Entirely depends on the design. A iconic tall building could be more impressive than a short masterpiece.

Stunning lowrise - they often tend to be more iconic eg. Sydney Opera House or Bilbao's Guggenheim etc.

Depends on the location and the design. But mostly i am more impressed by good architectural design than by groundbreaking height. The best is a combination of both
