Looks pretty typical to me, maybe 32-34 degree upper level, although its always hard to tell from a perspective. Maybe a little steeper than Wembly, maybe, but no more than the da Luz or the like.

Actually at new stadium max. is 35,5°.
As far as i remember Wembley 3rd and da Luz 3rd are 34° (average)

Quite normal, because its smaller.
Wembley is huge. Therefore the 1st tier cannot be so stepp (15-18°), otherwise the sightlines at the 3rd tier wouldn't be good. Thats the disadvantage of new big stadiums: - flat 1st (and 2nd tier) - max. steep tier is "just" 34-35° (Because of the 80cm roofs).

There will be either 3 stadiums (Luzhniki, VTB Arena and Spartak) or two of them (Luzhniki + VTB Arena/Spartak). As for mysterious stadium in Moscow Region, this is a most utopian project (because here is no any FC who will be play there).
