TBILISI — Former chess champion turned Russian opposition leader Garry Kasparov has won a big-money charity television quiz in neighbouring Georgia, the programme's producer said on Tuesday.
Kasparov managed to answer all the questions correctly on the quiz programme "Who Wants to Win 20,000?", a Georgian equivalent of the "Who Wants to Be a Millionaire?" television game show.
His entire winnings of 20,000 Georgian lari (11,265 US dollars, 8,325 euros), a large prize in the ex-Soviet republic, will go to fund medical care for local children.
Kasparov, a Soviet-era world chess champion, has become one of the Kremlin's most outspoken critics -- a stance that is admired in pro-Western Georgia, which fought a war with Russia in 2008.
Programme producer Giorgi Khaburdzania described Kasparov as a "living genius" and said that he expected a huge audience for the show, which is due to be broadcast by Georgia's Rustavi 2 television station next week.
During his visit to Tbilisi, Kasparov also lectured at a local university, where he said that he believed that Russian-Georgian relations would not improve while the current authorities remain in the Kremlin.
"Georgia has gone a long way with democratic reforms and its economy has achieved progress, but Russia has missed all the opportunities to become a democratic country," he said in comments reported by Rustavi 2.

Сумма, выигранная Каспаровым, 20 тыс. лари (более 11 тыс. долларов) пойдет на благотворительность, в частности, на лечение двоих детей, нуждающихся в срочных операциях на сердце.

Это первый случай в истории грузинского телешоу "Кто хочет 20000" (аналог "Кто хочет стать миллионером"), когда игрок отвечает на все 15 вопросов.

Ведущий телепроекта в конце игры с удивлением отметил, что он впервые задает игроку последний 15-й вопрос.

При этом, отвечая на вопрос, Г.Каспаров воспользовался подсказкой своей супруги Даши.

Как сказал Г.Каспаров после игры грузинской телекомпании "Рустави-2", "игра получилась, как нельзя хорошо, моя логика и интуиция Даши дали прекрасный результат".

"Конечно, я нервничал, это очень большая ответственность, мы же играли ради помощи больным детям. Надеюсь, детям помогут эти деньги, поэтому можно сказать, что день прожит не зря", - заявил он.

Г.Каспаров прибыл в Тбилиси на 5 дней. Он планирует прочитать лекции студентам в ряде грузинских вузов на тему "Геополитические вызовы 21 века". Также он встретится с представителями федерации шахмат Грузии, передает "Интерфакс".

The Georgian government plans to buy electric cars from the Renault group and Nissan, international car brands, in order to make Georgia more environmentally friendly.

Last December, the government voiced the decision that they were going to replace old cars with electric vehicles. Now the Ministry of Economy is in negotiation with these companies.

According to President Mikheil Saakashvili, the initiative will help the development of alternative energy resources in a country abundant with hydropower potential and thus help decline the current dependence on costly fuel.

Under the new initiative, at the government’s auto park, all cars which work on oil will be fully replaced by electric cars. In addition, the current number of cars will be reduced by three times to help cut the spending additionally.

With electric cars capable of significantly reducing pollution by having zero tail pipe emissions, the idea of introducing green cars and construct recharging and service stations is part of the Georgian government’s recent campaign to make Tbilisi and Georgia an eco-friendly place.

Transparency International research on Global Corruption Barometers of 2010 showed Georgia in 5th position with its low rate of corruption within the police. In a report released Monday by the Ministry of Interior Affairs of Georgia (MIA) only 3% of the population had paid a bribe to one of the nine state institutions. This figure put Georgia in the list of “the most uncorrupt states” together with the world’s developed countries. But 9% of respondents disagreed with the idea.

According to research carried out by the International Republican Institute (IRI) in September-October 2010 only 0.4% of respondents had to give bribe in return for services they needed, while the 98% denied experiencing any instances of corruptive deals with officials.

Considering the activities carried out against corruption in Georgia over the last several years,international organisations have shown that the 84% of the Georgian population have trust in the police while 10% believe the opposite. 70% of respondents of the National Democratic Institute (NDI) research in July 2010 also said that the situation has definitely improved in Georgia in terms of the fight against corruption over the last two years; 8% said the situation had worsened.

Analysing the results of the research published on the official web page of MIA analyst Irakli Sesiashvili spoke about the inconsistencies of the data to The Messenger. “Most Georgians point out that the MIA has been actively violating the supremacy of law,” Sesiashvili told us. Claiming the individual agencies used to manipulate the figures to make them beneficial the analyst said that “corruption doesn’t only refer to bribery but improper use of the state budget.”

“Look around and you will see how the number of new police buildings is increasing and compare it to the number of homeless people. Even the fines for particular violations are artificially high in Georgia – if before you had to pay GEL 2 for a tiny penalty this figure is now GEL 50 for the same crime. This all happens when the bonuses of the police staff are tens of thousands of GEL. Corruption can’t be solved only by establishing control over bribery but is a more wide scale problem,” Sesiashvili told us.

Mayor made a test drive by one of the minibuses today.

In an unprecedented step, Turkey is drafting a strategy that will include passport-free travel with Georgia, an administrative official informed SETimes.

"This is going to be an outstanding change for our region," Turkish-Georgian Friendship Group Chairman Celal Elbay said. "Like in the EU, our citizens will be able to travel with only state IDs."

The so-called "United Caucasus" project was discussed by Turkish Foreign Minister Ahmed Davutoglu and Georgian President Mikheil Saakashvili in Tbilisi last month.

Since then, Elbay and his team have visited Tbilisi twice to follow up on Ankara's strategy of initiatives regarding the integration of the two countries' economies.

"We open doors towards each other in order to bring peace and development and economic strength to our region," he said.

Georgia shares longstanding historical ties and burgeoning trade with Turkey. Tbilisi's precarious geopolitical relationship with Russia is also a significant factor driving its calculations.

Under the strategy, Georgia proposes to unify the alliance between the three South Caucasus countries and Turkey. Ankara's ambitions are to spread its Georgia initiatives throughout the Caucasus in the future.

"Turkey and Georgia can extend mini-EU type co-operation in the region, by involving the other neighbouring countries, but this idea needs time," Sinan Ogan, chairman of the Ankara-based Turkish Centre for International Relations and Strategic Analysis, told SETimes. "Without solving the conflict between Azerbaijan and Armenia, the Caucasus Union will fail."

"Rather than focusing on a vision that will not be reachable in the foreseeable future, more energy should be expended on resolving existing conflicts and developing more productive bilateral relations in the South Caucasus," agreed Janusz Bugajski of the Centre for Strategic and International Studies.

"Although the idea [Caucasus Union] may be admirable, it would be difficult to unify a region that is beset by inter-state conflicts, separatist struggles, and an interfering Russian government that seeks to exploit regional disputes to promote its state ambitions," he told SETimes.

"Turkey and Georgia enjoy many areas of political, security, economic, energy, transportation and cultural co-operation, coupled with a border policy that will render passports irrelevant," said John Sitilides, a government affairs strategist with Trilogy Advisors LLC in Washington.

Deepening co-operation and simplified border crossings are a far cry from a union of states. "The nations of the Caucasus will need to anchor themselves in surer sovereign structures, and more enduring institutional relationships," he added.

MIT Centre for International Studies Executive Director John Tirman believes Turkey should strive to develop open economic relations in the Caucasus, but a political union is not going to happen in the next decade, if ever.

"Normal diplomatic relations, free trade zones, and settlement of outstanding grievances need to come first," he said.

В правительстве Грузии 28 апреля рассмотрели изменения в закон «О правовом положении иностранцев», согласно которым граждане ряда стран, в частности, Албании, Сербии, Боснии и Герцеговины, Монтенегро и Ирака смогут въезжать в Грузию без виз.

Действующий пока закон подразумевает визовый режим с указанными государствами. В правительстве Грузии считают, что новые изменения в закон позволят создать более интенсивные экономические и культурные связи с этими странами, а также будут содействовать развитию туристической сферы и привлечению инвестиций.

При этом в правительстве заявляют, что при принятии этого решения учитывается тот факт, что Албания, Босния и Герцеговина, Монтенегро и Сербия входят в список кандидатов в члены Евросоюза, Албания является членом НАТО, а Босния и Герцеговина, Сербия и Монтенегро получили план действий по вступлению в НАТО MAP.

Как заявил журналистам парламентский секретарь правительства Грузии Гиорги Хурошвилиграждане этих стран, согласно изменениям в законе, смогут без визы находиться натерритории Грузии в течение 360 дней.

Khuroshvili says the amendments will attract foreign investments and tourism development.

The cases have been sent to court for discussion. Pholadashvili will arguably face 2-5 thousand ruble fine and deportation from Russia.
