On his first official visit as Governor of Basra, Iraq, His Excellency Dr. Khalaf Abdul-Samad Khalaf addressed more than 100 local executives today to outline the current investment opportunities in the Basra region for American firms. With oil sales fueling the Iraqi economy, immense financial resources are being dedicated to developing sectors including infrastructure, water treatment, transportation, housing, healthcare, and education. The private luncheon event was hosted by the Bilateral US-Arab Chamber of Commerce in cooperation with the United States’ Departments of State and Commerce.
The program was opened with comments by Naufel Al Hassan, Commercial Trade Counselor for Iraq who declared, “Iraq has risen from the ashes and is open for business.” Al Hassan introduced the governor, who described the elements that position Basra as the focal point for development in Iraq, including having the vast majority of Iraq’s known oil reserves and being the only Iraq city with direct access to the sea.
“Our provincial income has expanded 500% over the past several years,” commented H.E. Governor Khalaf. “This growth in revenue has exceeded the province's ability to manage and implement projects, so with this in mind, we are looking for expert consultants and quality companies that can help Basra fulfill and fully utilize our ever-expanding spending power.”
Aida Araissi, President of the Bilateral Chamber said, “Our organization is proud to have participated in this inaugural visit, and will continue to produce programs and events that increase awareness, access, and opportunity between our members and emerging MENA economies, especially within Iraq and the Basra Province.”
The Bilateral US-Arab Chamber of Commerce is an exclusive membership-based network of international business leadership that establishes strategic connections between the United States and Middle East/North Africa (MENA) to foster economic growth, educational advancement and cultural understanding. Founded in 1997 by Aida Araissi, the Bilateral Chamber creates access, strategic options, and positive results for its members by facilitating relationships with key decision-makers, helping to navigate through the complex field of international trade, and producing effective programming including trade missions, speaker’s series, and educational exchange initiatives. Headquartered in Houston, Texas (USA), the not-for-profit Bilateral Chamber membership includes Fortune 500 companies, private sector enterprises, thought leaders, and academic institutions from a wide range of industry sectors across the US and MENA regions. The Iraqi Ministry of Municipalities and Public Works is planning to undertake 95 municipality and service projects across the country as part of its 2013 investment plan, officials told Mawtani on Wednesday (December 12th).

"We discussed the strategic projects listed in our ministry's investment plan for next year and sent them to the Ministry of Planning for approval," said Riad al-Wazeer, director of planning and follow-up at the ministry.

These projects will target municipal and service sectors and include water, sewage and urban planning projects, with a budget of about 1.7 trillion Iraqi dinars ($1.5 billion), he said.

The ministry undertook a comprehensive scientific study so it could allocate these projects according to the state of services in each province, taking population density and the need for such projects into consideration, al-Wazeer said.

The cabinet authorised Minister of Municipalities and Public Works Adel Mhowder to invite foreign companies to compete for projects and bid for contracts, he said.

So far this year, the ministry has signed infrastructure project contracts with well-established companies from Turkey, Germany, China, India and the United Arab Emirates, al-Wazeer said, and under the new plan the ministry seeks to expand the scope of competition to create greater momentum and support national development efforts.

INFRASTRUCTURE FOCUS
Dhia al-Baghdadi, general director of municipalities at the ministry, told Mawtani the ministry "seeks through its directorates to develop municipal and urban services".

"Next year's ministerial plan focuses on infrastructure projects, particularly in the fields of drinking water and sewage so citizens have better services," he added.

The ministry plans to award projects to leading companies specialised in the municipal work sector, he said.

Ihsan al-Awadi, a member of the parliamentary committee on reconstruction and services, said the ministry's new investment plan "is an extension of this year's plan, which focused on executing large and strategic projects".

In addition to building water treatment plants and sewage networks in all provinces, the plan will tackle other service works such as cleaning, planting trees and building bridges, he said.

The ministry was allocated 1.8 trillion Iraqi dinars under the 2013 draft national budget, most of which will finance these infrastructure projects, according to al-Awadi.

"Providing drinking water for citizens, especially in districts and sub-districts that are far from urban areas, is one of the ministry's most important goals in the upcoming phase," he said.

Wow this is great, this 100% shows a positive image. And hopefully gets shoved in the faces of the Christians outside Iraq saying that there is a genocide going on.

When will we see a synagogue? I doubt any Jews will come back. The ones who used to live in Iraq are going to die soon from old age and their siblings or going to be already used to living in Israel or wherever.

The synagogues and old Jewish shrines can serve as a tourist attraction if they are renovated and maintained.

Also, Iraqi Jews may not come back but they will surely come for visits along with other Israelis.... and they can go for pilgrimage to those shrines. Not in the state that they're in though.
