HZ Cargo privatisation collapses

CROATIA: The planned sale of a 75% stake in HZ Cargo has been abandoned following the collapse of negotiations with Grampet Group, the Ministry of Transport announced on January 13.

A call for expressions of interest in the privatisation of the national railway's freight business had initially attracted seven responses, with Rail Cargo Austria, Czech investor AWT and Grampet Group submitting bids in mid-2013. Only Romania-based Grampet's bid was deemed to be valid.

The provisional privatisation agreement required Grampet to guarantee loans of €105m, pay the state a purchase price of €30m, invest €20m in modernisation and pay €10m for assets and other costs.

However, during its due diligence process Grampet raised concerns about property rights, ongoing legal disputes and the financial relationship between HZ Cargo and intermodal subsidiary AGIT. There was also concern about HZ Cargo's debt, which grew by €2·7m between September and December 2013. The main sticking point in the negotiations was a proposed €30m redundancy package for around 1 500 HZ Cargo employees, including many former military personnel from the 1991-95 war.

As a result of the delays to negotiations, a December deadline for Grampet to submit bank guarantees was missed. The privatisation was subsequently cancelled by the government

Is insolvency still on the table for HZ Cargo? I remember newspapers reporting that option back in last summer, if HZ should fail to find a buyer for it's 75 % stake in HZ Cargo.

I personally think this is more likely to happen than RCA buying HZ Cargo. RCA has expanded their service in Slovenia last year so Croatia would be the next logical step.

Yeah, that's the most likely scenario. If negotiations with GRAMPET fail completely, God knows what will happen to Hˇ Cargo.

Romanian businessman Gruia Stoica taken in for questioning for alleged bid rigging

Romanian businessman Gruia Stoica, the owner of Grup Feroviar Romān (GFR), was handcuffed and taken in to questioning on Wednesday evening (January 29) at the headquarters of the National Anticorruption Directorate DNA, after he refused to appear at the hearing.

He initially told the investigators he was not in Bucharest, but the authorities found him at home and took him in for questioning in a corruption case. Prosecutors have asked for Stoica to be detained for 29 days.

According to prosecutors, he was allegedly involved in fixing a bid to favor his company against the state – owned CFR Marfa. 21 other people are questioned in this case, according to Mediafax newswire.

Romanian lawyer Doru Bostina is also investigated in this case, for allegedly receiving EUR 3 million from Gruia Stoica to find out the price offered by CFR Marfa in the bid to transport coal for the state – owned Complexul Energetic Oltenia, an estimated EUR 48 million contract. The lawyer was also questioned at the DNA headquarters on Wednesday evening, and prosecutors have asked him not to leave the country.

Stoica’s GFR was the winner in the privatization of state – owned freight railways company CFR Marfa in 2013, and had even signed the privatization contract, but the process was canceled. Stoica said the state had not met its obligations in the privatization procedures.

GFR was also among bidders for other freight railways companies in the region, including the one in Bulgaria, but was not successful in acquiring any of them.

Yes I know Romania and Croatia are different countries, but I still thought this news is interesting from a regional perspective.

HZ orders 44 Koncar multiple-units

CROATIA: A €213m contract for a total of 44 diesel and electric multiple-units was signed by Hˇ PP and domestic rolling stock manufacturer Koncar on January 30.

The largest order placed by the national railway's passenger business is being partly funded with a €107m loan from the Croatian Bank for Reconstruction & Development. Deliveries are scheduled to start in March 2015 and run to 2017.

The order includes 16 four-car EMUs with 211 seats for regional services and 16 with 135 seats for Zagreb suburban operations. These are to be based on two prototypes which were produced in 2011, with minor modifications (RG 10.11 p55).

Koncar will also supply 12 diesel multiple-units. This is a result of TˇV Gredelj dropping the development of its own DMU after hitting financial problems. The three-car DMU will largesly follw the EMU design, but with 390 kW roof-mounted powerpacks located near the cabs. The DMUs will be 58·5 m long with 160 seats and space for 160 standing passengers. The maximum speed will be 120 km/h, and acceleration 0·7 m/s².

Koncar has also announced plans for an electro-diesel version of the design, and another using supercapacitors for energy storage.

The prototype EMUs and DMU were described in detail in the October 2011 issue of Railway Gazette International, which subscribers can access in the digital archive.

The construction, design and driving characteristics of the low-floor electric train enable successful implementation and superb traveling comfort in regional passenger traffic in regard to the length of the route.

Passenger space is uniform along the entire train, without partitions and stairs. Floor height is optimal for 550 mm high platforms. The train has up to eight doors on each side, which enables the rapid exchange of passengers, and an air-conditioned passenger compartment and driver’s cab.

The main frame is a four-part welded steel construction linked with joints. The body consists of aluminum sandwich panels and windows. All bogies are equipped with air suspension systems, and two side drive bogies, while three free bogies are of the Jacobs type.

Three-phase asynchronous traction motors, fed from an electronic IGBT inverter provide high acceleration at start-up and a maximum speed of 160 km/h. The steering and diagnostic system is a microprocessor system that links the train subsystems with modern communication protocols that allow for linking up to three trains into one.

CROATIA: Infrastructure manager Hrvatske Željeznice Infrastruktura has applied for a loan from the European Bank for Reconstruction & Development to help finance a €120m rehabilitation programme for the Savski Marof – Zagreb section of Trans-European Corridor X.

The project covers 22 km of double-track on the western approach to the capital, together with various connecting lines. Both tracks are to be relaid with new rail and concrete sleepers, and the route will also be resignalled.

The EBRD funding is also expected to cover consultancy services for the development and monitoring of the infrastructure manager’s safety plan and for a strategic review into potential options for the commercialisation of railway property.

Tendering for the work is expected to start in the second quarter of 2014.

Meanwhile, the Croatian government is reviewing proposals for modernisation of the rail corridor from Rijeka to the Hungarian border via Zagreb, which is to be upgraded with European funding. An initial tranche of 1·25bn kuna will be allocated for reconstruction and double-tracking of the Dugo Selo – Krizevci section of the route.
