Prasarana wins Makkah metro consultancy contract
28 Nov 2014

SAUDI ARABIA: Metro project promoter Makkah Mass Rail Transit Co has selected Kuala Lumpur transport agency Prasarana to provide consultancy services during Phase 1 of the Makkah Public Transport Programme. Phase 1 covers the construction of two metro lines totalling 45·1 km and 22 stations, with commissioning scheduled by 2019.

Prasarana beat rival bids from Turkey, Korea and elsewhere to win the consultancy contract, which is worth 9m ringgit and runs from 30 months from December 2014. The Malaysian firm will conduct preliminary and detailed design reviews for MMRTC, and develop operations and maintenance specifications and service agreements for the appointment of the future operating contractor. Prasarana said the expertise required to deliver the consultancy services would be ‘tapped in-house and none will be outsourced.’

Saudi Arabia encourages localisation for rail suppliers
Monday, July 06, 2015

THE Saudi Arabian General Investment Authority (Sagia) and the metro authorities from the cities of Jeddah and Mecca are in the final stages of producing a joint request for proposals (RFP) for the Mecca and Jeddah metro projects

Sagia says the aim of the joint RFP is to create a critical mass of demand and volume that will encourage international companies to localise operations in Saudi Arabia, which will help to meet localisation targets. For example, the Jeddah metro project and Mecca stages two, three and four will require a combined 600-1000 metro cars while a "common envelope" is currently under development which will standardise specifications for the "essential" parts used in rolling stock and systems across Saudi Arabia

No, we execute any infidel that attempt to step foot in our holy train

but if your question is serious, I honestly don't know. It looks like this metro mostly serves the holy mosque/holy sites and not the city, so I don't think non-muslims can use it.

I've posted a proposed flat answer myself six years ago which has never been confirmed by anyone who might have a more intimate knowledge of the subject. How about parts of lines that are outside the city borders, for example, if there are any?

Is was expecting utter madness because of the enormous amount of people coming to that city, but it seems quite doable. As long as you're not an idiot who takes a car through the middle of the city at least.
