An economic superpower is where a country makes sound business or economic decisions. Just because India is growing, it doesn’t need to show tall buildings as one of the side effects. The Nordic countries are all economic powerhouses with per capita gdp being the highest in the world. However, their cities are all flat. Tall structures do not go over 20 stories.
India may have sound laws for planning and construction of these but the ground realities are very different. Case in point being Elphinstone Station tragedy. The government knew offices were coming up and ridership would increase but lack of planning/foresight/sheer callousness caused a tragedy. When overall planning is so shoddy, a tall building would be even more challenging. Take the case of Palais Royale and even Lodha World one which have taken years to construct. The best project and budget plan cannot be adhered to. This causes developers lose money and subsequently make the project fail. Even now after so many years of selling, Lodha World One flats are still marketed and available showing that the economy should be able to digest all this supply. In this case which foolish developer would announce a grand plan of a building reaching for the skies. After all as you rightly pointed out india is a rising economic power. Not an actual one as yet.

India is a rising economic superpower being the world's largest Democracy and millions of young workers numbers around 400 million and 250 million Indians can speak English which India's demography will make it economic superpower.
This is a skyline forum as we know and Mumbai has seen in rise in construction of supertall skyscrapers and we see more investments in Roads like the new expressways and modern metro rail system in many cities in India .
For me India has everything in making an economic superpower .
