Rayong rail link reports due in July Route now likely to include Chachoengsao

Feasibility studies for the Bangkok-Rayong high-speed train are expected to take two months, says Supa Piyajitti, director-general of the State Enterprise Policy Office.
The rail line is the first of four high-speed rail routes planned under the Thai Khem Khaeng infrastructure investment programme.
One likely change to the project is that routing will now include Chachoengsao province, which would increase the system's financial returns, say authorities.
Running the track from Bangkok to Chachoengsao to Rayong would extend the route to 221 kilometres. For a system with trains that run at 160 kilometres per hour the total investment, including land expropriation, is projected at 55 billion baht with an expected internal rate of return (EIRR) of 13.24%.
If authorities plan instead for trains capable of 250 kilometres per hour, the EIRR rises to 15.4% with investment costs increasing to 56.6 billion.By contrast, a route from Bangkok to Bang Pakong and Rayong would measure 194 kilometres. Investment costs with a 160 km/h train system would total 52.1 billion baht with an EIRR of 9.85%. Using the 250 km/h train system would raise investment costs to 53.6 billion baht with an EIRR of 13.25%.
Ms Supa said maximum returns would come from the Chachoengsao route and the 250 km/h train system. In her view, while this is also the most expensive option, the extra cost is relatively small.
Planners estimate that up to 13,200 people per day would ride the train, with one-way fares starting at 350 baht. Intermediate stops would be made at Chachoengsao, Pattaya and Chon Buri.
The high-speed train would cut travel time from Bangkok to Rayong to just one hour, compared with more than three hours by road currently.
Once the feasibility studies are complete, the Finance Ministry will invite leading train suppliers to present their views about the suitability of the planned route and the available technology options, said Ms Supa.
The other three high-speed routes planned under the 20-year, 800-billion-baht programme are Bangkok to Padang Besar on the Thai-Malaysian border; Bangkok-Nong Khai in the Northeast; and Bangkok-Chiang Mai.
The four routes would cover 2,000 kilometres and allow travel from the capital to any region in the country within five hours.

Thailand ready for rail talks with China

Thailand and China are expected to open talks this month on plans to jointly invest in Thailand's new standard-gauge rail link and high-speed train projects.
A panel chaired by Korbsak Sabhavasu, secretary-general to Prime Minister Abhisit Vejjajiva, yesterday set up two subcommittees to work out a feasibility study for the projects.
The Thai government wants to invest jointly with China in a high-speed rail line from Suvarnabhumi airport to Rayong on the Eastern Seaboard through Pattaya and Laem Chabang, and a standard-gauge link from China through Vietnam, Laos and Nong Khai in Thailand's northeast to connect with Malaysia and Singapore.
A new standard-gauge rail line from Nong Khai to the southern border with Malaysia is expected to cost 300 billion baht.
The line would link at Nong Khai to a line China plans to build through Vietnam and Laos.
Mr Korbsak said the high-speed rail project linking Suvarnabhumi and Rayong was estimated to cost 30 billion baht.
He said the two subcommittees were required to complete their studies in two weeks.
Officials from the two countries are required to complete a draft memorandum of understanding ahead of Mr Abhisit's visit to China scheduled for early next month.
The new rail line would benefit travel through the region as the train network is expected to be built from Kunming through Vietnam, Laos, Thailand and Malaysia to connect with Singapore.
The tourism industry would benefit greatly from the new network, Mr Korbsak said.
He said the 1,000-kilometre line in Thailand would be developed along the existing State Railway of Thailand track and would take about three years to build.
Trains on the new line would run at 200 kilometres an hour compared with the SRT average of 60km/h.
The investment is in addition to 170billion baht earmarked for upgrading the SRT's services and the speed of its trains, Mr Korbsak said.
The SRT project is aimed at improving safety standards and increasing speeds on its one metre-gauge lines to between 80km/h and 100km/h from the present 60km/h.
Mr Korbsak said a feasibility study for the high-speed train from Bangkok to Rayong would go ahead even if Thailand failed to sign a deal with China.

Thai-China high speed train approved

The joint parliamentary meeting on Tuesday morning approved a proposed draft framework of Thailand-China negotiations to construct a high speed train system in Thailand.
The meeting voted 295 to 10 in favour of the draft framework approved by the cabinet last month.
Transport Minister Sohpon Zarum said the government wanted to invest with China in particular, because the Beijing had been successful in developing high-speed rail routes in Laos.
"But we are not focusing on China alone. If other countries have better proposals we will consider them," Mr Sohpon said.
He said the government might take about four to five years to study the details of the project.
"If the country can pull off this project it will be a success, since the country does not have that much capability yet," the minister said.
Further studies will have to done to determine the project's feasibility and construction sites.
The high-speed rail network will be a government-to-government project, he said.
There were no prenegotiations between any parties, including the prime minister or deputy prime ministers, as that would violate the constitution, he said.
As for concern about Thailand being bound to China following the negotiations, Mr Sohpon said there will be competition in the procurement process.
The joint venture would develop high-speed trains with an average speed of 250 kilometres per hour.
The three proposed high-speed rail routes, with an investment value of about 480 billion baht, are: Bangkok-Nong Khai, Bangkok-Rayong, and Bangkok-Padang Besar on the Malaysian border.

great update, i believe Thailand will become one of the strong competitor in the logistic and transportation regional hub in Asia.
