).

Kinfra is already in possession of the land at Sathyanathapalam, Kanjikode. Nearly 500 people will be given employment in the first phase, Kinfra officials said.

On completion of the final phase of the plant, to be spread over 404.68 hectares, the company will provide direct employment to nearly 1,500 people and indirect employment to more than 4,000 people.

Heavy equipment such as bulldozers and earthmovers and heavy vehicles meant for defence use will be manufactured at the plant.

It will be commissioned by 2012. BEML Ltd. was established in May 1964 for manufacture of rail coaches, spare parts and mining equipment at its Bangalore complex.

The company has been partially disinvested and the Union government currently owns 54 per cent of the total equity.

The remaining is held by the public, financial institutions, foreign institutional investors, banks and employees. BEML has been conferred with ‘mini-ratna’ status and is under the administrative control of the Ministry of Defence.

It is a multi-technology company, offering high-quality products for diverse sectors of economy such as coal, mining, steel, limestone, power, irrigation, construction, road building, aviation, defence, and railways.

It is at the forefront of the heavy engineering industry with a track record of growth and revenues for over four decades. The company has been awarded the ‘Golden Peacock Innovation Management Award’ for innovative management practices.

It is setting up a Research and Development Centre of Excellence for research in Metro Rail System in Bangalore. BEML has eight manufacturing units spread over four locations.

It achieved a sales turnover of Rs.2,713 crore and a pre-tax profit of Rs.348 crore during 2007-08. The export earnings touched Rs.200.62 crore.

BEML Limited to make ice-cutting machines

PALAKKAD: BEML Limited, formerly Bharat Earth Movers Limited, is planning to manufacture ice-cutting heavy machines for use in the northern parts of the country, particularly in the Himalayan high ranges.

Company sources said on Friday that the ice-cutting machines being used in Kashmir and other northern parts of the country in winter were now imported. The Army also requires it in border areas for clearing roads for vehicle movement.

The new unit is coming up in 400 acres of land in the Kanjikode industrial area.

Agitation against coach unit in Kanjikkode

A large section of residents of the Kanjikkode village in Palakkad is up in arms against the land acquisition procedures under way for the proposed railway coach factory there, which is said to be a mega-project capable of enhancing the development profile of the entire area. The agitation of the people has got the support of the BJP.

The villagers have warned the Kerala and Union Governments that massive protests are also planned f they were not prepared to honour the people’s sentiments. They also said that they would even commit suicide en masse to stop the land acquisition on the day the Governments are planning to lay the foundation stone for the factory.

A technical team from the Railways had completed the examination of the site for the proposed project and granted its approval. The Railway Board has also approved the proposed rail coach factory to be spread over 900 acres near the Gramalakshmi Mudralayam in Kanjikkode.

However, the land acquisition met with problems as stiff protests came from the people in the village. The villagers have accused the State Government of neglecting their demands.

The area proposed for the project has about 450 houses in which more than 700 families are residing. Reports say that as per the Government's survey findings, there are only 40 houses. The villagers say that this report is incorrect.

Anti-Coach Factory Action Council president C Krishnan said that there had been no response till date from the Government regarding the complaints made by the action committee. He said no discussions on rehabilitation had been carried out with the villagers. Even Chief Minister VS Achuthanandan had visited the place and announced that only 40 families had to be relocated, he said.

The agitating villagers are being supported by the Bharatiya Janata Party. According to former State BJP president CK Padmanabhan, the Government had embarked on an unethical programme of taking over land belonging to the poor for the proposed factory when there was enough uninhabited land adjacent to the proposed site. But, he said, there were reports suggesting that some CPI(M) people close to Achuthanandan owned land in these areas. If land acquisition took place here it would be equal to the programmes the CPI(M) Government in West Bengal had tried to implement in Singur, he said.

Despite the agitation, the Union Government has decided to acquire land under the fast track process so that work could begin at the site, he said. According to he Chief Minister, Railway Minister Lalu Prasad Yadav was to lay the foundation stone of the factory this month.

Thiruvananthapuram: The Kerala Industrial Infrastructure Development Corporation (Kinfra), a statutory body of the State government, proposes to set up a Solar Energy Park in Palakkad district under the Central Financial Assistance scheme for demonstration programme on tail-end grid-connected solar power plants by the Union Ministry of New & Renewable Energy.
It is to be set up in a six-acre plot owned by Kinfra. The land is rocky with no significant vegetation and, therefore, considered suitable for the purpose. The land requirement for 1 MW solar power plant is approximately 5 acres. Kinfra will provide the land on lease.
The estimated current capital cost of the project is Rs.22 crore excluding the cost of the land and its connectivity to the nearest 11-kV/LT State power grid. The ‘levelised tariff’ for a lifecycle of 20 years works out Rs.15.00 per kWh. The procurement of this power by the Kerala State Electricity Board shall be governed by the regulations issued by the Kerala State Electricity Regulatory Commission in respect of sale of solar power. The first year tariff as per these regulations is Rs.18.93 per kWh.
The Ministry is providing a financial assistance up to Rs.10 crore for the project. It is expected to reduce the ‘levelised’ tariff by approximately 50 per cent and make the project financially and commercially viable. The project completion schedule is estimated to be 30 months.

There are a new couple of 10-12 F apartment projects in Palakkad. A new one is at kalpathy. But cannot able to find website or images in web. We can see the hording s in Palakkad streets.

Municipal Corporation of Palakkad : Soon to be a reality.

According to "Gulf Madhyamam" dated 5th August 2009, it is learnt that very soon, two Municipalities of Kerala, which are also Distict Headquarters shall be upgraded as City Corporations.

Palakkad is one among them as is understood from the news.

The GoK is also planning to upgrade more than 35 Panchayats as Municipalities.

THIRUVANANTHAPURAM: Revenue Minister K.P. Rajendran said here on Thursday that the State government would expedite acquisition of land for the proposed railway coach factory at Kanjikode which had received the approval of the Planning Commission.

The land, to be acquired on a fast-track basis, would be handed over within the time frame specified by the Railways, the Minister told the media. An IAS officer would be put in charge of the acquisition.

Urging those agitating against the acquisition of land for the factory to withdraw their stir, he said the government would address their concerns and implement a satisfactory rehabilitation scheme for the evictees.

He said that projects such as the proposed power transmission line to Madakkathara were facing opposition from those who would be affected by land acquisition.

Decks cleared
Staff Reporter writes from Palakkad: The coach factory will soon become a reality with the Planning Commission giving approval for the proposal. It was a long wait for the State, as the coach factory announced in the Eighties had gone to Punjab.

The Planning Commission had informed its decision to the Railway Ministry. This has been communicated to Chief Minister V.S. Achuthanandan, in whose Malampuzha Assembly constituency the project is coming up, by Union Minister of State for Railways E. Ahamed.

The Railway Minister has also asked the Chief Minister to provide the required land to start work on the coach factory. Official sources said the Chief Minister has convened a meeting of the department heads concerned on September 8 to finalise steps for land acquisition. It is up to the State government now to complete the acquisition of 700 acres at Kanjikode in the Pudussery west and central villages. A special office was opened at the Collectorate a few months ago for the purpose.

Resistance
The land acquisition procedure is facing resistance from a few landowners, mainly due to fears that the State government would not pay the market price for the land or provide a proper rehabilitation package. But the Union government has included the coach factory project in the new rehabilitation package, making it part of the project cost.

Now it is up to the State government and the district administration to announce a new rehabilitation package that ensures market price for the land acquired and rehabilitation of the displaced landowners. The rehabilitation package is learnt to have a clause for providing employment to one person from each family displaced from their habitation.

Employment for 3,000
The factory is expected to bring in investment of nearly Rs.2,000 crore in the first phase and Rs.4,000 crore in the second phase. It will provide employment to 3,000 people directly and over 10,000 indirectly.

It will also bring more than 100 medium-level industries to produce components for the rail coach, sources in the Railways said.

The coach factory will help the State in its drive for industrialisation of the Kanjikode-Pudussery-Walayar industrial belt, the second major industrial area after Kochi. Joint efforts by the State and Union governments, political parties and other organisations are now needed to get the required land and other facilities for this mega project that will boost the development of the State.

MEMU shed to be set up in Palakkad by December


THIRUVANANTHAPURAM: The first maintenance sheds for operating the suburban Mainline Electric Multiple Unit (MEMU) train services in the State being set up at a cost of Rs.6.22 crore will be commissioned in December.

The other maintenance shed coming up in Kollam at a cost of Rs.7 crore will be commissioned in May next year, according to General Manager of Southern Railway M. S. Jayanth.

A sum of Rs.5.52 crore had been allocated in the current year’s Railway Budget for the facilities coming up near the Kollam railway station and Rs.2.54 crore for the one near the Palakkad station.

The proposed maintenance shed in Palakkad can handle at least eight rakes at a time. MEMUs now ply on the Palakkad Town-Coimbatore-Shornur section in the State using two rakes. The service uses the Erode maintenance facility.

According to the General Manager, the MEMU can meet the growing commuter requirements, especially the short-distance commuters, of the State. The MEMU has fast acceleration 90 to 60 km per hour in 40 seconds), better breaking capability with electric pneumatic brakes compared to the normal conventional coaches.

Besides, the carrying capacity of the MEMU is three times more as compared to normal conventional coaches. MEMU trains of nine cars can carry 3,000 passengers at a time and seating will be as in suburban trains that are plying in Chennai and Mumbai.

Security system
The Southern Railway has also decided to enhance the safety and security of major railway stations. Integrity Security System will be introduced in Ernakulam Junction and Thiruvananthapruam Central at a cost of Rs.4 crore and Rs.4.5 crore respectively.

Mr. Jayanth said doubling of the Ernakulam-Mulanthurthi (17.37 km), Kannur-Valapattnam (7 km) and Mavelikara-Kayankulam 97.89 km) would be completed this financial year.

The gauge conversion between Kollam and Punalur will also be commissioned
during 2009-10.
