Wow, the crown on this building is fantastic! I love how it gradually extends from the top 1/3 of the structure.

I was wondering the same thing. I suppose buildings aren't officially under construction till the crane goes up. Look what happened to 1 Bloor East. What's the simplified sequence of events? Site clearing, digging, pouring of foundation, then crane erection, or are the last 2 the other way around?

They're still preparing the construction site. So it stays in the proposed section until it's U/C.

The questioned remains at what point is a building deemed under construction? When the crane goes up, when the foundation is poured, or some other juncture?

I hate to traffic in rumours, but there was talk recently of a height increase to somewhere around 290 metres. It sounded like credible hearsay, but hearsay nonetheless. I don't remember where this was posted or I would link it.
