Batty, Coal and Oil has directors who are part of the ETA group.... hence i concluded that both are the same without doing much search. After your message, i searched a bit more and found out the below

Coal and Oil is established in 1998 by members of ETA group.

ETA Star Coal is being there since 1975 and they are part of the larger ETA group.

Coal and Oil Group company Coastal Energen's power plant in Tuty is in news for last 2 years and construction is in full swing... I have seen it myself during December. This will be first merchant power plant in TN to be on stream I guess, probably by 2012.

ETA Star's news on thermal power plant is present only once.. hence I guess they might have referred to Coal and Oil Plant...

We can keep both until some more clarity is obtained.

Issues a series of directions to a private company involved in the establishment of plant

MADURAI: The Madras High Court Bench here has disposed of a public interest litigation petition filed against establishment of a 1200 MW coal fired thermal power plant at Mela Arasaradi panchayat in Ottapidaram Taluk of Tuticorin district with a few directions to the private power generating company involved in the project.

A Division Bench comprising Justice F.M. Ibrahim Kalifulla and Justice K.B.K. Vasuki closed the PIL petition filed by the panchayat president M. Vellathai after recording the undertaking given by a senior counsel appearing for the private company that no part of an Odai (water course) in area of 6.85 acres would be obliterated while constructing the power plant.

The Judges directed the company to lay granite stones on the sides of the entire water course. It was also ordered to construct culverts or bridges or cement concrete tubes wherever necessary in order to ensure that the Odai was safeguarded properly. The laying of granite stones should be supervised and certified by the Public Works Department authorities.

Further, the Ottapidaram Tahsildar was directed to identify the temples that might have to be relocated for constructing the power plant and also the alternative place where they could be shifted. After such identification and after obtaining the concurrence of the village elders, the company should take steps to shift the temple at its own expense.

As far as the third grievance of the petitioner was concerned, the Division Bench appointed an advocate commissioner to find out whether any of the pathways to the villages would be blocked due to construction of the power plant. The petitioner as well as the company was given liberty to seek further orders based on the advocate commissioner's report to be filed within four weeks.

கோடை காரணமாக தமிழகத்தில் நீர், காற்றாலை மின் உற்பத்தி குறைந்துள்ள நிலையில், மின் தேவை அதிகரித்துள்ளது. மின் பற்றாக்குறையை சமாளிக்க தினமும் மூன்று மணி நேரம் மின்தடை என அதிகாரப்பூர்வமாக அறிவிக்கப்பட்டுள்ளது. இந்த மின்தடை நேற்று முதல் அமலுக்கு வந்துள்ளது.



தமிழகம் முழுவதும் இரண்டு கோடி மின் நுகர்வோர் உள்ளனர். மின்தேவையும் நாளுக்கு நாள் அதிகரித்து வருகிறது. அதற்கேற்ப மின் உற்பத்தி அதிகரிக்காததால் மின்பற்றாக்குறையும் நாளுக்கு நாள் அதிகரித்து வருகிறது. அதை சமாளிக்க, 2008 செப்டம்பர் 1ம் தேதி முதல் மின்வாரியம் சென்னை தவிர தமிழகத்தின் பிற பகுதியில் தினமும் இரண்டு மணி நேர மின்தடையை அமல்படுத்தியது. போதிய மழை இல்லாததால், நடப்பாண்டில் பிப்ரவரி மாதத்திலேயே வெயிலின் தாக்கம் அதிகரித்தது. அதை சமாளிக்க மக்கள், 'ஏசி' பிரிட்ஜ், மின் விசிறி, ஏர்கூலர் ஆகியவற்றை அதிகம் பயன்படுத்தத் துவங்கினர். அதனால், ஒரு மாதகாலத்துக்கும் மேலாக தமிழகத்தில் மின்நுகர்வு அதிகரித்தது. மாலை 6 முதல் இரவு 10 மணி வரையிலான பீக் ஹவரில் மட்டும் மின்தேவை 10 ஆயிரத்து 771 மெகாவாட் ஆக உயர்ந்தது.



தமிழகத்தின் மொத்த அனல், புனல், காற்றாலை நிலையங்கள் மூலம் 10 ஆயிரத்து 214 மெகாவாட் மின்சாரம் உற்பத்தி செய்ய முடியும். கோடைகாலம் துவங்கி விட்டதால் புனல், காற்றாலை மின் நிலையங்களில் மின் உற்பத்தி குறைந்து விட்டது.கடந்த சில நாட்களாக, சராசரியாக 8,700 மெகாவாட் மின்சாரம் மட்டுமே வினியோகம் செய்யப்படுகிறது. தினமும் பீக் ஹவரில் மட்டும் 2,000 மெகாவாட் மின்பற்றாக்குறை ஏற்பட்டுள்ளது. மின் பற்றாக்குறையை சமாளிக்க இரு ஆண்டுகளாக வாரியம், தினமும் வீடுகளுக்கு இரண்டு மணி நேரம் மின்தடை செய்தது.தற்போதைய கூடுதல் மின் பற்றாக்குறையை சமாளிக்க பல்வேறு வகையில் முயன்றும், மின் வாரியத்தின் முயற்சிக்கு பலன் கிடைக்கவில்லை.



இதையடுத்து, நேற்று முதல் தினமும் மூன்று மணி நேரம் மின்தடை செய்யப்படுவதாக மின் வாரியம் அதிகாரப்பூர்வமாக அறிவித்துள்ளது. அத்துடன் அந்தந்த மின் பகிர்மான வட்டங்களில் தேவைக்கு ஏற்ப மூன்று மணி நேர மின்தடை நேரத்தை மாற்றி அமைத்துக் கொள்ளவும் அறிவுறுத்தப்பட்டுள்ளது.



தமிழ்நாடு மின்சார வாரிய, சேலம் மேற்பார்வை பொறியாளர் சுந்தரேசன் வெளியிட்டுள்ள அறிக்கையில், 'கிராமப்புறங்களில் பகலில் ஆறு மணி நேரமும், இரவில் மூன்று மணி நேரமும் மும்முனை மின்சாரம் வழங்கப்படும். மற்ற நேரங்களில் 12 மணி நேரம் இருமுனை மின்சாரம் வழங்கப்படும். மேலும், மூன்று மணி நேரம் மின்தடை செய்யப்படும்' என, கூறியுள்ளார்.



வரும் மே மாதத்திற்குள் கோடை மழை பெய்யாவிடில் மின்தேவை மேலும் அதிகரிக்கும். அதனால், மின்தடை நேரம் மேலும் அதிகரிக்கக் கூடும் என மின் வாரியத்தினர் தெரிவித்தனர்.ஏற்கனவே போதிய மின்சாரம் கிடைக்கவில்லை எனக் கூறி டெல்டா மாவட்ட விவசாயிகள், போராட்டத்தில் ஈடுபட்டுள்ள நிலையில், அரசு, மூன்று மணி நேரம் மின்தடை என அதிகாரப்பூர்வமாக அறிவித்துள்ளது, விவசாயிகளை மேலும் அதிர்ச்சியடைய வைத்துள்ளது. தென் மாவட்டங்களின் பல பகுதிகளில் ஏற்கனவே மின் சப்ளை முறையாக இல்லாமல் இருக்கும் போது, இந்த அறிவிப்பால், இனி அந்தந்தப் பகுதியில் மின் வெட்டு மேலும் அதிகரித்து மக்களை சிரமப்படுத்தும்.



மின்தடை செய்வதில் புது யுக்தி :மின்தட்டுப்பாட்டை சமாளிக்க, புதிய யுத்தியை கையாள மின் வாரியம் முடிவெடுத்துள்ளது. மின் உற்பத்தி மையங்களில், மின் அளவையில் அடிக்கடி கணக்கிட்டு, பற்றாக்குறைக்கு ஏற்ப மின்தடை செய்ய, சென்னையில் உள்ள மின்பளு அனுப்புகை மையங்களுக்கு (மெயின் லோ டெஸ்பேட்ச் சென்டர்) தகவல் தெரிவிக்கப்படுகிறது. சென்னையில் இருந்து, மண்டல துணை மின்பளு அனுப்புகை மையங்கள் மூலம், துணை மின்நிலையத்தில், மின்தடை செய்யப்படுகிறது. தற்போது இந்த முறையில் மாற்றம் செய்ய மின் வாரியம் ஆலோசித்து வருகிறது. துணை மின்நிலையங்களில் பயன்படுத்தப்படும் மின் அளவு, தேவை, நிலை குறித்து, 'லீஸ்லைன்' வாயிலாக அறிந்து கொள்ளப்படுகிறது.இந்த அடிப்படையில் மின்தடை செய்ய, 'ஸ்கேடா சிஸ்டம்' அறிமுகம் செய்ய மின் வாரியம் முடிவு செய்துள்ளது. இதன்படி, சென்னை மின்பளு அனுப்புகை மையத்தில் இருந்து பற்றாக்குறைக்கு ஏற்ப, அங்கிருந்தே தடை செய்து கொள்ளும், யுக்தியை பயன்படுத்த வாரியம் முடிவு செய்துள்ளது.

அரசியல் வாதிகள்தான் நாட்டை கெடுக்கிறார்கள், வெளிநாடுகளில் ஒரு மணிநேரம் மின்சாரம் கட் ஆனால் அது ஒரு பெரிய அதிசயம். ஆனால் நம் நாட்டில் ஒரு மணி நேரம் கரண்ட் இருந்தாலே பெரிய அதிசயம் என்ற நிலை உள்ளது. ஏன் இந்தநிலை. மூன்று ஆணடுகளுக்கு முன்னால் 2010 இல் மின்சார பற்றாக்குறை வராது என்று சொன்னார்கள். இப்போது மறுபடியும் அதிக மின்சார பற்றகுறை ,இதற்கு காரணம் சரியான திட்டமிடல் இல்லை. மின்சாரகட்டணம் ஒரு நாள் கட்ட தவறினாலும் மறு நாள் மின்சாரம் துண்டிக்கப்படும், இப்போது நாள் கணக்கில் மாதகணக்கில் வருசக்கணத்தில் மின்சார பற்றாகுறை உள்ளது, இதற்கு முடிவு என்ன. மின்சார துறையை தனியார் வசம் கொடுத்தால் தான் இதற்கு ஒரு முடிவு தெரியும். கருணாநிதி தன் குடும்பத்துக்கு சொத்து சேர்க்கும் அதே நேரம் கொஞ்சம் நேரம் ஒதுக்கி மக்களையும் நினைத்துப் பார்க்கவேண்டும்.

hi guys, i am staying in Maharastra last two years, i never seen such a critical situation here. there will be some power cut not more than 2 hrs even its only for maintenance activity. with out any major resource how this MH goverment is supplying power to the major industries? why our government cant supply power to our people? its all because of politics. dont blame on the previous government. let keep like this they didn't do any thing activley ok, that is why we selected you, but what this government is doing? shall they accpet we will be also like the past govt? just issuing TV's and all will increase his family income only. givng colour TV ok, that is just one time investment, what abt cable connection? is it one time payment? every month we need to recharge. what abt EB? is it issued free for the people? just to increase his family welfare he is doing such things. guys aware one thing there is lot states ivesting money in infrastrucure well, he can say i build so and so on. but where he build those things? only in chennai. what about rest of tamilnadu? remaining people not voted? come to MH how the govt is spending money on infras. let see...go to gujarat how modi is making such a nice govt, just visit ahmedabad, that is going towards like a international standards, i wondered about the development when i visited. just try to give some good things to our people dont cheat them by giving free items, may be they will be thinking abt scandeled amount of 60000 crore for the next election be ready to get Rs.10000 per vote.

I will suggest that people in Tamilnadu should be aware of the Solar Electricity (சூரிய மின்சக்தி) and keep the device on thier home to solve this problem. May be the Installation charges will be huge, but once you successfuly did that, no need to relay on the TNEB. you get free electricity...

It is a simple equation of demand and supply of electricity, what is the magic our electricity minister has to overcome power cut. Rhetoric or demand people to sacrifice their needs. The 8 % DA increase to State Employees is easy to do but not with demanding needs of electricity power. Our CM will soon find easy escape route to fix the blame on neighbouring State or Central Government.

THEY MUST PLAN AND BULID MORE NUCLEAR POWERPLANTS , RATHER BUILDING NEW PARLIMENT HOUSE, ( WHICH WAS A TOTAL WASTE OF MONEY AND TIME ). The situation seems to be getting very pathetic. I had two consecutive sleepless nights, with the power cuts through the night for the past two days in my home at Thiruvanmiyur. The TNEB personnel were not giving any reason for the power cut. THe voltage was dropping by 9.30pm on both days, and the service went down at around 11pm. On Saturday night, they restored around 1.30AM, but it again went down at 4AM on Sunday early morning. Again it came back only by 12 noon. Same was the story last night too.

Inefficient organization, and useless workers who do not do things to solve the ultimate problem.

The delay in the arrival of components for the upcoming 2,000 MW nuclear reactor at Kudankulam in Tamil Nadu has led to the postponement of the commissioning of the first unit of the project by a few months, an official said.

Service providers for the project like the Bharat Heavy Electricals Ltd (BHEL) are clueless about the possible date for the arrival of the components.

The Nuclear Power Corporation of India Ltd (NPCIL) is building two 1,000 MW light water nuclear reactors in Kudankulam, about 600 km from Chennai, in Tirunelveli district of Tamil Nadu with Russians supplying all the components of the plant, including the nuts and bolts.

"Nearly 30 per cent components on the piping side are yet to come from Russia, as far as our portion of the contract is concerned. We are not informed as to when they would arrive," BHEL executive director P R Shriram told reporters on Saturday.

The target for the commissioning of the unit has been delayed frequently. As per the original plan, the first unit was to commence in December 2007. Then the date was fixed for mid-2010. And now the revised date is September this year.

Indian power equipment major BHEL has been contracted to erect the turbine generator supplied by Russia.

"BHEL has put the first unit's turbine generator on barring gear and is ready to run. The second unit's turbine generator will be put on barring gear in three months' time," Shriram said.

According to NPCIL, 95 per cent of the physical work has been completed for the first nuclear reactor and for the second unit it is 87.3 per cent.

NPCIL and Russia's Atomstroy Export formally inked a deal for building two more civil nuclear reactors of 1,000 MW each at Kudankulam last month.

A total of 12 Russian nuclear power reactors are expected to come up in India of which six would be built between 2012 and 2017.

The government has issued a request for quotation for developing the 4000 MW Sarguja ultra mega power project in Chhattisgarh. Plans to bid out the proposed UMPPs in Tamil Nadu , Orissa and Andhra Pradesh are also on the cards.

Power equipment major Bharat Heavy Electricals Limited (BHEL) has announced that Neyveli Lignite Corporation Limited's (NLC) 2x250 MW Circulating Fluidised Bed Combustion (CFBC) power plant will be commissioned this fiscal.

'The project will be commissioned before the end of this fiscal. We have sorted out the technical issues,' P.R. Shriram, BHEL's executive director, told reporters Saturday.

CFBC technology enables burning of coal and lignite having low calorific value.

Originally scheduled for commissioning in 2008, the project got delayed as BHEL's technology partner Lurgi refused to accede to NLC's demand to sign the agreements, assuming the responsibility for technology.

BHEL officials said this is the first time the company is setting up a CFBC-based power plant of 250 MW and had to resolve several technical issues on plant layout, boiler erection methodology and other things.

'There are no reference sites for us to learn from,' Shriram said.

Agreeing that BHEL, with a Rs.34,050-crore turnover, has commissioned a 125-MW project based on CFBC technology for NLC at Barsingsar, the company's General Manager V. Srinivasan, told IANS: 'Scaling up is not easy as the issues involved are different.'

With BHEL bagging higher capacity orders, it is investing around Rs.200 crore for erection of huge-sized equipments.

'Bulk of the investment will be towards buying cranes,' Shriram said.

Reviewing the performance of BHEL's southern region, entrusted with the task of erection and commissioning of power plants in Tamil Nadu, Karnataka, Kerala, Andhra Pradesh, Orissa, Madhya Pradesh and Chhattisgarh, he said: 'Last fiscal we got orders worth Rs.1,770 crore and the outstanding orders are worth Rs.5,238 crore.'

He said the southern division was involved in erecting power projects worth 21,753 MW.

'Last year we synchronised 2,280 MW with the grid and the target for the current year is 4,936 MW,' Shriram said.

Queried about the renovation and modernisation (R&M) orders bagged by the southern region, he said: 'Last year seven percent of the southern region's revenues came from R&M. However, the utilities go for unorganised players for such jobs owing to several factors.'

He said the division was targeting a revenue of Rs.1,600 crore this fiscal, up from Rs.1,155 crore earned during 2009-10.

Tuticorin: At a public hearing, people supported setting up a 450-megawatt power generating capacity by Ind Barath Thermal Power Limited (IBTPL) at Saminatham in Ottapidaram taluk.

The project is likely to emerge on 225 acres at an estimated cost of Rs. 2, 700 crore.

It will be commissioned by 2012. The meeting was presided by D. Ravichandran, DRO and Collector (in-charge) in the presence of M. Murugan, District Environmental Engineer, Pollution Control Board.

Tamil Nadu Electricity Board (TNEB) Chairman C. P. Singh on Thursday said that capital investment of Rs.8,000 crore to Rs.10,000 crore was being contemplated in the power sector in the State every year.

In the last two years, investments of Rs.4,000-crore were made for augmenting the sector, he said while addressing a public hearing on tariff revision organised here on Thursday by the Tamil Nadu Electricity Regulatory Commission (TNERC).

A Rs.1,500-crore project was also under way to reduce transmission and distribution losses, which stood at around 19 per cent. Almost all sections of power consumers, barring commercial enterprises, were being subsidised at rates varying from 10 paise to Rs.2 a unit.

Such huge investments, some already made and some proposed, had created a gap between the Board's revenue and expenditure. It was to bridge this gap that the TNEB had proposed tariff revision, he said mounting a stout defence of the proposed revision.

It was calculated that an average family would consume 100 units a month. Small-scale industrial units consumed 1,500 units bi-monthly or 750 units a month. Both these categories of customers had been exempted from the proposed revision. Even the maximum proposed revision was Re.1 a unit.

Speaking about the current power situation, he said that the present gap between supply and demand was 25-30 per cent or around 3,000 MW. Such a gap could be found even at the national level.

The State had been informed that the Koodankulam nuclear power plantwould be commissioned in September. Tamil Nadu's share in this project was 965 MW.

“We will be in a position to export power by the year 2012. The TNEB is doing everything possible to tide over the present power situation,” he said.

Yes, we will only get this much because its for all states and not just TN. This will only provide a temporary relief to the power crisis. I don't think, power cuts will go away until the North Chennai power plants and other thermal plants across the state kick in by 2012 or later. The change of parties at the TN state Govt may jeopardize things.

Russia plans to set up a state-of- the-art nuclear fuel fabrication plant to cater to all its power plants and is expected to come up at Kudankulam in Tamil Nadu or Haripur in West Bengal.

The Russian fuel major TVEL Corporation, which holds 17 per cent of the global nuclear fuel market, said here today that it plans to set up a nuclear fuel fabrication plant in the country in collaboration with the department of atomic energy.

Since there will be at least 8-10 Russian-made power plants in the country in the near future, the joint fuel fabrication of the enriched uranium will be available at a cheaper rate for India, TVEL Corporation executive director for communications and public affairs Ivan Dybov told media here today.

"In this regard, Russia offered a proposal and gave a plan proposal to the Indian government last year," Dybov said adding discussion in this regard is on.

TVEL is part of the state-owned Rosatom and signed a contract with the DAE to supply 2,000mt uranium over a period of five years. It also supplied for the fifth time uranium separately for the General Electric-built Tarapur units I&II. This is the first time the company has come out openly to address the media.

Dybov said TVEL has an understanding with the French nuclear major Areva for fabrication of fuel and already fabricated 2,000 fuel bundles for them.

Asked whether the proposed Russian fuel fabrication plant will also cater the Areva’s power plants to be built in the country in the near future, he said it could be possible as TVEL is already fabricating fuel for several Western type of nuclear reactors.

Replying to a query on the enrichment plant (as the Russian plant is a light-water reactor, it requires enriched uranium as fuel unlike the indigenous pressurised heavy water reactor which requires natural uranium), he said "TVEL is constructing an enrichment plant in China and there are four plants in Russia, but we have no plans of it in India."

TVEL holds 45 per cent share of the uranium enrichment in the world market.

The TVEL official also said, the company was recast recently and working on cost reduction and high efficiency fuel. The company has developed a new and improved type of fuel for the Russian-type reactors which will enable transition to prolonged fuel cycle along with power increase up to 104 per cent and an increased burn up of 5,00,000mw-days per tonne making the fuelling cost cheaper.

TVEL supplies fuel to 76 reactors in 16 countries and recently signed a contract with Hungary. "We also supply fuel to 30 research reactors in 17 countries and expects to reach a 25 per cent share of fuel supply in the global market from the current 17 per cent, Dybov added.

Loading of ‘dummy fuel assembly' into the reactor core begins



TIRUNELVELI: It is indeed a good news for the energy managers of power-starved Tamil Nadu. Electricity will start cascading from the first unit of the Kudankulam Nuclear Power Project (KKNPP) by December. The mandatory pre-commissioning milestone event of loading of ‘dummy fuel assembly' into the reactor core of the first of the 2 X 1,000 MWe unit began on Friday.

“Since we've planned to complete the loading of dummy fuel assembly by mid-May and commence the loading of actual fuel of enriched uranium assemblies during September, we'll be in a position to commission the first reactor by December,” Chairman and Managing Director, Nuclear Power Corporation of India, Shreyans Kumar Jain told reporters at the KKNPP site. “About 50 per cent of the power generated by this reactor will be given to Tamil Nadu.”

A total of 163 dummy fuel assemblies, each 4.57 metres long and weighing about 705 kg, are being loaded into the reactor for full-scale thermo-hydraulic tests of the reactor systems, prior to the loading of actual fuel, to assess the design performance of the systems.

After being transported from the fuel storage building in special containers, which will also be used for transporting actual fuel assemblies, the dummy fuel assemblies are being loaded into the reactor core.
