its no longer up visayas cebu college ang pangalan niya. kuan na gyud iyang pangalan up cebu srp campus. in the process naman sila for autonomy in 5 to 7 years igo pud mahuman ilang bag-ong campus ug ilang mga projects sa lahug campus. under the direct supervision na sila karon sa university of the philippine president sa diliman. so ipa usab ang pangalan sa mods.

Then, here comes UP-Cebu, slowly detaching itself from UP-Visayas.

New UP president breaks ground for SRP campus

A new campus of the University of the Philippines will rise in a five hectare lot of Cebu City’s South Road Properties.

Ground breaking rites were held yesterday at the site with the new UP System president Alfredo Pascual calling for support behind “the remaking of UP as a great university”.

The UP Cebu Professional Schools will be designed as “green building” that incorporates concepts like efficient day lighting, passive ventilation and rainwater harvesting for a “healthier, more environmentally sustainable architecture that respects our precious resources,” said Pascual, quoting Carnegie Foundation president Ernest Boyer.

The extension campus will offer courses in computer education, research and extension as well as business management and continuing professional education.

Pascual, in investiture rites at the main UP Cebu campus in barangay Lahug, thanked the Cebu city government, through efforts of Rep. Tomas Osmeña, for providing 51,372 square meters of SRP land during his term as city mayor for the campus.

Pascual also thanked Sen. Serge Osmeña for allocating P30 million from his Priority Development Assistance Fund for construction of the building with more funds to be mobilized from other senators.

Cebuano architect Christopher Espina told Cebu Daily News the three-story structure will include academic offices, classrooms and space for business process outsourcing companies and restaurants similar to the the UP Ayala Techno Hub in Quezon City.

Bidding will be open to contractors and the building plan will be submitted to the Cebu City Office of the Building Official this month, Espina said.

If the plan is approved, construction can begin in November.

Meanwhile, several UP Cebu students joined the whole UP System in protesting the cut in the national budget for state universities and colleges (SUCs).

Liezyl Anne Gomez, chairperson of the UP Cebu Student Council, said the plan of the Aquino administration to reduce the budget for SUCs may compel school officials to increase tuition and other fees. From P200 per unit, she said, UP Cebu students are now paying P1,000 per unit.

Students lit candles at the UP Oblation square and as part of yesterday’s protests.

Carlo Cabatingan of the Union of Progressive Students said they could not join the UP system-wide walkout from classes since many students attended Pascual’s investiture rites and groundbreaking at the SRP.

After UP Cebu in SRP is done. I MIGHT reconsider my options. I'll be choosing either to continue with Law in San Carlos or transfer to UP. Libog na nea. I'm talking AB POSC in USC so perhaps I may want to go to UP for my Law course after I graduate.

The groundbreaking ceremony was part of UP Cebu’s first year anniversary celebration as an autonomous college.

UP President Alfredo Pascual believes that the UP Professional School Cebu will be a “good catalyst” for the development of the SRP.

“I foresee that UP will be able to attract locators in this big area. UP will play a catalystic role in the sense that we will provide the initial development,” he said.

Pascual said the graduate school at the SRP is the first in the region and the second in the whole country.

The first professional school of UP, he said, is in Fort Bonifacio in Taguig, Metro Manila that houses the college of law, college of engineering, college of business administration, school of statistics, and the UP open university.

PROGRAMS

Acting Dean of UP Cebu Dr. Ritchelita Galapate said the graduate school at the SRP will offer a master’s degree in business administration and continuing education in the English language, among others.

Galapate also said it will house the UP Innovation Center for technology businesses, which will promote programs in computational science, including computer software, informatics, product design, packaging, communications design, management sciences, mathematics and the arts and humanities for the Visayan and the Asean Region.

Asked what took them so long to build the school, Pascual cited funding constraints.

“The funding was an issue,” he told Sun.Star Cebu yesterday.

Pascual said it was just only last year that UP decided to allocate funds that totaled P30 million for the implementation of the project.

Aside from the budget that UP has set aside, Pascual disclosed that Sen. Serge Osmeña III has appropriated P30 million from his Priority Development Assistance Fund for the project.

ADDITIONAL FUNDING

“He (Osmeña) said he will help us get additional funding, particularly for the construction of the buildings,” he added.

The UP Professional School Cebu will have three buildings that include the academic building, which will cost P100 million, Pascual said.
The costs of the other structures have yet to be determined.

Pascual said they are targeting to finish the academic building early next year, while the remaining buildings will be built in the next three years.

In March 2009, the City Government, through then mayor now Rep. Tomas Osmeña (Cebu City, south district), donated the five-hectare SRP lot to UP.

As stated in the deed of donation, UP is required to develop the donated property into a graduate school within three years.

up cebu lahug and srp campuses are no longer part of up visayas but under the tutelage of up president until if becomes fully autonomous in 5 years time.

Kudos to the architects, it looks great! Definitely a design UP can be proud of. Just hope the color choices they make wont mess it up, and also hope they don't change it structure-wise
