Jakarta Bisa Punya "Supertall", Asalkan....



JAKARTA, KOMPAS.com - Membangun gedung pencakar langit atau "supertall" memang bukan perkara mudah. Bukan pula seperti membalik telapak tangan laiknya legenda-legenda yang biasa diceritakan di bangku sekolah.


Dan yang terpenting apakah ruang yang akan disewakan di dalamnya akan terserap pasar pada saat bangunan itu jadi. Signature Tower berpotensi terserap dalam kondisi pasar seperti saat ini.

Ada banyak hal yang membuat realisasi "supertall" menjadi sangat kompleks. Biaya adalah salah satu unsur penting yang besar pengaruhnya terhadap kelancaran pembangunan. Jika dana yang dialokasikan mencukupi atau syukur-syukur lebih, maka desain arsitektural seaneh, seunik dan setinggi apapun bisa diwujudkan. Dengan kata lain, semakin tinggi dan "out of the box" sebuah bangunan, akan kian membengkak pula "fulus"-nya. Di Jakarta saja saat ini ongkos konstruksi sudah berada pada angka 800 dollar AS per meter persegi atau senilai Rp 7,7 juta.

Mudah dimafhumi jika beberapa pencakar langit di Jakarta yang kadung dilansir beberapa waktu lalu, seperti Jakarta Tower, BUMN Tower/Khatulistiwa Tower, dan teranyar Signature Tower (Dhanayasa Arthatama) harus mengalami tarik ulur. Entah karena desainnya yang harus direvisi atau juga karena kekurangan "amunisi" tadi.

Sebenarnya, menurut Head of Research and Advisory Cushman and Wakefield Arief Rahardjo, tinggi dan rendahnya sebuah bangunan dampak signifikannya hanya terjadi pada desain arsitektural dan struktur yang mempengaruhi efisiensi floorplate-nya. "Dan yang terpenting apakah ruang yang akan disewakan di dalamnya akan terserap pasar pada saat bangunan itu jadi. Untuk Signature Tower yang dalam satu bangunan akan terbagi-bagi dalam beberapa peruntukan (perkantoran, ritel dan hotel), sebenarnya mempunyai kans terserap pasar karena luas bangunannya tidak terlalu besar. Dalam keadaan pasar seperti saat ini harusnya akan terserap dengan baik," ujar Arief kepada KOMPAS.com, di Jakarta, Senin (22/4/2013).

Jika demikian halnya, menjadi pertanyaan besar ketika menara-menara yang dirancang sebagai tengara ibukota Negara itu tak kunjung terbangun. Padahal pasar properti Indonesia, khususnya sektor perkantoran sedang dalam masa puncaknya.

Kembali, lanjut Arief, kepada obyektif dari pengembangannya. Seharusnya para pengembang itu sudah memperhitungkan profitabilitasnya. Karena makin tinggi bangunan, akan makin mahal ongkos konstruksinya. Sedangkan harga jual akan dikendalikan pasar alias bergantung pada kondisi permintaan dan pasokan.

"Taipei 101 merupakan "supertall" yang bisa terbangun di tengah kondisi pasar Taiwan yang sedang "tiarap". Tidak setinggi Jakarta, bahkan Kuala Lumpur. Namun begitu, semua akan berpulang kepada kesiapan dan pertumbuhan ekonomi. Jadi, jangan sampai pembangunan menara-menara tadi dimuncurkan, karena sekaranglah saat yang tepat," tandas CEO Leads Property Indonesia Hendra Hartono.

Catatan berikut ini bisa jadi bahan pertimbangan, permintaan ruang kantor di kawasan CBD Jakarta terutama bilangan Sudirman adalah yang tertinggi saat ini. Terlihat dari harga sewanya yang sudah mencapai 50 dollar AS/m2/bulan atau Rp 484.496. Sebuah pencapaian tertinggi dalam sejarah gedung perkantoran komersial di Indonesia.

Signature Tower atau gedung pencakar langit lainnya bisa saja dibangun, lanjut Hendra, asalkan memenuhi prinsip dasar sebuah pengembangan. Di luar dana, yang harus menjadi konsentrasi pengembang adalah pertama lokasi. Kedua, seperti apa kondisi pasar aktual. Ketiga, fasilitas penunjang seperti ritel dan hotel yang terintegrasi. Keempat aksesibilitas dan parkir yang memadai. Kelima, keamanan yang ketat karena akan ada akses buat publik seperti dek observasi buat pengunjung, jalur transportasi publik, dan potensi menjadi pusat aktifitas baru Jakarta. Keenam, keamanan bangunan gedung terhadap terorisme, kebakaran dan gempa bumi.

number 7 access road. 111 lantai*ST tower ,org2x bila selesai office hour, SCBD road capacity will be full by people n cars n motor at almost same time.
