It's the Ministry of Agriculture building. I love it! I tried to get good photos of it when I was there but couldn't fit the whole building in one shot.

I also love the puppetry theatre, looks great at night time!

Kazan is a capital of the Republic of Tatarstan. There are two official languages in Republic - Russian and Tatar. Tatar is a Turkic language, not Turkish.
