बदरपुर से आगरा तक राष्ट्रीय राजमार्ग नंबर दो को चार से छह लेन में तबदील करने का काम अभी तक शुरू नहीं हो पाया है। भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (एनएचएआई) ने छह माह पहले रिलायंस इंफ्रास्ट्रक्चर को यह काम सौंपा था। ऐसे में राष्ट्रीय राजमार्ग दो से गुजरने वाले लोगों को अब भी भारी जाम का सामना करना पड़ रहा है।

रिलायंस इंफ्रास्ट्रक्चर कंपनी को ठेका दिए जाने के समय अधिकारियों का दावा था कि ठेका मिलने के तीन महीने के बाद इसका कार्य शुरू कर दिया जाएगा लेकिन अब तक ऐसा नहीं हुआ है। अधिकारियों का यह भी कहना था कि योजना बड़ी होने के कारण फरीदाबाद से लेकर आगरा तक करीब छह टीमें बनाई जाएंगी, जिन्हें अलग अलग क्षेत्र दिया जाएगा। इससे फरीदाबाद से लेकर आगरा तक सभी इलाकों में साथ साथ काम चलता रहेगा। अधिकारियों की टीमें तो बंट गई लेकिन कार्य अब तक शुरू नहीं हुआ। हालांकि एनएचएआई के अधिकारियों का कहना है कि निर्माण कार्य शुरू करने की तैयारियां अंतिम चरण में है। किसी भी समय बदरपुर से निर्माण कार्य शुरू किया जा सकता है।

बता दें कि इस योजना के अंतर्गत मथुरा रोड स्थित क्राउन इंटीरियर माल से लेकर आगरा के सिकंदरा राव तक राष्ट्रीय राजमार्ग दो को चार से छह लेन का किया जाना है। फिलहाल राष्ट्रीय राजमार्ग के एक लेन की चौड़ाई करीब 8.5 मीटर है जो चौड़ा होने के बाद करीब 13 मीटर हो जाएगी। इसके अलावा इस योजना के अंतर्गत फरीदाबाद में सात मुख्य चौराहों पर फ्लाईओवर बनाए जाएंगे। आगरा तक करीब 25 फ्लाईओवर, वाहनों के लिए 32 अंडरपास व पैदल यात्रियों के 61 अंडरपास भी बनाए जाने की योजना है।

Haryana Not To Penalize Developer Though Provision Exists

New Delhi: Already delayed by more than 20 months,the completion of KMP Expressway aimed at decongesting Delhi roads is likely to get delayed further beyond the revised deadline of November 2011.Top Haryana officials said with nearly 65% of the work completed so far on the 135km stretch,it will take at least one more year for the expressway to become completely operational.
The first stretch between Palwal and Manesar,which is about 40% of the corridor,is scheduled to be opened by April-end.Sources said the state has also got an affidavit from the private developer,KMP Expressway,a subsidiary of DSC Ltd,to meet the deadline.However,there are chances that the opening of the stretch might get delayed by a fortnight.The concession agreement allows the developer to charge toll tax on the stretch that will be opened for traffic.A senior HSIIDC official said though the agreement has a provision for levying a minor penalty on the developer for the delay,they are not raising the issue right now.
Since this is a BOT (toll) road project,the developer has arranged for loan from financial institutions.They have released about Rs 800 crore so far and another Rs 300 crore is likely to be released.So,at this crucial stage we dont want to stir a controversy.We want the project to be completed as its a prestigious project for us, he added.
The developer claimed that the delay has been due to late approval for designs of railway overbridges (ROBs) and grade separators and also because of land acquisition.Corroborating this claim,a top HSIIDC official said the designs of two major inter-changes at NH-1 and NH-10 were changed.He said since there were many agencies involved in getting clearances,there was an inordinate delay in getting the goahead for the project.
This is the reason why we are not raising the penalty issue.The developer got the entire land only a few days ago.Shifting of fuel supply lines by PSUs crossing the stretch have also caused the delay, the HSIIDC official said.
Sources said when the project was awarded to the developer the state had acquired only 15% of the land required for the project.The government should have acquired the land before awarding the project and the plans for structures should have been moved to the competent authorities for their approval for timely completion, said an official.
The other half of the Ring Expressway around Delhi Kundli-Ghaziabad-Palwal (KGP) is yet to be awarded to a developer.NHAI sources said the bidding process has started and the 135km toll road is likely to be awarded by this June.

बता दें कि राष्ट्रीय राजमार्ग दो को छह लेन करने की परियोजना के तहत फरीदाबाद जिले में कुल 6 फ्लाईओवरों का निर्माण किया जाना है। एनएचपीसी चौक, बड़खल चौक, ओल्ड फरीदाबाद, अजरौंदा चौक, बाटा चौक और बल्लभगढ़ में इनका निर्माण किया जाएगा। फ्लाईओवरों के पिलरों की क्षमता जानने के लिए मिट्टी परीक्षण का कार्य किया जा रहा है। मिट्टी के नमूने एकत्रित करने के बाद इन्हें जांच के लिए दिल्ली की एक प्रयोगशाला में भेजा जाएगा।

करीब 179.50 किलोमीटर तक राष्ट्रीय राजमार्ग दो को चार लेन से छह लेन का किया जाना है। रिलायंस इंफ्रास्ट्रक्चर कंपनी बीओटी के आधार पर इसे तैयार करेगी। इस पूरी योजना पर 2157.70 करोड़ खर्च किए जाएंगे। इस योजना के पूरा होने के बाद वाहन 100 किलोमीटर प्रति घंटे की रफ्तार से चल सकेंगे। योजना में 17 फ्लाईओवर, 32 अंडरपास वाहनों के लिए, 61 अंडरपास पैदल यात्रियों के लिए बनाए जाएंगे। इसके अंतर्गत करीब 280 हेक्टेयर भूमि अधिग्रहीत की जाएगी। एनएचएआई के अधिकारियों को उम्मीद है हरियाणा सरकार जल्द भूमि अधिग्रहण के लिए मुआवजे की राशि घोषित करेगी। इसके बाद जमीन का कब्जा लेना शुरू किया जाएगा। मिट्टी परीक्षण का कार्य कर रही कंपनी बालाजी कंसलटेंट के सुपरवाइजर नारायण प्रसाद ने बताया कि अब तक विभिन्न स्थानों से करीब 10 नमूने एकत्रित किए जा चुके हैं। फिलहाल बड़खल, अजरौंदा और पलवल के पास मिट्टी परीक्षण का कार्य चल रहा है।

reserve price by HUDA was 57 crores and time frame was 12 months

interstingly the lowest bidder quoted 44 crores

im guessing this would be like greater noida expway i.e all on surface , no flyovers or elevated structures like DND/DGE hence the price stated is so low

btw how would the traffic on either side of NPR cross ?? is there any underpass on greater noida expway for traffic to cross??

Around 4-5 flyovers are there on that expressway.

हरियाणा अर्बन डिवेलपमेंट अथॉरिटी (हूडा) की ओर से नॉर्दर्न पेरिफेरल रोड का निर्माण अगले महीने से शुरू कर दिया जाएगा। मंगलवार को एनपीआर की फाइनैंशल बिड खोली गई। संयुक्त रूप से इंडिया बुल और डीएसआर कंस्ट्रक्शन प्राइवेट लिमिटेड को इसका ठेका दिया गया है। जल्द ही इन कंपनियों को अलॉटमेंट लेटर दिया जाएगा। 18 महीने के अंदर रोड का निर्माण करना होगा। रोड की कुल लंबाई 18 किमी है, जिसमें से 5.5 किलोमीटर का मामला अदालत में विचाराधीन है। इसके चलते 12.5 किलोमीटर रोड के निर्माण को लेकर आवेदन आमंत्रित किए गए थे। इसकी आरक्षित कीमत 57 करोड़ रुपये रखी गई थी। एनपीआर का निर्माण करने को लेकर इंडिया बुल व डीएसआर कंस्ट्रक्शन प्राइवेट लिमिटेड ने 44 करोड़, गावर्स कंस्ट्रक्शन लिमिटेड ने 47 करोड़ एवं केसीसी वेल्ड कोन लिमिटेड व महाशिव प्रमोटर लिमिटेड ने 51 करोड़ रुपये का टेंडर भरा गया था।
150 मीटर चौड़ी इस रोड के एक तरफ बीआरटी कॉरिडोर बनेगा, जबकि दूसरी तरफ से मेट्रो गुजरेगी। 12.5 मीटर चौड़ी रोड बनाई जाएगी। इसके बीच मंे 10 मीटर की सेंटल वर्ज का निर्माण भी किया जाएगा। गौरतलब है कि द्वारका से खेड़कीदौला के समीप एनएच-8 को नॉर्दर्न पेरिफेरल रोड जोड़ेगी। इस रोड का डिजाइन मेसर्स दिल्ली इंटिग्रेटिड मल्टी मॉडल ट्रांजिट सिस्टम लिमिटेड की ओर से तैयार किया गया है। हूडा के डिविजन नंबर 2 के इग्जेक्युटिव इंजीनियर ए. के. मग्गू ने बताया कि मंगलवार को एनपीआर की फाइनैंशल बिड खोली गई। इसमें सबसे कम रेट 44 करोड़ रुपये इंडिया बुल व डीएसआर कंस्ट्रक्शन प्राइवेट लिमिटेड की ओर से भरा गया था, जिसके चलते उसे जल्द निर्माण को लेकर अलॉटमेंट लेटर दे दिया जाएगा।

GURGAON: The real estate wing of Indiabulls will begin work on the Northern Peripheral Road (NPR) within the next two days. HUDA sources said that representatives of the firm have pledged to start the project work this week itself.

The HUDA had floated tenders for the construction of the mega project early this year and last month after opening of the bids the contract was given to Indiabulls. As per the contract clause, the firm has to complete construction work within twelve months. The NPR project has eight lanes spread across a 150 metre-wide road which will connect Dwarka to NH 8 Gurgaon at Kherkidhaula crossing. All the design specifications have been given to the firm and the work will start soon as per the contract. Once completed it will be truly a futuristic road, said Superintendent Engineer, Pankaj Kumra, HUDA

The success of this project will go a long way to improve road infrastructure in the city. The project also has futuristic elements which the roads in Gurgaon lack at present. In several sections, the NPR will have provisions for the Bus Rapid Transit ( BRT) corridor to ensure the smooth flow of traffic. The HUDA had also incorporated the Foot Over Bridge ( FOB) in the entire stretch of the NPR. In addition to these, sufficient land on each of the project is been kept vacant to provide metro corridor along the NPR project.

The NPR project has been mired in controversy including litigation brought on by residents whose land falls along the course of the road. The HUDA meanwhile is doing the spadework for the project

अगले 1 महीने में एक्सप्रेस-वे और हाइवे की तस्वीर बदल जाएगी। एक्सप्रेस-वे पर एंट्री और एग्जिट पॉइंट्स को 4 लेन करने, हर वीइकल के लिए अलग लेन बनाने जैसी कई प्लान तैयार कर लिए गए हैं। करीब 750 करोड़ की लागत से बने एक्सप्रेस-वे पर कई समस्याएं हैं जिसके खिलाफ समय-समय पर आवाज उठती रहती है। इसे देखते हुए एनएचएआई के चेयरमैन और ट्रांसपोर्ट सेक्रेट्री आर. एस. गुजराल ने एक मीटिंग बुलाई। मीटिंग में एक्सप्रेस-वे पर मौजूद समस्याओं को 1 महीने के अंदर दुरुस्त करने के आदेश दिए गए हैं। मीटिंग में एनएचएआई के अधिकारियों के अलावा, एक्सप्रेस निर्माता कंपनी, गुड़गांव पुलिस, हूडा, नगर निगम सहित दूसरे विभाग के अधिकारियों ने भाग लिया। इसमें मीटिंग में कई फैसले लिए गए। इन कामों पर होगा अमल -सिरहौल टोल गेट से खेड़कीदौला टोल गेट तक एग्जिट और एंट्री पॉइंट्स 4 लेन होंगी।

- एक्सप्रेस-वे पर एंबियंस मॉल से इफको चौक के बीच एग्जिट पॉइंट बनाया जाएगा।
- टू वीलर, थ्री वीलर, कार, ट्रक और हैवी वीइकल के लिए अलग से लेन तय होगी।

-हाइवे पर हर चौक चौराहे पर रेड लाइट और जेब्रा क्रॉसिंग बनाई जाएंगी।

-हर एग्जिट और एंट्री पॉइंट और हाइवे के चौक चौराहों पर साइनेज बोर्ड लगाए जाएंगे।

- टोल गेट पर मौजूदा वक्त में 32 गेट हैं। इनकी संख्या बढ़ाई जाएगी। कंपनी को आदेश दे दिया गया है।

बस , ऑटो और मैक्सी कैब के लिए बनेंगे स्टैंड
हाइवे से गंतव्य को जाने के लिए बस , ऑटो और मैक्सी कैब पकड़ने वालों को इधर - उधर नहीं भटकना पड़ेगा। हाइवे के हर चौक चौराहों पर बस , ऑटो और मैक्सी कैब के लिए स्टैंड बनाए जाएंगे। इसके लिए एनएचएआई चेयरमैन ने संबंधित अधिकारियों को आदेश दे दिए हैं। जाम लगने पर टोल गेट खुलवाएगी पुलिस
एक्सप्रेस - वे के टोल गेट पर जाम लगने पर पुलिस गेट खुलवा देगी। नियमानुसार , अगर 7 मिनट तक गेट पर जाम लगता है तो टोल गेट खुलवा देना चाहिए। लेकिन टोल वसूलने वाली कंपनी वाहन चालकों को घंटों खड़ा रखती है और टोल वसूलने के बाद ही गेट खोला जाता है। ऐसे में अब जाम लगने की स्थिति में पुलिस गेट खुलवाएगी।

5 फुट ओवरब्रिज और 1 फ्लाइओवर बनेगा
एक्सप्रेस - वे पर 5 नए फुट ओवरब्रिज बनाए जाएंगे। यह फुट ओवरब्रिज हीरो होंडा चौक , नाहरपुर रूपा , खेड़कीदौला , सिधरावली और मानेसर के पास फुट ओवरब्रिज बनाए जाएंगे। फिलहाल एक्सप्रेस - वे पर 3 फुट ओवरब्रिज हैं। इसके अलावा हाइवे पर पड़ने वाले स्लीप रोड भी चौड़ी की जाएंगी। साथ ही गुड़गांव के इंडस्ट्री हब मानेसर चौक के पास फ्लाइओवर बनाने का भी प्लान है। एनएचएआई ने इस प्लान पर जल्द ही काम शुरू करने की बात कही है।

खेड़कीदौला टोल गेट हटाने की मांग
पुलिस प्रशासन ने एनएचएआई के चेयरमैन से मांग की कि एक्सप्रेस - वे पर खेड़कीदौला टोल गेट को हटा दिया जाए। इस गेट के चलते मानेसर जाने वाले वाहन चालकों की जेब पर बोझ पड़ता है। सिर्फ 12 किलोमीटर में 2 बार टोल देना पड़ता है। इस बात का कई बार विरोध हो चुका है। इसके अलावा पुलिस ने उद्योग विहार से एक्सप्रेस - वे पर सिरहौल टोल गेट पर खुलने वाले रास्ते को खोलने की वकालत की है। एनएचएआई ने दोनों मांगों पर विचार करने का भरोसा दिलाया।


एनएचएआई अगले एक महीने में एक्सप्रेस - वे और हाइवे पर आ रही अधिकतर दिक्कतों को दुरुस्त करने जा रही है। एनएचएआई के चेयरमैन की ओर से इस बारे में संबंधित अधिकारियों को आदेश दिए गए हैं। इसके अलावा खेड़कीदौला टोल गेट हटाने और उद्योग विहार से एक्सप्रेस - वे पर रास्ता खोलने की मांग गुड़गांव प्रशासन की ओर से की गई।
