This is next to the Jinnah stadium which is the sports complex. the road going to the wight leads to the parade ground which is being built and connects with Islamabad expressway while in the background you see Liaqat gymnasium. Rose and Jasmin garden is also close by. The road going left leads to the 7th avenue and the Kashmir highway junction.

There is also a heliport there. It is all to the top right of the picture. Spanish company to install 30 bollards

ISLAMABAD: Capital Development Authority (CDA) has decided to install automatic bollards at 30 different points, mostly in the Red Zone, as part of security measures. In the second phase of the project, the CDA would install more bollards in other parts of the city, aiming to solve traffic problems created by erection of concrete blocks on various roads, a senior CDA official told Daily Times on Monday. He said the places for installation of bollards had been identified by the CDA and Islamabad Traffic Police (ITP). He said the CDA had hired a Spanish company to set up the bollards. He said the company had informed the CDA that bollards had been designed so that a vehicle could hardly be damaged after hitting them. He said the bollards could be controlled with remote controls.

For those who don't know, these are those pole like things (called bollards) that come out of the road and can retract.

Legal action unlikely: CDA decision on Faisal Avenue Flyover shortly

ISLAMABAD: The Capital Development Authority (CDA) Board will decide shortly the fate of the ‘sick’ Faisal Avenue Flyover Project, which has fallen massively behind schedule.

CDA Director General (Works) Abdul Jabbar Melano told Daily Times on Monday that the Board could order legal action against the contractor or give the project a financial boost.

He, however, said going into litigation would mean the project getting delayed further.

“If this happens, then we’ll have to go for re-tendering, which is often a lengthy process,” he said.

In this light, the second option appears more practical, especially because the project has moved at a slow pace due to escalation in prices of construction material. “The contractor had not anticipated this and therefore now finds himself stuck,” Melano said.

Though the escalation in costs of steel and bitumen are accounted for in the contract, there is no such clause for petroleum, oil and lubricants (POL). “This is what the contractor is now seeking from the CDA,” he said.

The CDA chairman visited the project site several times since taking over and called for its early completion. However, there has hardly been any visible urgency.

The official said some sections of the flyover might be completed by March, insisting projects do tend to get delayed for one reason or the other.

In October, the underpasses, which form part of the project, were opened to traffic – something that was made possible only after the CDA itself jumped in to do the carpeting work.

While the flow of traffic eased somewhat as a result, the major portion involving putting up the overhead bridges and getting the tarmac ready, remains.

Several deadlines have come and gone yet work on the project, which began more than a year ago, has only seemed to move at a snail’s pace.

The project is being built on the Faisal Avenue at the point where it bisects the Jinnah Avenue. The road runs from Zero Point up to the Faisal Mosque and is among the busiest ones in town.

Meanwhile, Melano said work on the Zero Point Interchange was going ahead of schedule despite the hiccups it faced over the Environmental Impact Assessment (EIA) report.

Pakistan Environmental Protection Agency (PAK-EPA) had ordered suspension of work on the project after the CDA failed to submit the report in question.

A draft report has since been submitted and the CDA now awaits feedback on it before sending in a final version.

Govt starts mega uplift projects in capital: Babar

ISLAMABAD—The government is initiating mega development projects in Islamabad with an aim to bring the capital city at par with international standards, Senator Dr. Babar Awam said on Monday.
Speaking at the inauguration ceremony of a bridge adjacent to Golra Sharif shrine, he said uplift projects of Rs 20 billion would soon begin in the capital. "It will be for the first time in capital's history that such mega projects will start simultaneously, both in the rural and urban parts of the city," he said.
Babar Awan said a number of new schools and colleges, both for boys and girls would be established in the capital in order to meet the growing needs of education. While more hospitals would also be set up to provide health facilities to Islamabad residents at their doorsteps.
The minister also announced to grant Rs 2 million for construction of a road near the shrine.
He said the PPP government would make every possible effort to complete the projects upon which work had been pending for the last several years.
The minister said Pakistan had returned towards real democracy after a long time, while its forces were now busy in safeguarding country's frontiers, which he said was their real duty.
He said it was also for the first time in country's history that all major political parties were in power, either at the centre or in provinces. He said the parliament was proactive and in the near future it would do a lot of pro-people legislation.
Babar Awan said different political parties were bringing bills in the parliament, but there was also a need to do away with constitutional distortions made by Zia-ul-Haq and Pervez Musharraf. "Pakistan People's Party will support all the pro-people bills," he added. He said 17th and 8th amendments could only be repealed if all the political parties work together for introducing a bill in this regard.
The minister said after the Mumbai incident, the whole world supported Pakistan's stance, which he added was the result of government's prudent policy.

Dallas, thoes aren't the ones they're talking about, but these ones:

These bollards into the ground, and can be raised up. Hence the remote-controlled part and the fact that they aren't desi but imported from Spain.

Way to go for Islamabad

Islamabad Expressway was previously called Islamabad Highway. Right now, it is the widest road in Pakistan as it has 10 lanes in full (5 on each side). 3 lanes for cars etc. & 2 rigid lanes for trucks. Soon we will hear the construction of Kashmir Highway (tenders have already been given), that will also be converted into 10 lanes (5 on each side) from the existing 4 lanes (2 on each side).

Islamabad Highway formally opened
ISLAMABAD, Jan 20: Prime Minister Yousaf Raza Gilani on Tuesday pledged to make the federal capital a truly model city with more greenery, beauty, infrastructure and recreational facilities for all age groups.

We will bring revolution to Islamabad during the next few months as new roads and bridges will be constructed, the ‘green image’ of Islamabad will be enhanced, and the condition of basic civic amenities will be improved,” Mr Gilani said in a crowded inaugural ceremony of the Islamabad Highway (IHW).

[...] the prime minister appreciated the Capital Development Authority (CDA) for completing the 8km expressway before the stipulated time. He hoped it would provide a smoother passage to the heavy traffic entering and exiting the capital.

Mr Gilani said he was pleased to inaugurate the country’s first 10-lane highway that was initiated by the present government and was also completed by it.

“This is a fruit of the tree we have planted,” he said.

It is a gateway to Islamabad and I congratulate the CDA and the contractor for the competency, will and ability displayed by them in construction of the highway that was completed in very difficult situation due to unavoidable VVIP movement on the road,” he said.

Like the contractor – Maaksons – has completed the road project well before its completion time, the government will also fulfil all its promises made with the nation, he said.

[...]

Speaking on the occasion, CDA Chairman Tariq Mehmood Khan said the Zero Point Interchange too would be completed six months earlier than the schedule, while planning for the 11th Avenue was near completion.

He announced that the Kashmir Highway would also be turned into a 10-lane expressway, while interchanges would be constructed on the 7th and 9th avenues.

He also announced underpasses on the I.J. Principal Road, while work on a mono-rail mass transit project for the twin cities of Rawalpindi and Islamabad will soon be initiated.

The CDA chief claimed that 10 new sectors would be opened in Islamabad, D-12 plots would be handed over to the owners, while work on sector I-14, I-15 and I-16 would be initiated.

Meanwhile, the prime minister also gave away appreciation certificates to Maaksons Chief Executive Officer Mohammad Wasim Khan, Nadeem Khan, Member Engineering Tahir Shamshad, Director-General (Works) Abdul Jabbar Milano and two other officials of the CDA.

Mr Gilani lauded the workers and engineers who completed the project five months in advance. He also unveiled the plaque.

The Islamabad Expressway will act as the main entry point to the capital through which 160,000 vehicles carrying around a million people will pass daily.
