That atrium was almost built to be a departure/arrival lounge.

Likely means reduced to 3,000. Track & field doesn't draw crowds in Canada. It's not a high profile sport like it is in Europe. How often does Commonwealth Stadium in Edmonton get 55,000 for a track meet? Once every 20 years, if that?
This Pan American Games athletic stadium will likely never draw a sizable crowd after the Games are over. The stands should be donated to high schools that could use them like the Riders are doing with the stands they've built for the 2013 Grey Cup.

Also of note is that taller fencing with black covering has now been put in place which is an indication of the demolition of the East Office building is about to start.

I don't think they (Pan Am) people are buying many seats for this facility - they will be using the temporary seats that are already on site for the Rexall Centre

I don't think there was - it was in a meeting during the RFP stage of the process before the winning bidder was announced
