Can they still pour the concrete and start building the core over the winter months? Doesn't concrete need a certain temperature range to settle?

They can add anti-freezing liquid into the mix and/or heat the concrete during early period of hardening

Do construction crews typically do that though? It sounds a lot of work and extra costs.
