So passengers will board/disembark to the west of the actual station?

That atrium was almost built to be a departure/arrival lounge.

Likely means reduced to 3,000. Track & field doesn't draw crowds in Canada. It's not a high profile sport like it is in Europe. How often does Commonwealth Stadium in Edmonton get 55,000 for a track meet? Once every 20 years, if that?

This Pan American Games athletic stadium will likely never draw a sizable crowd after the Games are over. The stands should be donated to high schools that could use them like the Riders are doing with the stands they've built for the 2013 Grey Cup.

That is what I meant it will be 3,000 (down from the original 5,000)

Can anyone tell if that is a second stand on top of the main floor stand on the far right of the image.

Also of note is that taller fencing with black covering has now been put in place which is an indication of the demolition of the East Office building is about to start.

Those are temporary seats for the games. The breakdown of seats was originally 5,000 permanent and 7,500 temporary. Now it's 3,000 permanent (lower level of main stand) and 9,500 temporary seats.

York's preference was for a 3,000 seat facility post-games. The structure will be built to allow for additional temporary seats to be built up there

I don't think they (Pan Am) people are buying many seats for this facility - they will be using the temporary seats that are already on site for the Rexall Centre

You're looking for a link to his memory of last year's budget meeting? I don't think technology has quite progressed to that level yet...

I don't think there was - it was in a meeting during the RFP stage of the process before the winning bidder was announced
