This would potentially qualify as Neo-Stalinist/Neo Socialist Baroque, thus already somewhat neotraditional for Russia:

In this You are right. Indeed, the Russian classical school is leading in the country, because it is part of the pan-European school. However, after the collapse of the USSR in the Autonomous republics of the Russian Federation began a marked growth of national consciousness. In particular, now in Kazan architectural policy are defined by the local national staff. If there appears samples illiterate interpretation of Russian and Soviet architecture, at the same time the Russian national school not to blame. Not surprisingly, in the world often interprets classic European models which suggest the influence of local national peculiarities.

Any modern interpretation depends on the skill of the architect. Obviously, this is not neo Baroque. This building is more than meets the beginning of 1930-ies, when there has been a transition from constructivism to the Soviet neo-classicism. It is known, Russian constructivism is more suited to a Bau house.

As a guide, an example of Constructivism, building of the Ministry of Railways in Moscow, architect. Ivan Fomin, 1929.

Yes I can do this, however I should have noted earlier that all projects from the citywalls.ru website are located in the Greater St. Petersburg vicinity.
