Didn't want to generalize, maybe i expressed it a bit wrong when i said its a direct derivate to Neoclassicism. But you cannot deny that russian school is dominant to the whole country including the regions with large minorities.
Do you have some examples, besides the newly build mosque, of local features that are typical to buildings from kazan area and makes them unique to the region?
