Phase I was just the LRT platform; the project was only half-funded from the start.

Maybe 2009 was the "ceremonial groundbreaking" which is when a bunch of politicians stand around a pile of dirt and smile. Then nothing happened for a year, but it doesn't matter because the media only covers ceremonial groundbreaking and funding votes, not idled construction sites.

Checking Up on South Jersey’s RiverLINE

Quote:
Other than a small decline in ridership in 2010, the RiverLINE has shown a year on year increase in passenger trips since beginning service in 2004 (note: Passenger trip information is not included for 2004, because the RiverLINE only operated for part of this year). The slight decline in passenger trips in Fiscal Year 2010 came as NJ Transit issued a large fare hike, and was in line with the nationwide decrease in public transit ridership during that period, which has been attributed to persistently high unemployment. Notably, the RiverLINE saw a 10.05% increase in passenger trips in FY 2009, while nationwide public transit ridership declined by 3.8% during the same period (New Jersey’s unemployment rate at that time was in line with the overall US rate).

The river line looks like it gets about the ridership as the Detroit People mover, but it looks more useful than a 3 mile loop in the sky

It gets between 11,000-12,000 Daily Riders , the route runs through the old suburbs and cities , its not very dense. Its considered a Tram - Train....

The line is very long and ridership projects keep it below 30,000...although with all the developments going up i think by the end of the decade Ridership will be very high.

Track repairs have slowed service on NJ Transit’s River Line since late August, but the modified schedule — which reduced the frequency of trains during weekday rush hours — has not translated into an exodus of riders.
A total of 664,360 passengers rode the Camden-to-Trenton line during the latest quarter of January through March, up 6.6 percent from the same quarter last year, according to the latest NJ Transit statistics.

Interesting line this River Line, running within what appears to be an active freight corridor

They need to change the destination signs on the Hoboken platform. The southern extension to 8th Street in Bayonne has been open for a year-and-a-half now.
