Are the provisions for Crossrail 2 at Tottenham Court Road Station being implemented now, so that the existing Underground-Crossrail 1 complex is unaffected when the area gets closed down for the construction of Crosrail 2 station?

Yes. And will no doubt be a major money spinner for TfL who will rent it out to film crews as a location for gritty crime dramas.

Even just an orange strip would help immeasurably. Or better yet, get the local kids to offer artwork.
