Sorry, I know that is from some months ago but...

That's because the "SIRAT" system. Metro de Madrid is based on frecuency instead of a timetable, thats because they think (i don't agree) that people prefers to wait inside the train instead of wait on the platform.

The SIRAT system makes the trains to reach the stations almost exactly x mins after the previous train left it controlling their speed and waiting time on the stations.

When a train gets delayed (a failure, a traffic jam in the tunnel, a crowded platform or a driver stopping&opening doors for a running passenger for example), the SIRAT system may increase the speed of that train (if possible) and will delay deliberately the next (and previous?) trains in the way less noticeable possible (30/60 secs per station) to maintain the lapse between trains.

That may be nice in lines with a lapse greater than 5 mins (or more), but not for high frecuency ones (in my opinion) because the delays are frecuent on rush hour (because a train never leave a station if there are people who wants to enter, and sometimes, there are trains waiting for the next train to leave the next section) and this can make your travel noticeable longer (maybe up to 10 mins if it's a long trip?) because that may produce a chain reaction.

Other problem is when trains are taken out of service after rush hour and some trains are delayed to reach the new frecuency.

Any news on when Line 9 extension to Mirasierra will be done? What about the Cercanias station there?

I know this isn't technically metro, but are there plans to build a Cercanias station at Moncloa?

Yes there are plans to build a Cercanias station at moncloa in a new line to Majadahonda. Moncloa will connect with the future statión of Alonso Martinez. You can see the complete plan here:
