认为大 = to believe that sth. is big

While I love huge bridges, I'm still not sure how I feel on bridges that block an entire bay like that.

The Hangzhou Bay Bridge is specifically designed cause minimum disturbance to the tidal waves of the bay. No matter how they spin it I suspect the impact of the bay will be much more significant compare to the Hangzhou Bay Bridge due to the presence of turbine blades, in turn the tidal wave reaching inner part of the bay will be much smaller, causing environmental problems.

Are there national standards that require pedestrian lane on the side of bridges in general? It seems to me that so much time and effort are put into the construction, adding pedestrian walkways would not add too much cost.

I don't know the national standard but most recently built bridges do have narrow pedestrian lanes on both side.

This is the 1.5m wide pedestrian lane on Nanxi Bridge on Yibin-Luzhou expressway completed 12/26/2012.
