Yes, that "might" be Riga. I Took te photo during the Blonde Parade that is held in Riga every year, yes, that means a city filled with Blondes.

I've hear about that parade must be a good time. I've got a photo near that same corner from about 10 years ago looking a bit further down the street that kinda helped me to work it out. Not really sure why I was thinking Balkans though!
