New Home for Revenue, Customs Authority

Authority moves into its own buildings to save millions in rental expenses


The Ethiopian Revenue and Customs Authority’s (ERCA) head office is moving in two months from the rented building at Beklo Bet in the Kirkos District to its new facilities around Meganegna in the Bole District.

The new facilities involve four blocks of six-storey buildings whose construction is undertaken by the Ministry of Works and Urban Development (MoWUD), which is in charge of all government construction.

The facilities were built at a cost of 27 million Br on a 10,000sqm plot across the street from the Addis Abeba Transport Branch Office at Meganegna on Equatorial Guinea Street. The ministry recruited Emnete Endeshaw Construction Company to carry out the construction, with MH Engineering responsible for its supervision and quality control.

The construction of two buildings has already been completed, while that of another two is yet to begin. ERCA’s 220 employees at the Eastern Addis Abeba Branch Office, Kokeb Building at Mexico Square, all moved in by mid-January, which saved the authority 1.6 million Br in rental expenses, Asfawesen Alene, manager of the Branch Office, told Fortune.

The head office employees who had been based at the Beklo Bet Building, along Sierra Leone Street, at the Ethiopian Chamber of Commerce and Sectoral Association (ECCSA) Building at Mexico Square, and the Law Enforcement Directorate, at the old ERCA office near Ethiopia Hotel, will also be moving. They will be moving to the new building.

The Large Taxpayers and Western Addis Abeba branch offices, which had occupied five floors of the ECCSA building, will move to the Beklo Bet building, which is owned by the Authority itself.

The two new buildings took 22 months to complete, four months longer than the scheduled period because of the high cost of construction materials, according to Hailemeskel Tefera, manager of Government Office Construction Project at MoWUD.

The information and communications technology network for the two blocks have been installed by Pronet International Services Plc.

The new buildings can accommodate 300 to 400 employees each. The construction of the remaining two blocks, which will be the same as the first two, will begin in 2010/11, Hailemeskel said.

The new buildings will not only help the authority save money but also provide enough parking space for visitors to the authority, Ephrem Mekonnen, director of the Corporate Communications Directorate at the ERCA, told Fortune. There is parking space for more than 100 cars.

The new structures will also enable it to provide its services to customers with the “one stop shop” concept, according to Ephrem.

The construction is undertaken by MoWUD as a turnkey project. The ministry is also constructing new premises for the ministries of Justice, Foreign Affairs, Agriculture and Rural Development. The construction of the Ministry of Health Building has already been completed.

There was a design and story about Ministry of Foreign Affairs new building somewhere online not long ago. I cant seem to find it anymore though.

If someone can find it, please post it
