As I said, I think the bigger issue for Russia might be that all its other stadia are relatively small. South Africa had four stadia of 60K or more. Spain / Portugal will have five or six such stadia. England will have four or five.

The Russian bid complies perfectly mate.There is no problem with the final venue also hosting a(1 only) semi final
The capacity required for the 3rd place match is far lower btw-its always a match that FIFA struggles a little to sell

Why and where are rules for this? I think semi-final on 90K stadium is better than on 60-70K.

Exactly. If fifa don't like the idea but do want Russia they'll choose this bid and then discuss the stadium plans.

The FA has been suspended because of the government's interference (i.e. FIFA's actions are aimed at the Nigerian government, not its FA). So Dr Adamu still has his vote. Infact, part of the reason FIFA has suspended Nigeria is because of their treatment of Dr Adamu, which wouldn't have gone down well with the other execs...
