Dholera is highly anticipated project not just for Gujarat, but also India. Once this is built, many cities around India will be inspire and build.

In the next three months, Gujarat’s greenfield integrated industrial township at Dholera would be part of a restricted band of projects chosen by Delhi Mumbai Industrial Corridor Industrial Corporation (DMICDC) for global bidding. This is an achievement for Gujarat which would be pitching its most priced project in the DMIC league. “Gujarat will be the first state to adhere to DMICDC’s deadline for submitting a pre-feasibility report. Gujarat Industrial Development Board (GIDB), the nodal agency for the Dholera industrial park and township, is now giving final touches to the process,” says a senior GIDB official. Along with Dholera, DMICDC has listed three other projects worth $100 billion. They are a Rs 2,500 crore logistics hub in Pune, a Rs 800 crore-Rs 900 crore exhibition and convention centre in Aurangabad and a water supply and waste water management in Pithampur Industrial Area in Madhya Pradesh. GIDB officials say that the first part of the project, which includes the core portion of the Dholera SIR, is scheduled to be completed by 2017-18. What is being seen here is that nearly 65 per cent-70 per cent of the projects are being executed in public private partnerships. This would require large civic trunk lines that would take the essentials like water supply and drainage to the integrated industrial park in Dholera. DMICDC’s status report clearly mentions that the project plan prepared by consultancy firm Halcrow would be put in public domain for suggestions and objections by GIDB for notification purposes. A pre-feasibility final report is also being prepared for the integrated township concerning use of renewable energy, integrated housing for industry workers, water management system, and flood management system. Land acquisition on certain stretches is also on. Besides, the draft pre-feasibility studies for two expressways -- Indore-Ahmedabad and Pune-Nashik -- are being reviewed. Also, four power projects for Maharashtra, Gujarat and MP have been finalised.

The U-city provides an opportunity where one may not have to, for instance, access information without using the internet, while electronic devices share data automatically without being asked to do it by the user of the technology. The U-city infrastructure has a common core service followed by specialised services. It consists of U-administration, U-facility management, U-transportation, U-environmental service and a U-waterfront too,” adds the GIDB official.
A certain degree of the integration of services has been done in South Korea, Japan, and host of other cities in the world. This includes the London Urban Village, Koeln Media Park, Copenhagen crossroads, Montreal industrial area, Shanghai Financial, HK Cyber Port, and Dalian. Though in these specialised regions the U-city concept exists in bits and pieces. Dholera would be a class apart. The plan was accepted in March this year. we are now looking for investors for the city,” adds the GIDB official.

In such situation, environment clearance process is very important and crucial for Dholera airport. The actual construction work on ground will be possible to start, only after environment clearance is received.

The Airport Authority of India has issued a notice inviting application for shortlisting of consultant for Enviornment impact study of proposed Dholera airport.

The consultants will carry out Environment Impact Study / Environment Management Plan for the project and obtaining clearance from Gujarat State Pollution Control Board (GSPCB) & Ministry of Environment and Forest ,Govt. of India (MOEF) for the work of “DEVELOPMENT OF NEW GREEN FIELD INTERNATIONAL AIRPORT AT DHOLERA NEAR AHMEDABAD, GUJARAT” with period of completion 7 (Seven) Months.

The AAI wants consultant who have satisfactorily carried out (Phase/Part completion of the scope of work in a contract shall not be considered) at least two works for Environment Impact Study (EIS) for Airport / Social Economical Zone (SEZ) project / IT park project and other similar infrastructure projects in India during the last seven years.

The background of Dholera airport

The existing airport of Ahmedabad has emerged as one with highest annual growth in traffic and will get saturated much before the year 2020. The expansion of Ahmedabad airport is difficult due to various reasons. Under the circumstances, a new international airport is required to cater the future traffic.

While assessing the potential and requirements of the Dholera SIR, Government envisaged a tremendous need for a Greenfield International Airport in its vicinity. The level of economic activities in the SIR backed by enormous domestic and foreign investment shall need a world class modern International Airport in this region. Therefore state has included the development of an International Airport in the list of “Early Bird Projects” in consultation with Department of Industrial Promotion and Policy. GoG has also signed an MoU with the Delhi Metro Industrial Corridor Development Company in this regard.

The state Government identified the location for the proposed Airport and has earmarked the land. A parcel of Government land measuring approximately 1700 hectors has been reserved in the triangle of village Pachham-Valinda-Pipli of Taluka Dhandhuka Dist Ahmedabad in the name of Gujarat Industrial Corridor Company Ltd (GICC), which would work as a project development agency for DMIC. The site is about 80 kms from Ahmedabad and around 20 kms from Dholera SIR. In addition to the SIR and Ahmedabad city, this location is also ideally placed vis-à-vis the cities like Nadiyad, Bhavnagar, Vadodara and Rajkot.

HCC plans Lavasa model project in Dholera in 2011

The city will be modelled on the concept of India's first planned hill city being developed near Pune by Lavasa Corporation, a subsidiary of HCC.

Both Lavasa and Water Front City are based on a new concept, which "brings together residential and commercial spaces within walking distance of each other, facilitating connectivity, promoting diversity and creating environmental sustainability". The company signed an MoU with the Gujarat government in 2009 to develop the Water Front City at Dholera.

Earlier this year, the company announced that it received an extension of two years for the MoU. A second MoU had been signed with the Narmada Water Resources, Water Supply and Kalpasar Department in 2009, for developing three water pipeline projects worth Rs 1,500 crore

Dholera ... and others in Gujarat DMIC region have good chance of bringing in Dubai, Hong-Kong, Shanghai, Singapore (maybe not) India-side. Sustainble gateway cities for millions of urban migrants. Very do-able.

Crtical to get planning right or else realtors will turn the places into white elephants, playgrounds for the new rich.

SPV for Dholera International Airport

Gujarat cabinet today took important decision of formation of a special purpose vehicle(SPV) for development of Dholera International Airport. The new SPV has been named as Dholera International Airport Company Limited(DIACL).

According to state government spokerperson ministers Jaynarayan Vyas and Saurabh Patel, the works for special investment region(SIR) are in progress in Dholera under the Dholera Regional Development Authority. This would attract global players and industrialists here and eventually they would need a state-of-the-art airport in this area. Thus the government has taken a decision to develop greenfield international airport in Dholera.

The ministers said that while Defense ministry has already given no objection certificate, the Civil Aviation department has also given site clearance to proposed new airport.

The state cabinet today also approved the names of board of directors and modalities of capital structure of new special purpose vehicle as per the company laws.

The ministers said that proposed airport would be developed in public private partnership(PPP) mode. The special purpose vehicle will carry out all needed tasks like approvals, master plan, infrastructural facilities, global tender, and land acquisition.

The ministers also said that initially the state government will own the airport completely, but there is a provision that eventually the Airport Authority of India, DMC Development company and other companies would become equity share holder.

Pact for Mahindra World City at Dholera

'The development will be spread across 3,000 acres with an investment of Rs.2,000 crore ($445 million), which when fully operational can create employment for over 100,000 people and attract investment in excess of Rs.10,000 crore ($2.2 billion),' it said.

I believe this project would be completed by 2030 if modi remains in regime. If remains that much time, this would mean completion of GIFT city too.

Dholera SIR land up for sale

The Gujarat government is set to put usable land earmarked for Dholera Special Investment Region (SIR) up for sale and has decided to come up with a new pricing policy for land allocation in the region.

Under the policy, which is in the final stages of preparation, the government has decided not to go in for any land acquisition. "We will take the town planning route, under which the proposed developer will not need to take any non-agricultural (NA) permission while buying the land for developing a project," said a senior bureaucrat.

The decision was taken at a top-level meeting held this week under the chairmanship of additional chief secretary, finance, M M Shrivastav.

The price of land to be given to the developer will be fixed taking into consideration two factors - market value of the land and the cost of its development, including the infrastructure needed for half-a-dozen townships. The requirement of fresh water, a scarce commodity in the area, alone for the SIR will be around 850 million litres per day (MLD).


"While the price of the land itself is not much, as 40 per cent of it is barren where nothing grows and belongs to the government, the overall cost will take into account huge money needed for filling up large patches which are low lying and are prone to flood, or other measures to manage floods during monsoon and high tide," the official said.

The decision to come in for the pricing policy was taken as three "early bird" developers - Universal Success Group (USG), the Hindustan Construction Company (HSC) and Sabir Bhatia of Hotmail fame - have asked the Gujarat government to move quickly to hand over 5,479 hectares (ha) of land they want to develop their projects. USG proposes to build an industrial-cum-urban mixed park on 2,177 ha, HSC of Lavasa fame in Maharashtra is putting up a waterfront city project on 1,718 ha and Sabir Bhatia is putting up a Nano City on 1,062 ha. Bhatia is involved in the Nano City project for knowledge-based industries in Haryana for the past several years.

"Other costs to be recovered while selling off the land to the developers include burden on the state coffers for road works, water supply, power supply, renewable energy plants, telecom facilities and building works," the official said, adding, "In all, the infrastructure cost in Dholera SIR will come to Rs 50,000 crore. To be developed on a public-private partnership (PPP) model, of this, Rs 25,000 crore will be borne by the Gujarat government, while the rest by the private developers. We plan to recover just the amount to be spent by the state government for Dholera SIR."

A presentation made at the pricing committee meeting said, the Dholera SIR development area covers 903 sq km area, which is much bigger than Ahmedabad. Sparsely populated with 37,000 inhabitants, agriculture is the main activity but land quality is very poor, hence land values are relatively low. While 40 per cent of the area, falling under the coastal regulatory zone (CRZ), will remain open, 17 per cent has been set aside for industrial use and seven per cent of residential purpose, apart from an entertainment zone and a tourism resorts zone.

GMR keen to take part in Dholera SIR, International Airport

Prominent among those present during the meeting were Chief Minister’s Principal Secretary K. Kailashnathan, Principal Secretary (Industries) M. Sahu and Principal Secretary (Energy) J. Pandian.
