It's not a priority project because Samal itself prefers to finish their road , water, waste and electrical infrastructure first. When the city of both samal and davao and the provinces were asked what should be funded first, this was not high at all. There's only so much money to go around for the whole Philippines even in the years to come so GOP and the LGU's invest in that which gives the best return in terms of providing overall development (not only money) to the area measured in terms of economic multipliers. I think there are many more roads that rate highly than this within Davao.

That being said I personally want to see a bridge up and believe it will be up in my lifetime . The first budget I remember from the 90's had it at Php 400million only but it was a low bridge that would neccesitate big ships to go around samal to get to Sasa! My preference and dream would be for a great Iconic bridge to be built something that would be a tourist attraction in itself and represent Davao like the Golden Gate instaneously is related to San Francisco. Ironically we used to own the lot in Samal closest to Davao. But that's another story.

i could hardly believe how they figured out the need of bridge among the infrastructures. but i guess this came up years ago when economic free zone plan was not in the radar. imo the bridge is a support infrastructucture for the eco zone that is as important as raod devlopment. it is part of the whole imo. this is some among very important reasons why bridge is a necessity imo. government have built economic zones equipped with support infrastructures. the corridors provided with monstrousl budgeted (am not sure of urgency of imediate needs)infrastructures building all at the same time. in one side, davaoeagle identified medical emergencies. there is rise in highend real estate development in the area and sooner or later influx of occupants too. imo, their 24 hour medical emergency needs is as important as the right of economically poor patients to avail quality medical services across the strait. and no better than bridge can provide them efficient and realiable access.
