Straight through the middle, so it serves nothing

I understand the difficulty of choosing a good alignment though. If they would run it closer to Veliko Tarnovo it would benefit traffic to Bucharest less, plus it would likely be more expensive on the foothills of the Stara Planina. A northern route would be less interesting for traffic to Varna. But two routes are not affordable.

A4 Maritsa Motorway

Bulgaria Hopes to Have Maritsa Motorway Built by August 2015

Winter weather permitting, Bulgaria may complete delayed construction of its Maritsa motorway in August next year, Regional Development Minister Lilyana Pavlova has said.

Following on-site inspection and meetings with construction contractors Pavlova said on Sunday that the 34.1-kilometre long Lot 1 was 65% completed and the 34.2 km long Lot 2 was 80% built.

More or less you got it right
Map with all discussed options in FS
All other options had ecological problems. The dashed blue route was also the second shortest route between Yablanitsa and Shumen(252km).
However, IMHO, the difference in road alignment and maximum allowed speed(140 vs 90) would still make the motorway the preferred route.

On the other hand, I wish it were a lit bit more straight near Lovech. It would have been 100% perfect.

What are the distances between the A2 motorway and Pleven, Lovech and Veliko Tarnovo? And any other bigger city which I am not aware of? Is there a long term plan to build some fast feeder roads to these cities or at least widen the roads to them to 2x2?

Bulgarian authorities are saying that A2 needs to be completed,but as far as i know construction of A2 is going to be funded by Bulgaria,not by EU.So that means that we'll waite for a long time to see A2 completed all the way from Sofia to Varna

A motorway/expressway is planned from Ruse to Veliko Tarnovo.

Yablanitsa - Pleven/Lovech road (Lot 1) and Pleven/Lovech road - Veliko Tarnovo/Ruse road (Lot 2) will be financed by Cohesion Funds. The last, Lot 3 from Veliko Tarnovo/Ruse road to Shumen-west will be financed by a EIB or EBRD loan and state budget.

But everything depends on three factors:
1) What will happen to the 15km long Kresna tunnel on A3 Struma (will they build it and what will the final cost be, respectively how much money will be available for other projects).
2) What will be the state participation share (government is trying to increase from today's 20% to 50% so more money is available for infrastructure, but monitored by EU rules)
3) What portion from the money from the Transport program will be dedicated to highways and road developments. For now the plan is to share the resources 50/50 between roads and railroads.

A2 which is 250km long can't be completed in 4 years. No matter the amount of motivation in citizens and political parties or the availability of financing. There are many time consuming obstacles ahead - technical projects, environment assessment studies, archaeological works, administrative procedures, court appeals, even domestic construction capacities and so on.

250 km for A2, and 60 km for A3. To complete all these in just 4 years would be a little miracle, even if the financing is secured. And don't forget the twin-tube Kresna gorge monster tunnel (15.4 km).

Is the option of highway in the hills east of Kresna gorge with tunnels and viaducts if needed cheaper (to build and/or maintain) than one huge tunnel west of the gorge?

Unfortunately the authorities didn't examine this alternative and there is no enviromental decision for such alligment.
