Hoan Kiem lake is a very sensitive location for Hanoi, and we should not permit any high-rise buildings in that area.

Conflicting opinions are surfacing after Hanoi authorities allowed a feasibility study on the construction of a commercial complex next to the iconic Hoan Kiem lake. Late last month, the Hanoi People’s Committee agreed in principle to permit Vietnam Power Equipment Corporation to make studies and set up a trading centre, office and hotel complex at 27-29 Ly Thai To street.

The project will cover 9,934 square metres next to the Hanoi People’s Committee building. Architect Hoang Dao Kinh, deputy chairman of the Vietnam Architect Association, said a high-rise building could not be built in that area. “Hoan Kiem lake is a very sensitive location for Hanoi, and we should not permit any high-rise buildings in that area,” Kinh said.

He said Hanoi People’s Committee should keep in mind that all potential projects have been turned down in the area. “One outstanding example is Electricity of Vietnam’s trading and office centre project, which was planned to be built next to this site some years ago and was refused by the government,” Kinh said.

Two years ago, the Electricty of Vietnam submitted a plan to build a high-rise building near this site. However, the project received objections from Hanoians, historical researchers and architects, all of whom were worried that the project would destroy the scenic landscape around Hoan Kiem lake.

“Can you imagine what Hoan Kiem lake would look like if high-rise buildings were built around it? It would become a pond,” Kinh said. Moreover, 70-year-old Hanoian Nguyen Manh Trung said that with the high density population in the city’s centre, trading floors and high-rise complexes should not be built.

“I think the [Hanoi People’s] Committee must ask investors to set up trading centres in other new residential areas, which can serve the local community and decentralise population and traffic congestion,” Trung said.

“The area around Hoan Kiem lake is an ancient architecture group which is considered the cultural and historical centre of Hanoi, with ancient streets, ancient houses and French-style architecture. These should be preserved not paved over for new developments,” Trung added.

A Vietnamese human rights lawyer has been released from prison after serving a three-year sentence for advocating for a multiparty government in Internet posts. Le Thi Cong Nhan was released Saturday from Prison Number 5 in northern Thanh Hoa province and was escorted by police to her home in Hanoi, said prison chief Luong Van Tuyen. Nhan, 30, still has to serve three years of house arrest. In May 2007, Nhan was sentenced by a Hanoi court for violating Article 88 of Vietnam's penal code, which broadly prohibits spreading propaganda against the state. An appeals court reduced her jail time from four to three years in November of that year. A fellow lawyer who was convicted along with Nhan, Nguyen Van Dai, was sentenced to five years in prison. His sentence was reduced by one year. His release from prison is not expected for another year. The two were accused of using the Internet to call for a multiparty state in Vietnam, where the ruling Communist Party does not tolerate dissent. They also gave interviews to foreign news agencies. International human rights groups and western governments have often criticized Vietnam's poor human rights record. Over the past four months, Vietnam has jailed 16 pro-democracy activists. Among them was attorney Le Cong Dinh, who represented Nhan and made an impassioned defense of free expression during her trial. Authorities sent Dinh to prison in January after convicting him of subversion charges unrelated to Nhan's case.

Hanoi will impose fines of up to VND15 million (US$806) for dumping waste in the wrong places, according to a new decision that took effect Wednesday, the local newswire Vnexpress reported.

Residents will be fined VND100,000-300,000 ($5.37-16) for dumping household waste in unapproved sites.

Trash spilled during collecting or transporting solid waste will attract fines of VND5-10 million ($269-538). The highest fine of VND10-15 million will be imposed on people transporting solid waste to dump in unauthorized places.

The people who are fined also have to clean up their mess and restore the site to its normal condition.

Rất đông người dân và du khách đã đến bờ hồ phía đồng hồ đếm ngược để chiêm ngưỡng cụ. “Đây là lần đầu tiên em được thấy cụ rùa nô đùa như vậy. Thật vui và may mắn!”, Nguyễn Phương Thảo, SV ĐH Hà Nội vui vẻ kể.

VietNamNet Bridge – The experimental tour by electric cars around Hoan Kiem Lake and the Old Quarter was not launched in the first quarter of 2010 as scheduled because the imported electric cars are not yet licensed to run.

The 12 electric cars worth $204,000, imported by Dong Xuan Joint Stock Company, are now on display in front of Dong Xuan market.

Director Do Xuan Thuy explained that these vehicles meet Vietnam’s environmental standards, but Vietnam doesn’t have standards for electric cars and these cars do not meet standards for normal cars.

He said that before importing these vehicles, this vehicle was licensed in Lao Cai, Hai Phong, Hue, Da Lat and Nha Trang. However, when his firm imported 12 electric cars and brought them to the registration agency, he knew that, based on standards for regular cars, the electric cars would not be allowed to circulate.

According to the Ministry of Transportation’s Registration Department, the vehicle imported by Dong Xuan JS Company is designed for tourist sites and golf courses, so it cannot be registered for running on the street.

The Registration Department said that to bring these cars to Hanoi’s streets, the company must obtain Hanoi authorities’ verification that the routes are for tourists.

Previously, Hoan Kiem District authorities announced to put electric cars in operation in February 2010 to serve tourists. They said that there will be four routes for the electric cars but initially, just two routes will open around the Old Quarter and Hoan Kiem lake.

Each car has up to 12 seats, with a ticket price set at around 10,000 dong per tour. Tickets are sold on the car and at stations.

VietNamNet Bridge – A fire broke out at the 18-story JSC 34 apartment block on Le Van Luong Street, Hanoi at 6pm, March 10. A mother and her son died of smoke inhalation.

20 minutes after the fire appeared, six fire trucks arrived and blockaded the building. Rescue workers had to wear oxygen masks and used ladders to save people stuck on the top levels.

Ngoc Ha, a student of the Public Health University who lived on the 17th story, stated: “Seeing smoke, my brother and I quickly cut the circuit breaker and ran to the staircase, but we couldn’t see the way because of thick smoke. We returned to our apartment’s balcony and I heard many people screaming. If we didn’t cover our faces with wet washcloths, perhaps we would have died.”

In desperation, a family on the 18th floor plaited cloths into a rope to drop their 2-year-old daughter to the balcony below.

“I was very frightened at that time, but seeing the kid hanging, I brought her into my apartment. Luckily, fire fighters took the kid down by their ladder several minutes later,” said a young man lived on the 17th storey.

A 34-year-old woman and her 10-year-old son, who lived on the 18th floor, died at the hospital due to smoke inhalation. Three others were injured.

The fire was put out by 7pm. Fire experts speculate that the fire came from the building’s garbage site.

VietNamNet Bridge – Though student anticipated that room rents would increase after Tet, they complain that the rates have risen to unimaginably high levels.
According to Dan Tri, most owners of rooms in “student villages” like Trieu Khuc, Phung Khoang in Thanh Xuan district, Den Lu, Tan Mai, Dinh Cong in Hoang Mai district, Co Nhue, Dong Ngac in Tu Liem and Dich Vong, Nguyen Phong Sac in Cau Giay district all have raised room rents by 100,000-300,000 dong a month.

On average, a room with an area of 12-15 square meters without a bathroom (several students share one bathroom) is now rented for 800,000 dong a month. Larger rooms with a bathroom and are located near universities and junior colleges rent for 1.5 million dong a month. To put this into perspective, the average income per capita is about $1000 per annum, or 1.6 million dong a month).

On average, a room with “acceptable conditions” is leased for one million dong a month. Students must also pay electricity, water, Internet and cleaning fees, which means that every student pays some 1.5 million dong a month.

Minh Hieu, a student of Hanoi University, estimated that, on average, room owners raise rents three times a year. Hieu is now living in a rented room that originally cost 400,000 dong, but now is 900,000 dong.

When asked why he doesn’t move to a cheaper and more convenient place, Hieu replied that rent increases are everywhere, and he’s already used to his room, so he does not want to move.

“It’s very difficult to find a room that fits your pocket and fits your taste at this moment,” he explained.

Huong Giang, a University of Social Sciences and Humanities student, grumbles that she cannot find a room to rent. Giang rented a room before Tet, but gave it back to return to her home village for Tet. Giang hoped to find a room after Tet, but she has realized that it is very difficult.

“Most rooms with low rents are far from my school and far from bus stations. The rooms that are near my school are in very bad conditions with bad lighting,” she complained.

In fact, Giang has been told to ask for advices from housing consultants, but she does not want to pay 50,000-100,000 dong to them without knowing that their service is good.

A room owner explained that room rates rise after Tet because prices of goods and services always go up too, so he must raise the rent to cover his family’s expenses.

He added that the demand for rooms is always very high after Tet. University entrance exam begin in July and many students arrive in Hanoi at this time to attend exam preparation classes. This “room fever” always occurs at the same time of the year and room owners typically raise their rates.

Room owners have also warned that they will raise the rent even further, because electricity prices have increased as of March 1, 2010. Students who rent rooms now have to pay 3,000 dong per kwh to the owners, while the State sells electricity at 1,500 dong per kwh on average.

“The petrol and electricity price increases will mean a higher inflation rate. Therefore, we have no other choice than to increase the rent,” lamented Chung, another room owner.

Trao đổi với VnExpress, Phó phòng cảnh sát phòng cháy chữa cháy Công an Hà Nội Nguyễn Đình Bính cho biết, gần 50% cao ốc ở Hà Nội có vấn đề về phòng cháy chữa cháy, trong khi phương tiện hiện nay chỉ có thể cứu hỏa từ tầng 10 trở xuống.

- Sau vụ cháy chung cư JSC, nhiều cư dân rất lo lắng. Ông nói gì về công tác phòng cháy chữa cháy tại các cao ốc của Hà Nội hiện nay?

- Thành phố hiện có 364 nhà cao tầng đã đưa vào sử dụng. Có thể nhiều hơn nữa vì có những tòa nhà đang trong giai đoạn hoàn thiện hoặc chưa được nghiệm thu. Trong số này có 247 nhà chung cư, 34 nhà vừa làm chung cư vừa làm văn phòng, 47 văn phòng, 17 khách sạn và 16 nhà đa năng (văn phòng, khách sạn, cửa hàng, trung tâm thương mại).

Tất cả tòa nhà cao tầng trước khi đưa vào sử dụng đều được nghiệm thu và phải đảm bảo thực hiện đúng luật phòng cháy chữa cháy như ban hành nội quy thoát nạn; thành lập lực lượng phòng cháy chữa cháy tại chỗ, được huấn luyện sử dụng thành thạo các phương tiện chữa cháy; bảng kê theo dõi phương tiện chữa cháy; lập phương án chữa cháy...

Tuy nhiên, hiện nay chỉ có hơn 200 nhà cao tầng lực lượng phòng cháy tại chỗ vận hành trơn tru các phương tiện cứu hỏa. Nhiều tòa nhà cao tầng nội quy chưa được hoàn thiện, lực lượng phòng cháy cơ sở (tại chỗ) còn mỏng và yếu. Cá biệt có ngôi nhà lực lượng phòng cháy chữa cháy chưa sử dụng thành thạo các phương tiện.

Ngoài ra, hệ thống phòng cháy chữa cháy xuống cấp một cách nghiệm trọng, không được duy tuy bảo dưỡng, sự hợp tác của một số hộ dân sống trong những tòa nhà đó chưa được tốt. Họ để những chướng ngại vật ra hành lang, cầu thang thoát nạn hoặc những vật cản trở ở nơi chữa cháy. Khi có cháy, công tác cứu hộ gặp nhiều khó khăn.

- Theo ông nói, trước khi đưa vào sử dụng, các tòa nhà cao tầng đều được nghiệm thu về phòng cháy chữa cháy, vậy tại sao chung cư JSC vẫn xảy ra hỏa hoạn giữa ban ngày?

- Một vụ cháy xảy ra trước hết phải xem xét ý thức trách nhiệm của cư dân, cơ quan quản lý tòa nhà rồi mới đến cơ quan quản lý nhà nước. Vụ cháy tòa nhà JSC lỗi do ai, lãnh đạo công an thành phố đã giao cho cơ quan điều tra làm rõ. Hỏa hoạn xảy ra dứt khoát phải có lỗi ở nơi nào đó. Nếu tuân thủ tốt quy định làm sao có thể xảy ra hỏa hoạn.
- Trong vụ cháy tòa nhà JSC nhiều người dân than phiền về thiết bị chữa cháy của cảnh sát, cụ thể là việc xe thang không thể với tới tầng 17, 18. Vậy điều gì sẽ xảy ra nếu có hỏa hoạn ở tòa nhà trên 20 tầng?

- Đúng là lực lượng trang thiết bị phòng cháy chữa cháy của thủ đô còn yếu và thiếu. Phương tiện hiện nay chỉ có thể chữa cháy được từ tầng 10 trở xuống. Toàn thành phố mới có một xe thang 52 mét, 2 xe thang 32 mét và gần 50 chiếc chuyên dụng (xe thang, chữa cháy và chở nước).

Chúng tôi đã báo cáo Bộ Công an và UBND thành phố để nâng cao trang thiết bị cho lực lượng cứu hỏa, đảm bảo an toàn phòng cháy chữa cháy trong các tòa nhà cao tầng. Theo tôi, trong tương lai, mỗi quận huyện phải có một đội phòng cháy chữa cháy riêng, chứ hiện nay 29 quận, huyện chỉ có 9 đội. Con số này quá ít.

- Trong vụ cháy JSC, nhiều cư dân đã thoát nạn bằng cách đắp khăn lạnh hoặc chui vào nhà vệ sinh. Theo ông, đâu là cách xử lý tốt nhất khi hỏa hoạn tấn công cao ốc?

- Với lượng khói nhiều, người dân nên lấy khăn hay mảnh vải nhúng nước bịt vào mùi, bò dưới mặt sàn rồi nhanh chóng đến khu vực thoát hiểm gần nhất. Nếu không đắp khăn ướt nạn nhân sẽ bị ngạt khói.

Trong một số vụ cháy, cách chui vào nhà vệ sinh để tránh lửa chưa phải là tốt bởi oxy chiếm dưới 16% thể tích không khí sẽ gây suy hô hấp. Đã suy hô hấp là bị tê liệt thần kinh, người lúc đó sẽ bồng bềnh và không biết gì.

Với những trường hợp như chập điện, hở bình ga... có nguy cơ gây cháy nổ, chúng tôi cũng đã có văn bản cảnh báo gửi đến các cơ sở để họ phổ biến cho người dân nắm rõ.

Theo thượng tá Nguyễn Đình Bính, Phó trưởng phòng Phòng cảnh sát phòng cháy chữa cháy, Công an Hà Nội, nhà cao tầng được xác định là nhà có 10 tầng từ mặt đất trở lên. Nguyên nhân cháy tại tòa nhà JSC cao 18 tầng được xác định ban đầu trùng với nguyên nhân vụ cháy tòa nhà 13 tầng tại 25 Vũ Ngọc Phan hồi tháng 6/2009, đều do người dân đưa vật liệu dễ cháy vào thùng rác.

Under the decision of Permanent Deputy PM Nguyen Sinh Hung, the Thang Long Royal Citadel vestige complex will receive visitors on the occasion of the 1000th anniversary of Thang Long–Hanoi.

The complex, unearthed in 2003, covers an area of over 18,000 m2 and is considered one of the largest and most spectacular archaeological discoveries in Vietnam’s history.

At the heart of the site, a large number of remnants of the ancient imperial citadel were excavated at the depths of 0.9-1.9m (belonging to the Lê Dynasty, 15th-18th centuries); 1.9-3m (Ly and Tran Dynasties, 11th-14th centuries).

The oldest artifacts were discovered at the depth of 3-4.2m and dated back the 7th-9th centuries.

The antiquities prove that Thang Long-Hanoi has been the economic, political and cultural hub of Việt Nam for thousands of years. This was also a “crossroads” for cultural values from big countries and great civilizations like India, China and Southeast Asia.

As reported earlier, Vietnam already proposed UNESCO to recognise the world cultural heritage status for the Thang Long Royal Citadel.

The exhibition will surely provide domestic and foreign visitors with an insight in the Thang Long Royal Citadel.

The event is a significant activity to mark the capital’s 1000th birthday.

VietNamNet Bridge - Extremely slim houses have continued to be erected in some areas of the capital despite the determination of Ha Noi authorities to eliminate them from the face of the city.

A supervising delegation from the Ha Noi People's Council, led by Chairwoman Ngo Thi Doan Thanh, held a meeting on Tuesday with the Department of Construction about new houses that have sprung up in the proximity of construction projects in Hai Ba Trung District, especially in the area around Vinh Tuy Bridge.

Vice chairman of Hai Ba Trung People's Committee Lam Anh Tuan said that 13 super-slim houses had been built near the bridge without the proper permissions. Eight of the houses were constructed on a 10sq.m area, and one three-storey house in particular was built on a mere 3.8sq.m. Authorities did not want houses to be constructed on an area smaller than 15sq.m.

Some households lost part of their land in the site clearance for the bridge, said Tuan. The authority was in the process of making a decision about which plots would be ineligible for house construction, but these households had already started construction.

"We will never improve the face of Ha Noi if the city is not determined in its urban management," said Tran Trong Hanh, former rector of the Ha Noi Architecture University.

The district authority was reviewing individual cases and would find a solution for each, said Tuan. Houses that failed to merge with others would be confiscated for the public good.

Statistics from the construction department showed that the capital was home to 52 super-slim and oddly-shaped houses in 2008. New construction projects and a weak management system have pushed the number up to 80.

A representative from the department said that management authorities at the district level were to blame for their loose management. Although the Prime Minister has approved stronger supervision by establishing construction inspection teams at local levels, these houses have continued to be constructed.

Party secretary of Thanh Xuan District Nguyen Thi Ngoc Minh, on the other hand, said that inspectors from the departmentwith proper training should take an active role in helping localities manage cases that district staff were unable to solve.

While functional offices were busy discussing responsibility, a lot more work needed to be done to organise the capital's urban management for its upcoming 1,000th anniversary.

The six bridges will be between Lac Long Quan-Yen Phu; Nga Tu So-Nga Tu Vong-Minh Khai-Vinh Tuy; Noi Bai-Thang Long-Mai Dich-Linh Dam-Phap Van; Ha Noi Gas Station-Pham Ngoc Thach-Ton That Tung-Kim Giang; Tran Duy Hung-Lieu Giai-Ho Tay and Giang Vo-Lang Ha-Thanh Xuan.

The city authorities have assigned the department and the Transport Engineering Design Incorporation (TEDI) to conduct technical research on the project.

Deputy chairman of the committee Nguyen Van Khoi said flyovers would create a breakthrough in addressing long-lasting traffic problems.

This project would not satisfy demand for travelling in the short term, but would be a long-term solution for traffic congestion, he added.

According to the department's director, Nguyen Quoc Hung, everyday, the city witnesses over 100 traffic jams, mostly on inner-city roads that are overloaded with all kinds of vehicles, and opening new roads is very difficult.

Funding for everyday road maintenance has dropped and land clearance for building road is very expensive, Hung said.

Flyovers in many cities such as Bangkok, Shanghai and Tokyo have been a success, he added.

TEDI's Pham Huu Son said that building flyovers would not require much land clearance and would cost less than building tunnels.

Khuat Viet Hung, deputy director of the Transport Planning and Management Institute agreed, saying that expensive land clearance was the reason for slow progress on many new roads. With the flyovers, the area of land clearance needed would drop by 80 per cent, meaning a much lower cost.

However, many experts and architects are concerned that concrete pillars will have a detrimental effect on the urban landscape and people's living habits and psychology.

Hung also said that the flyovers would surely influence our living environment.

Therefore, the city should conduct thorough research on the environmental impact and have solutions to deal with it. For example, in many countries, they built concrete walls along the sides of the elevated roads to limit the noise and pollution in residential areas, Hung said.

Some experts said that this was a complicated issue that needed meticulous planning, taking other infrastructure projects such as electricity and cable lines into consideration.

The director of the Viet Nam Architecture Institute, Ngo Doan Duc, said the project shouldn't be rushed as more time was needed for scientists to conduct research.

The city should learn from other countries, but the projects should be specific to Ha Noi's needs to avoid harming the landscape and the cultural value of the city, Duc said.

But former director of the Ha Noi Planning and Architecture Department Dao Ngoc Nghiem said elevated roads should only be built outside the inner-city.

ND - Năm 2010, Hà Nội và cả nước kỷ niệm 1000 năm Thăng Long - Hà Nội, một sự kiện trọng đại được mong đợi và chuẩn bị từ hàng thập kỷ trước, trong đó có những cuộc triển lãm của họa sĩ Hoàng Hưng. Cuộc triển lãm đầu tiên được tổ chức tại Hà Nội và Cộng hòa Pháp vào năm 2000 dịp 990 năm Thăng Long - Hà Nội. Tiếp theo là những cuộc triển lãm "Người đất Tràng An" vào năm 2005 dịp 995 năm Thăng Long- Hà Nội tại Thủ đô và TP Hồ Chí Minh. Năm 2007 Văn phòng Ban chỉ đạo kỷ niệm 1000 năm Thăng Long - Hà Nội cùng Hội An và Thừa Thiên-Huế phối hợp tổ chức triển lãm tranh giới thiệu những tác phẩm mới của họa sĩ tài năng Hoàng Hưng.



Họa sĩ Hoàng Hưng đã dành nhiều tâm huyết cho Hà Nội. Năm 2006, bức tranh lớn nhất Việt Nam 84 m2 được đặt tại giảng đường Ðại học Quốc gia. Ông cũng là người Việt Nam duy nhất có tranh được lưu giữ tại Trụ sở UNESCO - Pa-ri và nhiều bài viết dạng chân dung. Năm 2010 này, họa sĩ đang khẩn trương cho ra đời một cuộc triển lãm kỷ niệm ngày đại lễ Thăng Long - Hà Nội tròn 1000 năm tuổi.

Là một họa sĩ đa năng về chất liệu biểu hiện cũng như lối vẽ, ông nhìn Hà Nội trên tầm cao, nắng vàng như mật ong, tình yêu ngọt ngào trải dài qua những bóng cây cổ thụ, tôn mầu son Khuê Văn Các, Văn Miếu - Quốc Tử Giám. Họa sĩ quan sát Ô Quan Chưởng rất nhiều, mỗi lần một góc nhìn, một tâm trí say mê nhưng lúc nào ông cũng nhìn thấy nắng. Nắng như nguồn năng lượng vô biên, như vùng ánh sáng tâm linh nuôi dưỡng sức sáng tạo trong tâm hồn ông. Hoàng Hưng sinh ra và lớn lên trên vùng đất ngàn năm văn hiến, nên cảnh vật và thiên nhiên của Thủ đô như luôn ùa vào dào dạt trong tâm hồn ông. Những bức tranh ở mỗi góc độ khác nhau giúp người xem cảm nhận được cái đẹp và lãng mạn của Hà Nội, cái thanh lịch mang dáng dấp kinh kỳ thuở xa xưa của người Tràng An vẫn hiện hữu đâu đó quanh ta dưới mái chùa hay góc phố. Hoàng Hưng ham đi, ham vẽ. Ông sinh ra như chỉ để dành cho đam mê hội họa. Những bức tranh như "Nhớ biển", "Thuyền và trăng", "Rừng thu" là tình yêu của họa sĩ với thiên nhiên hòa hợp với con người được vẽ bằng góc nhìn gần gũi giúp cho con người cảm nhận được chiều ngược lại của thời gian và không gian. Cái nhìn ấy là sự sẻ chia cùng mọi người. Và cái gần gũi đến thân thuộc như mầu đỏ của hoa phượng, Ô Quan Chưởng rêu phong đã được họa sĩ biến thành chan hòa ánh sáng. Những hạt mầu tan loãng trong như sứ, khiến các bức họa của ông trong trẻo lạ thường. Sự tuôn chảy của mầu cùng những hòa sắc từ chính cuộc sống mà chỉ một họa sĩ tài năng mới nắm bắt được tạo nên sức sống mãnh liệt trong tranh của ông. Những nét mầu cạnh nhau mà không làm mất đi sức lôi cuốn, thoạt nhìn thì tất cả chỉ là con số cộng của những nét bút, nhưng để thực hiện những nét bút ấy, Hoàng Hưng đã dành cả cuộc đời.

Hoàng Hưng đặc tả đời sống tinh thần người Thăng Long- Hà Nội qua bóng thiếu nữ thắt đáy lưng ong, tà áo dài yểu điệu khuê các. Ông vẽ những dáng đứng, bước đi, cử chỉ thanh lịch, với tà áo dài bay trong gió. Thiếu nữ thầm kín trong vẻ đẹp nội tâm. Nàng hiện lên giữa cảnh sắc u trầm đầy nắng gió. Nàng đội hoa quả lên chùa xua tan niềm tục lụy hướng về cõi tâm linh thánh thiện trong tiếng chuông chùa sớm chiều từ những ngôi chùa. Trải qua nghìn năm họ nép vào cõi tâm linh ấy để sống và để yêu.

Hoàng Hưng tâm sự: "Không có ngòi bút nào nói hết được tình yêu sâu thẳm của ông dành cho Hà Nội. Ðó là nguồn cảm hứng vô tận để ông đến với hội họa. Từng là Phó Giám đốc Sở Thể dục - Thể thao Hà Nội, nay đã về hưu, ông dốc nhiều tâm sức cho mảng tranh để triển lãm kỷ niệm ngày đại lễ. Riêng bức gò đồng "Chàng thể thao Phù Ðổng" có kích thước 806 cm x 403 cm của ông được trưng bày tại sảnh chính của Sân vận động quốc gia Mỹ Ðình, là bức tranh thể thao hoành tráng nhất Việt Nam từ trước tới nay. Ông đã phải mất nhiều thời gian, tâm sức. Ông đã mất ngủ hàng tháng trời chỉ để suy nghĩ lựa chọn và cuối cùng quyết định dùng biểu tượng Thánh Dóng, một nhân vật huyền thoại với hình ảnh khỏe khoắn, bay bổng, thực hư mà vững chắc. Bức tranh đã làm hài lòng du khách trong nước và nước ngoài".

Không chạy theo những hình thức thời thượng, dấu ấn để lại của Hoàng Hưng trong hội họa chính là sự trung thực, trong sáng tạo nghệ thuật. Một bút pháp tả thực cài dắt nhiều yếu tố ấn tượng khi diễn tả ánh sáng, đường nét, bảng mầu linh hoạt cô đọng, không gian cổ điển hay ước lệ biến thiên nhiên theo nhịp điệu của hình sắc. Hoàng Hưng không câu nệ về đề tài, cuộc sống chính là cái anh thấy và xúc động. Về với cội nguồn và bản sắc văn hóa dân tộc mãi mãi là tiêu chí sáng tác của Hoàng Hưng trong hội họa.
