I'm not entirely sure what the most restrictive point on the NEC is (I've always thought it was the North River Tubes) but it seems that the minimal clearance under wire is 15' or 16'. I do know that the most restrictive point for SEPTA in Philadelphia is the tunnel portal at 20th and JFK, and there isn't much you can do about it, either.

For reference, Kawasaki's MARC III's are 15' 6.5" (about 4.74 m); Bombardier's MultiLevels are 14' 6" (4.2 m), at least according to Wikipedia.

Vermont proposes passenger rail expansion
Wednesday, July 15, 2015

A MAJOR expansion of passenger rail services in Vermont is proposed as part of the state's new rail plan, which identifies capital investment priorities for the next 20 years

Vermont is currently served by two state-sponsored Amtrak services, the Vermonter from New York to St Albans and the Ethan Allen Express from Washington DC to Rutland. New York is the key destination for passengers on these services, accounting for around three quarters of ridership in 2013.

Vermont Transportation Agency's rail plan - the first since 2006 - aims to support the goal set out in the 2011 Vermont Comprehensive Energy Plan, which seeks to quadruple inter-city passenger rail ridership in the state to 400,000 by 2030

Quick clarification. All four tracks are electrified (you have only three electrified).

All aboard! SEPTA's regional rail lines carried record numbers
Regional rail ridership has increased by more than 50 percent from 1998, when there were 24.8 million trips, to last year's 37.4 million.

Systemwide, the authority's ridership on all modes of transportation of 330 million trips last year was about the same as the previous year.
