I often saw stose signs with mass hours. Are they more common in certain regions or is it just something that every village and town does?

In Latvia there are quite many city and even town entrances with sculpture like signs.
The name and coat of arms is a fairly often combination.
For example - in Ogre:

The city of Daugavpils has at least 3 different entrances:

While the capital city of Rīga has the same type of entrances on all major roads leading into the city. Those are probably the most famous letters in all the country:

Even the village Nākotne (Future) has it's own entrance letters so that you would know when you are entering the Future.

But of course none of the sculptures have any effect on the motorists. There is always the actual city limit sign nearby. And there are probably More towns with only the plain black of white signs...

Soviet heritage. I've seen similar sculpture-signs in Romania.

The old, Soviet-style decorative entrance sign for Tallinn:

The newer-style decorative entrance sign:

Both images are from Google Street View.

Village of Cerbaiola in San Marino. "Castello" is the regional administrative unit of the country.
This is right after the Italian border, so the country name is also signed.

Pic taken in September 2014.

The USA and the former Soviet countries have the most artistic city signs.

Another one from San Marino - Ventoso on the northern edge of the country.
This sign is 100 mts after the border, coming from Italy.
