that's sheet piles , normally used if ground water level is above basement. it's a popular method and quite expensive.

the technics of using steel frames (or wooden frames, etc) to keep excavation open is called 'shoring'. they are tempopary, removed when formwork finish.

by the look of this excavation, it is at least for a medium rise building.
