Granted that, perhaps, there is lots about the way Duterte does things (and conducts himself) to be critical about, the more important missing ingredient in the Opposition’s proposition to the Filipino people is an alternative way forward. You need to come up with a product that is better than your competitor’s and different from your old product — the product that caused you to lose a valued customer to begin with.

DOTr Usec. Cesar Chavez resigns over MRT-3 mess

Transportation Undersecretary Cesar Chavez resigned from his post on Thursday following the series of technical glitches that hit the Metro Rail Transit 3 (MRT-3).

“I’m tendering my irrevocable resignation. Hindi pwedeng lagi tayong naninisi sa nakaraan dahil sa responsibilidad na natin ito,” Chavez said in a press briefing.

In a letter addressed to President Rodrigo Duterte through Transport Secretary Arthur Tugade dated November 23, Chavez said “simple sense of delicadeza” gave him no choice but to resign.

“I hope the President understands that in the light of recent events involving the MRT3 System, simple sense of delicadeza which I have adhered to throughout my professional life gives me no choice but to resign from my said position,” he said.

“It also my intent and hope that that my resignation provides opportunity for the appointment of person better qualified to perform the duties and responsibilities of the subject office.”

“I am honored and privileged to have been given the trust and confidence for the subject position, and I hope that problems plaguing the MRT3 System be resolved properly and with dispatch,” Chavez added.

The resigned official vowed to continue to support the government’s programs and visions for the country especially in the rail transport sector.

The statement comes after one of its officials, Assistant Secretary Elvira Medina — Assistant Secretary for Commuter Affairs — said Sumitomo declined to return as the maintenance provider of the rail line.

“Totoo po na sana Sumitomo, pero Sumitomo po mismo ang umayaw. Maaaring may ibang dahilan sila kung bakit hindi nila ginusto," she said in an interview on GMA News' "News to Go."

Walang "best" candidate ang gustong mag take ng posisyon dyan. Kahet na bagu ka pa lang dyan, pag iinitan ka na. Kaya natatakot ako kung mag resign na rin si tugade baka kapalet nya mala abaya pala

With digong, you dont know who will he appoint as replacement. Best example is what happened to Abella. Kapalet nya mas malala pala

Mentality na talaga ng DOTr yan. Pipilitin ang hindi talaga pwede. Tulad nung ginagawa ni Tugade on NAIA na kahit anong solusyon nya walang epekto. Ano naman yung ita-try lang yung LRT-1 trains on MRT-3 para madadagdagan ng bagon. Unify LRT-1 and MRT-3 with their equipment (signalling systems, etc.) edi mas maraming bagon ang nakakatakbo sa MRT-3. Yun nga lang baka may problema sa riles ng MRT-3, o baka may magtapon nanaman ng diaper. LRT-1 has WAY MORE trains than any other lines, hindi naman siguro maaapektuhan yung service ng LRT-1 if some trains of it is running on Line 3.

That's the ultimate 'band aid' solution until MRT-3 receives an overhaul of its facilities and new RS.

Oh well. Aquino admin basically 'scrapped' the whole idea kase nga PNoy is allergic to everything Arroyo.

problema is yung 1G - hindi mabubuksan yung pinto nito sa L3 platform tapos yung 2g at 3g sasayad na halos sa platform ng line 3....

Huwag gamitin ang 1G sa MRT3, malaki ba ang sayad ng 2G/3G train sa platform, kung less than 1inch, pwede naman tapyasan ang platform edge, kung malaki naman ang gap, lagyan ng rubber gap filler. kung gugustuhin, mayroon naman paraan. o natatakot sila sa lawsuit from MRTC.

Hindi ata pwede gawin ng government yan kasi technically diba private owners padin ang MRT3.

Gov't cannot spend for capex on privately owned infra [ito din yung naging issue dun sa Dalian].

The only way for L1/L3 trains to traverse each other ay kung magiging privately O&M'ed ang L3.

First, they were really treated badly by the Mar Roxas-Jun Abaya gang. Their engagement was terminated on indecently short notice.

Second, they cannot possibly accept an engagement limited to maintenance. That is like buying aspirin to deal with cancer. In order to do maintenance properly, they will have to rebuild the system.

Third, Sumitomo is wary about dealing with bureaucrats again and working with the arcane bidding and procurement rules that make it impossible to have a clear timeline of work. They would prefer to work with the private owners, MRTC. This will enable them to be assured of funding without having to deal with the arcane rules of public procurement.


For as long as management of the MRT-3 is controlled by the DOTr, the process of bringing in professional help will require, before anything else a budget allocation determined by congressmen, not engineers. Then they will have to go through some form of competitive bidding where losing bidders normally go to court to stop an award.

We do not know how long it will take for the DOTr to replace BURI with a new service contractor like Sumitomo. There is nothing in next year’s budget to fund the billions needed to “rehabilitate” the MRT-3.

Sumitomo estimates they will need to bring in as many as a hundred engineers to do the “rehabilitation.” Even then, and with full funding, they will need 26 months at the very least to make the MRT-3 reliably functional.

Based from ex-USec Chavez's statement, it looks like the DOTr is amenable to the LRMC offer.
