The State Government has prepared a Rs. 22,000-crore investment proposal to address infrastructure bottlenecks and traffic congestion in the central part of Bangalore. Twelve projects will be implemented for the purpose during the next three years (2009-12).

The State Government will involve the Bruhat Bangalore Mahanagara Palike (BBMP), the Bangalore Development Authority and private parties.

The draft plan envisages making 12 important traffic corridors signal-free over a distance of 122 km (Rs. 2,500 crore); widening, strengthening and asphalting arterial and sub-arterial roads in newly added zones of the BBMP (Rs. 2,350 crore); construction of elevated viaducts and other infrastructure (Rs. 2,178 crore); construction of railway overpasses and underpasses (Rs. 355 crore); and construction of elevated roads over storm-water drains from Double Road (K.H. Road) to Koramangala and from Rajiv Gandhi Circle near Seshadripuram to Mysore Road along the Koramangala valley (5 km) and the Vrishabhavathi valley (10 km) respectively (Rs. 900 crore).

Other projects: Other major projects are remodelling of storm-water drains in newly added areas of the BBMP (Rs. 6,600 crore); construction of 200 skywalks along the signal-free corridors (Rs. 600 crore); construction of 200 pedestrian subways using pre-cast RCC segments (Rs. 200 crore); construction of an elevated north-south corridor (Madivala to Hebbal) and an east corridor via Vellara junction to Whitefield (Rs. 3,000 crore); improvement of lakes and parks (Rs. 1,000 crore); development of existing markets and construction of new markets in newly added zones (Rs. 1300 crore); and cost of land acquisition for the infrastructure projects in case the Transferable Development Rights (TDR) scheme has to be scrapped (Rs. 1,000 crore).

Minister for Transport R. Ashok told presspersons here on Saturday that the signal-free corridors, 40 railway overpasses and underpasses, 123 lakes, 272 parks, five markets, 200 underpasses and skywalks each, and many other projects would be implemented on the public-private partnership (PPP) model.

The draft plan will be finalised in consultation with experts and the public in the coming days. It will be discussed with Chief Minister B.S. Yeddyurappa and placed before the State Cabinet for approval, the Minister said.

Resource mobilisation: Asked about the mobilisation of resources required for projects, he said
the BBMP would mobilise Rs. 5,700 crore and
the State Government and the BDA would contribute Rs. 2,000 crore each.
A sum of Rs. 2,000 crore would be sough from the Centre under the Jawaharlal Nehru National Urban Renewal Mission and
Rs. 8,300 crore raised from bonds and loans and Rs. 2,000 crore from the PPP.

The BBMP has collected Rs. 800 crore in property tax and Rs. 3,500 crore would be generated by implementing the Akrama-Sakrama scheme. There was no shortage of funds for implementing projects in Bangalore, Mr. Ashok said.

BBMP Commissioner Bharatlal Meena said the BBMP had initiated talks with the Housing and Urban Development Corporation (HUDCO) for a loan of up to Rs. 5,000 crore, for which the Government would provide guarantee.

He said these projects would not only beautify the City but also help maintain cleanliness. So far there had been no vision document for development of Bangalore. To a question on the relevance of magic boxes, he said work on such projects would be stopped soon.

BANGALORE: The Bruhat Bangalore Mahanagara Palike (BBMP) has embarked upon a project to widen a 12-km stretch of the Ring Road, from Unani Hospital on Magadi Road to Mysore Road Junction at Kengeri, to facilitate building a 150-ft mutation corridor to link the two State highways. The BBMP will soon issue notifications to purchase land for the project.

Residents and shop-owners on the Ring Road, who were surprised by the markings made on their building walls, are now under the imminent threat of being thrown out of their property. The former president of the then Rajarajeswari Nagar City Municipal Council, Hanumantharayappa, alleges that the decision to convert the 80-ft road into a mutation corridor was taken after the Bangalore Development Authority (BDA) issued the notification for widening 512 km of roads in the city in 2007.

According to a senior official of the BBMP — the licensing authority for acquiring property — those who stand to lose residential sites/buildings will be issued Transfer of Development Rights (TDR) which gives them saleable rights to property or property development in other parts of the city. If the TDR, which is voluntary, does not work, the official said that the BBMP would pay guidance value and acquire the property.

At present, a mutation corridor (Outer Ring Road) is under construction between Nayandahalli on Mysore Road up to Tumkur Road via Sumanahalli Junction on Magadi Road.

Another corridor linking Magadi Road and Mysore Road will be developed, according to the Disbursement of Traffic Management assessment done by the BDA.

However, N. Muninanjappa Reddy, president of the Kengeri Residents’ Welfare Association, said there were four parallel roads within a distance of one-and-half-km linking the highways. With the completion of the corridor, which passes through Sumanahalli and links Nayandahalli on Mysore Road, in a few months, there would hardly be any vehicular traffic on the other mutation corridor.

The former president of the then Kengeri Town Municipal Council, A. Manjunath, said that people had built complexes and houses on the many sites auctioned by the BDA. In fact, the site owners were waiting for the completion of construction of the existing 80-ft Ring Road along with storm-water drains, he added.

Three of the six proposed underpasses will be made signal free in the first phase. The Okalipuram underpass will be constructed in about eight months at a cost of Rs 10.5 crore.

The Vivekananda College underpass will be constructed at a cost of Rs 7.71 crore with the 10th Cross junction estimated at Rs 12.5 crore.

Present on the occasion, Congress leader D K Shivakumar, who parted nearly 3.5 acres of his land for the project, stated that the developmental work cut across party lines and is for a good cause in the long run.

As a bargain for parting with his land, the Bruhat Bangalore Mahanagara Palike (BBMP) will be constructing a pedestrian underpass and an overbridge for crossing the road in the vicinity where a complex constructed by Shivakumar has been approved.

Meanwhile, the BBMP will be propose an alternative road for public use from Magadi Road to Rajajinagar during the construction period.

Okalipuram bridge to bite dust

The flyover will be an extension of the Rajajinagar Signal Free Corridor proposed from Yeshwantpur to Okalipuram junction along Rajkumar Road and Vatal Nagaraj Road. The work on the corridor was inaugurated here on Wednesday.

"For the Rajajinagar signal-free corridor, the Okalipuram railway bridge has to be demolished. The new railway bridge will be built with a flyover below providing for free vehicular movement. At present, the road under the bridge is narrow and the space for vehicular movement is also less. Therefore, it has to be widened," said a senior BBMP official.

Earlier inaugurating the signal-free corridor works, Suresh Kumar, urban development minister, announced: "After a long wait, the Railways have given the green signal to go ahead with the flyover project. Both BBMP and railways will work together."

Studies have put the traffic density at Okalipuram junction at 9,000 passenger car units (pcu) per hour, most of which pass under the railway bridge as well.The traffic flow is expected to touch 15,000 pcu per hour by 2011.

The flyover project will, however, be taken up only after the completion of the work on the Rajajinagar signal-free corridor, which is the first of the 12 signal-free corridors proposed to be built in the city.

The Rajajinagar corridor comprises six underpasses at major junctions from Yeshwantpur to Okalipuram junction. "The underpasses will be constructed at a cost of Rs10.52crore and will be ready in eight months time. This project, which is a Deepavali gift to Bangalore West, will drastically cut down travel time," Suresh Kumar said and added that the project will come up in two phases: three underpasses will be built during each phase.

"In the first phase, we have started work on the Okalipuram junction underpass. We will then take up work at the Vivekananda junction and 10th cross," said another senior BBMP official. "We have called for tenders for the 11 other signal-free corridor projects as well," said the official.

The Rajajinagar signal-free corridor is located in the north-west quadrant of Bangalore and connects NH-4 on the Tumkur side with the city centre, covering the Government Soap Factory junction in Yeshwanthpur to Okalipuram junction in the city centre, along Dr Rajkumar Road and Vatal Nagaraj Road. The pre-cast grade separators will be set up at a total of eight junctions, out of which, six would have underpasses, while the other two would be set up at the Soap Factory junction, where the Namma Metro work is going on, and the Rajajinagar Entrance, which already has a flyover.

55 more underpasses, flyovers on cards

Even as the citizens’ outcry against the Tagore Circle underpass is falling on deaf ears, the City’s planners are gearing up to construct at least 55 more underpasses and flyovers. It is a moot point whether the public will be consulted before these projects are taken up.



Many of the projects are bound to resemble the flyover at Windsor Manor and the underpass a few yards away at the Cauvery theatre junction. The only difference would be that the BBMP is likely to reduce the usage of the controversial magic box or the pre-cast element technology to almost zero.
According to BBMP sources, the Palike has proposed to build at least 55 more underpasses and fly overs at many bottleneck areas of the City including Minerva Circle, Shoole Circle, Kasturba Road, Shivananda Circle and near Commercial street. “Already we have planned to have a steel bridge from Minerva Circle to Hudson Circle. Work would start soon at Vidyapeetha Circle where an underpass is coming up. At Shoolay Circle we may require one project.

As the Metro Rail project is underway, we do not want to add more to the chaotic traffic in the City by starting new infrastructure projects. First we would like to have a clear picture of Metro Rail to take further steps in this regard,” said a top BBMP official.

The total estimated cost of these works is Rs 189 crore. The break up is Rs 31 crore for the construction of flyover at Bhadrappa Extension along the ORR; Rs 15 crore for the construction of additional loop and improvement of junction at K R Puram flyover, Rs 36 crore for creation of facility for free turn towards Bellary Road for vehicles coming from Marathahalli and Rs 72 crore for the construction of grade separator at Nayandahalli at the junction of ORR and Mysore Road and Rs 35 crore for the construction of flyover at Nagavara junction.

The Authority also approved the tenders to take up junction improvement at Kadubeesanahally and Mahadevapura junctions at a cost of Rs 39 crore and Rs 36 crore respectively.

Its about 4.3 km long from Jalahalli cross (After Yeswantpur on the NH 4 Pune highway) to Nelamangala.

The NICE expressway touches Nelamangala and the Bangalore International Exhibition Centre (BIEC) is there. I had seen the construction of this elevated highway about an year back when I had been to BIEC. That time the pillars were u/c.

I am not sure about the carriageway width, some ealier reports say it is 6 lane.

Map of Bangalore's flyovers and underpasses

I have made a map of map of Bangalore's flyovers and underpasses using Google maps and Google earth (as I did for Delhi and Mumbai maps). I had no idea of Bangalore's roads before, the only things I knew were Hebbal interchange, NICE, BETL and that NH-4 and 7 pass through Bangalore. I just scanned whole of the city with Google earth to hunt for flyovers.

I might have missed some of them or some flyovers might have been built after Google earth images were taken. So you can help in adding the missed ones. I haven't included rail over bridges (ROBs) as the map is for grade separators only. However, I have added "flyover cum ROBs".

I have used red colour to mark flyovers and blue to mark underpasses. I have also prepared a spreadsheet listing all the grade separators.


Grade separators of Bangalore:

(actual map looks slightly better with better resolution. As of now it is not getting uploaded properly in imageshack. I will replace it once it gets uploaded)

There are two flyovers under construction and are half way through - one at HSR Layout, Sarjapur Road, Ring road junction and the other at Ring Road + Sarjapur Road junction. I dont know the location names. Bellandur flyover is showing signs of construction about to start.

HSR layout flyover at the other end of lake which connects hsr bda complex road & koramangala is also set to start.

The ugly downside of the beautiful Hebbal flyover, that is the traffic pile-up below it, is all set to be a thing of the past! Reason:

The Bangalore Development Authority (BDA) has decided to decongest traffic below the flyover by constructing two underpasses at a cost of Rs 20 crore.

When this happens, vehicles going towards BEL circle from Yelahanka and those heading towards Yelahanka from KR Puram will have a smooth ride. The move, which was recently approved by BDA’s technical advisory committee, will not only ease traffic flow but also give a facelift to the six-year-old flyover.

CHEAPER SOLUTION

The BDA had earlier thought of decongesting traffic below the flyover by constructing two loops. But the idea was spiked by technical advisory committee members including professors from Indian Institute of Science (IISc) like Dr C S Vishwanth and Prof. BR Srinivas Murthy on grounds of practicality. Instead, the idea of underpasses was mooted.

Explaining the present situation, a BDA official said: “Motorists coming from Kalyanagar-KR Puram on the Outer Ring Road have to take right turn at the flyover towards Yelahanka. While motorists coming from Yelahanka and moving towards BEL Circle also have to take the right turn. This forced the cops to install a traffic signal below the flyover, forcing motorists to wait for the green signal. During peak hours, it resulted in traffic snarls. We wanted to overcome the problem by constructing two additional elevated loops to the flyover at a cost of Rs 33 crore. But since the idea was shot down, the BDA has decided to go for underpasses. Compared to loops, the underpasses work out cheaper.”

BDA Commissioner H Siddaiah told Bangalore Mirror: “The passenger car unit (PCU) on Hebbal flyover is more than 10,000 per hour.

Motorists have to wait for a long time at signals. But the underpasses will make the junction a signal-free one.”

AESTHETIC CONCERNS

BDA engineer Srinivasa said: “The loops might have created some problems and could have also spoilt the look of Hebbal flyover. We don’t want to spoil the structure of flyover and we will be going by the suggestions of technical committee members.”

Hebbal flyover connects the Outer Ring Road and Bellary Road. The flyover spanning a length of 6.25 kilometres over five loops combined was the longest flyover in the country when it commissioned in 2003. This was the first flyover in south India to sport interchange at five levels, and also it was the first flyover in the city with vehicle-activated sensor signalling system and two bus bays.

Traffic on the flyover and below it increased after the Bangalore International Airport became operational. BDA officials maintain that the underpasses will be completed in a year’s time. Till then, we want the motorists to cooperate with us, a BDA official added.
