Bypass report: 11 months,1% work | Bus Transit Project On Slow Track,State Agencies Yet To Finalise Map

If its a project in Kolkata,delay is inevitable.The city with the dubious distinction of a near cent- percent time and cost over-run record is at it again with the first phase of the Bus Rapid Transit System (BRTS) project lagging way behind schedule. As per the original time-plan decided in January 2011,the first phase landfill to create a green verge and build service roads was to get over this December-end.But Hyderabad-based infrastructure development company IVRCL Ltd has only just begun the work.According to IVRCL officials,they have managed to complete just 10% of the job because the state agency overseeing the project failed to hand over crucial reports on time.Given that IVRCL is engaged for doing 10% of the BRTS project,only 1% of the work has been completed. We are yet to get the map detailing the alignment of the service roads.Without them,we cannot progress, said an IVRCL official.The agency entrusted with preparing the map has missed nearly a dozen deadlines.And there is still no telling how many more deadlines will be missed before IVRCL finally gets the map. According to project managers,the map for a length of 22.4 km (11.2 km on either side) should have been handed over along with the project contract so that the company could get cracking immediately.But with this blueprint nowhere in sight,IVRCL was left paying rentals for idle heavy machinery that were leased for the project.In monetary terms,IVRCL Ltd has been able to raise bills for only Rs 7 crore in a work order worth Rs 73-crore. By the time we decided to get started on the project without the map,the elections had arrived and there was no scope of progress.It was only in June,with the new government in place,that we could finally start.We scouted the entire length of EM Bypass to identify empty stretches and dumped earth there.But the actual work is building the service roads and that can only happen when the maps arrive, the official said. KMDA chief executive Vivek Bharadwaj acknowledged the undue delay in preparing the alignment map but assured his office was pursuing the matter vigorously.We have received the map of nearly 7.5 km and should get the rest by December.Thereafter,IVRCL can work full-steam, he said. Though IVRCL officials say they can complete the service roads in six months,there is yet another hurdle that could derail deadlines.And that is encroachment.Squatters need to be removed for the project to go ahead.It is KMDA that will have to tackle the encroachment issue and hand over land to us, the official said. The delayed first phase comprises just 10% of the Rs 273 crore BRTS project approved by the Centre under the Jawaharlal Nehru National Urban Renewal Mission scheme.Each flank of the Bypass will comprise 3.5 metre bus bays on either side of the central divider,10.5 metre differentiated lanes for other vehicles,21 metre green verge with the possibility of 3.5 metre cycle track running through it,5.8 metre service road and finally 2.5 metre footpath.When completed,the width of the Bypass will be nearly 90 metre,making it the widest urban road in the state. But that is still a long way off.Work orders for all the sections except the green verge and the service roads are yet to be given out.Tenders for flyovers at Ruby roundabout and VIP market (between Ruby Hospital and Paroma Island) and 28 culverts have not been invited yet.Given the current pace of work,the promised silken ride between Chingrihata and Garia Station Road is still a pipedream. Length of EM Bypass: 18 km (Ultadanga to Garia Station Road) Phase 1 of BRTS: 11.2 km (Chingrihata to Garia Station Road) Phase 1 project cost: 273 crore Width of each flank: 47 metre Components of each flank Bus bay: 3.5 metre Green verge: 21 metre Service road: 5.8 metre Lanes for other vehicles: 10.5 metre Cycle track: 3.5 metre Footpath: 2.5 metre Divider between bus bay and lanes for other vehicles: 0.2 metre To widen Bypass from 22-30 metre now to 90 metre,will require 5 lakh cubic metre earth,2 lakh cubic metre sand,2 lakh cubic metre stone chips and 500 tonne of bitumen

Never mind chief minister Mamata Banerjees repeated message to businessmen not to pay money to anyone,there is simply no escaping extortionists who are hand in glove with a section of politicians and police. For years,syndicates a glorified term for politically-backed strongmen who control supply of construction materials dictated terms to small-time builders.When New Town happened,the extortionists spread their tentacles and caught bigger fish like DLF and Sapoorji Palonji in their net.The only exception was prestigious government projects.Some had tried to enforce their diktat in the Golden Quadrilateral project but failed.That government projects would be outside their ambit of business was accepted as an unwritten norm. Not any longer.Extortionists operating along EM Bypass have threatened engineers of IVRCL Ltd,the Hyderabad-based construction firm that creates infrastructure across the country.The goons demand that they be allowed to supply all the earth,sand and stone chips for the Rs 272 crore Bypass makeover project under Jawaharlal Nehru National Urban Renewal Mission (JNNURM).Or there will be no work. IVRCL has been selected to widen the Bypass by dumping earth on either side and construct service roads from Chingrihata to Garia Station Road. Work progressed between Metropolitan Housing and the Ruby roundabout without much of a hurdle except for protests against farmland acquisition.But in the next stretch between Paroma Island and Ruby roundabout,a group of local strongmen blocked them and asked the company to suspend work till an agreement was signed. They insist that IVRCL would have to buy earth,sand and stonechips from them.The company tried desperately to get around the problem but did not find help from the government,say sources.The firm got in touch with a local politician to negotiate with the syndicate but after several rounds of negotiation,it was agreed that the material would be sourced from the strongarm syndicate. This was not the end.As work progressed,a second group of hooligans under another political leader muscled in,demanding that the firm enter into a similar agreement with them.This group operates between Kalikapur and Singha Bari near Metro Cash & Carry.In the next stretch between Singha Bari and Ajay Nagar,the company has run into a third syndicate that too enjoys political patronage.Members of these syndicates are loyal to both CPM and Trinamool Congress. There is still quite a bit to go till we reach Garia Station Road.We dont know yet how many more syndicates we will come up against, an official said. The company has to purchase 5 lakh cubic metres of earth,2 lakh cubic metres each of sand and stone chips and 500 tonnes of bitumen.According to the official,though the rates quoted by the local suppliers were a lot higher,they had to accept it to keep the project rolling.The only thing we have ensured is the quality of material.We have asked them to purchase it from our regular supplier and then charge a premium over it, he said.

Interim relief: Thorough repair with mastic asphalt coat

Finally,a ray of hope for the Eastern Metropolitan Bypass.One of the citys busiest arterial roads and also one of the worst,the Bypass is set to get its first thorough repair in a decade. Kolkata Metropolitan Development Authority (KMDA),the custodian of this vital link between north and south Kolkata,plans to call for tenders to do a mastic asphalt coating for the entire 18-km stretch of expressway.If the plans materialize,the ride along the Bypass could well become as smooth as the Red Road. Speaking to TOI,KMDA chief executive officer Vivek Bharadwaj said the agency was aware of the need to repair Bypass thoroughly.The EM Bypass is a major arterial road and has been in a poor condition for some time.Next month,we hope to call tenders to lay a mastic coating on the entire stretch.This will not only make the ride a smoother one but will also increase the longevity of the road, he said. Incidentally,the proposal to give the road a mastic coating was made earlier this year,but rejected when a section of officials in the KMDA felt the slick surface would make vehicles skid and trigger more accidents.It is another matter that potholes cause hundreds of accidents every year,many of them fatal.The damage caused to cars that ply along the Bypass would run into several crores. What took KMDA so long to find the obvious solution that has been implemented with success in the rest of the city is anyones guess.Not just city roads,even Park Circus connector that became a nightmare for motorists every monsoon,turned into a joyride after it was given a mastic makeover four to five years ago. But when it came to the Bypass,KMDA persistently refused to undertake a thorough repair.Instead,it just went in for patchwork to fill the gaping potholes after monsoon.The faulty bowl-shaped road surface between Rashbehari/Kasba connector (Ruby turnaround) and Chak Garia (Peerless Hospital ) turns Martian every monsoon as the entire asphalt is washed away and water stagnates in the middle and seeps through the surface.But no attempt was made to rectify the road. After taking charge as chief minister,Mamata Banerjee took a ride down the Bypass and called for immediate repairs.But KMDA managed to wriggle out,pointing to the lack of funds to carry out extensive repairs. In fact,senior officials at KMDA have over the past several years pointed to a mirage to justify the lack of action.For nearly five years now,there have been talks of a centrally-sponsored Bus Rapid Transit System (BRTS) project that would change the way Bypass looked and felt forever.Though the Union urban development ministry finally sanctioned the project a couple of years ago and work order for the first phase was issued this January,it is way behind schedule. With no one willing to hazard a risk on when the dream project will be completed,KMDA seems to have run out of option.Hence,the decision to finally take up the much-delayed repairs,said an urban development department source.

A bad utilisation of money right now. I would not suggest mastic asphalt right now as the GAria -Airport metro will follow the EM Bypass stretch till Chingrighata. Obviously, the road will be dug up and cordoned up for the construction of metro. It would be a bad utilisation of public money with no ultimate benefit. I would suggest that they thoroughly lay bitumen for now. Let the metro lay the viaduct, then they can lay mastic coat.

Good that videos dont come with stench. Otherwise the two sides of the bridge have become sanctuaries for blissful idiots urinating in public, even though there is a public toilet that is fully operational. Its really shocking to see the level of indifference of the KP cops (3 of them are usually there always in front of the SBI) with people (mostly the taxi drivers and the bus operators) committing the nuisance incessantly right infront of them. I think they are not even aware of the fact that this activity could be considered a nuisance.
