Now we have a chance that the biggest and most impotrant stadium in our country will be finally reconstructed

No, the distance is not close (although both objects planned to be located in north-western direction from centre of Moscow).

Translation: Why stadium of the former FC Saturn in Ramenskoye, Moscow Region does not used by Moscow clubs and can FC Anji Makhachkala play matches of Eurocups at this stadium?

Answers:
1. Ramenskoye is not so close to city of Moscow.
2. Anji Makhachkala can play at this stadium. They already played two qualification matches of 2012–13 UEFA Europa League at this stadium.

Speaking in general, the number of velotracks in Russia is extremely low.

Velotrack "Krylatskoe" in Moscow (capacity - 6000 seats). It was opened in 1979 for the 1980 Summer Olympics. In general, here were set 164 world records at adult and junior competitions. Three of 17 current world records in track cycling were set in Krylatskoe:

Velotrack "Lokosphinx" in Saint Petersburg (capacity - 1500 seats) is one of only two indoor velotracks in Russia. It was opened in 2007:

Also, Russian Cycling Federation using four outdoor velotracks for holding of national competitions.

Moscow bid for 2013 World Aquatics Championships called for a new Luzhniki Aquatic Center in the place of the old swimming pool built in late 1950's.
